Minutes of.the regular meeting of May 9, 1985. APPROVED 1. Grandy's Country Cookin' Restaurant, located at Gulf to Bay Blvd. and Duncan Avenue. ", FINAL SITE PLAN APPROVED WITH CONDITIONS Jeff Daniels No comment. ". " Bob Maran - No comments. Keith Crawford - Commented the parking at the Eastern road needs to be angled. Claude Howell - Discussed the dumpster location and informed the representative . that a'compactor ~ould not be allowed and suggested that the developer use . standard dumpster collection for the garbage. Mr. Howell also questioned the dimension of the drive-in and advised the developer of the need for a 12-foot width for truck' maneuvering. Questioned the number of square feet of useable floor orca excluding 'the kitchen and storllgo areas. Mr. Stengle replied the seating area is about half of the 4300 square foet--approximately 2100 or 2200 square feet. ,Ream Wilson. See written comments (Attachment 2). MOTION Paula Harvey moved to recommend approval of the Final Site Plan for Grandy's Country Cookin' Restaurant based upon a finding of this Committee that the plan conforms with the design guidelines for site plnn review subject to the following conditions: 1. That angled-parking be provided in the Southeast area of the site as required by the Traffic Engineer. 2. That radii be provided on the driveways as required by the Traffic Engineer. 3. That the dumpster style and location be approved by the Sanitation Superintendent. 4. That the required open space fees for the expansion be paid prior to certification of the Final Site Plan. 5. That the building permit be issued within six months and the project completed within two years. "'D' , ~ ~ r ~ l . ..' ." '. . Ream Wilson seconded the motion. Keith Crawford clarified the motion by stating the Eastern road parking needs to be angled. Mrs. Haeseker commented that the motion included. the wording: "as required by the Traffic Engineer." The motion carried unanimously. :t ,:.:~ " , " "~~I.:; ,\. . 2. The Crest Subdivision, located on the West side of McMullen-Booth Road, approximately 1500 feet North of Union Street. Discussion held regarding The Crest Subdivision. Mrs. Harvey stated the preliminary subdivision plat for The Crest Subdivision was reviewed at the last Resource. Development Committee' meeting of May 9, 1985, and she had received corrected copies of the preliminary plat which will be reviewed by both the Planning and Zoning Board and the City Commission the first week in June. She commented the developers have deleted the phrase from the agreement which stated 'to take into account the natural amenities present on the site and the design subdivision to the satisfaction of the City's Public Works and Planning and Urban Development Departments. In addition to the deletion of this phrase, ,the returned agreement added the following: lilt is, mutually understopd and ag!eed by the City and the owner that the City has approved the preliminary site and construction plans prepared by Tampa Bay Engineering, Inc., a copy of which is attached hereto, identified as The Crest, and by reference made a part hereof. It is further mutually agreed that final plans and specifications shall not differ substantially from thes~ plans when the construction upon the subject property shall comply with these plans . . . Mrs. Harvey requested a recommendation from the Committee regarding the deletion of the phrase that this Committee had required them to include regarding the natural amenities on tho site and the addition of another phrase that actually makes tho preliminary pInt n part of the agreement. Jeff Daniels - No comment. Bob Maran - Requested that the original phrase be included in the agreement. Keith Crawford - Stated if its important to the subdivision for the environmental statement, then it should bc included. . Claude Howell - Commented it should be Tevcrted to the original statement. Ed Bethel - Commented the statement should not be changed. Paula Harvey - Commented the original statement should stay in there. Ream '~ilson - Stated on the need to have the City's paragraph included in the agreement. Blizabeth S. Haeseker - Stated the concensus of the Committee was that the City needs to have the original paragraph included 1n the agreement. Discussion cnsued on the street widths. Keith Crawford requested clarification of , the street width. Bob Maran commented his pers~nal recommendation is to go wit~ the 28 foot-width.
