Paula Harvey - Commented that, the City Commission had previously approved
the plan and advised that the conditions of approval at that time would be
c~rried 'forth on thi~ resubmission. For the record Mrs. Harvey repeated
these conditio~s - (l) Payment of open space impact fees he made prior to
certification of the final site plan, (2) that the improvements shown for
.,the widening of pinellas street will he the responsibility of the developer,
(3) fire hydrants must be prqvided as required by the Fire Marshal, (4) that
special steps be taken to protect the ravine area during construction (5)
and 'then the standard provi~ion regarding issuance of permits within six
months and project to be completed within two years. There was a condition
regarding the barrier wall on the East side of the property but because of
the new configuration made on the East side for parking this condition would
not now necessarily appply.

drant shown on south side as there is an existing main at Bay and Sheridan.
Hain not shown on plans and developer to consult with Utilities Department.
A 6~ extension has been added as .previously requested. Since dumpster for
the parking garage is not a major necessity it was agreed parking garage
could share nursing home dumpster.
Don Beachler - No comment.
Ream Wilson - See attachment U2, - - addresses open space fee requirement
which has been discussed with developer.
A lengthy discussion followed regarding sidewalk location. Keith Crawford
questioned why the sidewalks have been planned to be on hospital property
rather than on City property and further commented that there has been a
tendency for developers to locate sidewalks wherever it might be convenient
to them at the time they are pouring. Mrs. Haeseker also commented on the
meandering appearance of the walks as shown on the plan and questioned why
these are not in City right of way. The architect advised that their
primary concern was aesthetics and their desire to preserve the scenic ap-
pearance of the area. From a practical standpoint Keith Crawford cited
reasons why he preferred that sidewalks be properly located one foot from
the property line. Mrs. Heaseker supported Mr. Crawford and then called
~~ the Committee for comments. Don Beachler stated City's biggest con-
:~rn is liability and if Morton Plant provides City with easement so as to
'share in liability, he could see no problem with location of the walks on
the hospital property. Mr. Marquardt, attorney for Morton" Plant felt
that this would not be a problem but intended to research the matter further.
Paula Harvey commented that purely from an environmental standpoint and
',aesthetic concerns the Planning Department had no objection to the side-
. walks being on hospital property. Don Beachler informed the developer
that if they provided the City with an easement, it would be expected that
the hospital would assume full responsibility for maintaining the walks.
It was agreed that Mr. Marquardt would consult with the City Attorney to
work out any formal documentation required in location of sidewalks on the
hospital property.
MOTION: Paula Harvey moved to recommend approval of the ~inal site plan
for the Morton Plant Parking Garage based on the findings of this Committee
that the plan conforms with the design guidelines for site plan review sub-
ject to the following conditions:
Tpat payment of open space impact fees be made prior to certification
of the final site plan;
the improvement shown for the widening of pinellas Street will be the
respon~ibility of the de&~loper;
that special steps be taken to protect the ravine area during construction;

that the driveway entrances be designed as required by the Traffic en-
gineer;

that the final location of the sidewalks be approved by the Public
Works:Oepartment;

that sidewalk easements be provided with the maintenance agreement to
be worked'out between the City Attorney and the attorney for the hospi-
tal with the approval of the Assistant City Manager;
and that requisite initial building permit be procured within six
months and the project completed within two years from the date of
issuance of tho permit.
The motion was seconded by Ream Wilson and carried unanimously.

Don Beachler Questioned whether any structures over 20 ft. drainage ease-
,ment and was informed by Mr. L10veras that there was part of a building over
36", pipe.: Mr. Beachler requested that this part of easement be vacated. Mrs.
Haeseker commented that there have been prior communications on this and it
is the city's intent that only that part'of easement under a buildinq~bc_
vacated - not the entire easement.

Keith Crawford - only comment concerns dimensions of stalls. Should be
19 ft. long. Some are shown on plans as being only 18-1/2 :ft. '.lang_
Claude Howell - dumpster as shown on plans strictly for a roll-out dumpster
which will not serve the building. Will have to have a dumpster suitable
for truck access. Developer will meet with Mr. Howell to determine proper
location of dumpster. Also developer to consult with Utilities on size
of water meter - 2" not required - probably should be l-1/2".
Don Beachler - no comment.
Ream Wilson - Comments from Park & Recreation Department attached - see
attachment H4. Ream commented further that open space assessment fee to
be. paid prior to annexation.

Keith Crawford discussed the driveway and parking and developer will have
to consult with Mike Kenton to be sure trees are not threatened by proximity
of driveway. Paula Harvey remarked that ample parking has been provided

. That a seoond fire hydrant be provided at the south entrance;
. that all parking spaces should be a minimum of 19 ft. in length;
. that the dumpstor location be approved by the Sanitation Superin-

that the water line size be approved by the Utilities Department;
. that a five foot sidewalk be provided on Belcher Road;

when annexed would be Zoned CP and within this classification the setback
requirement from the west property line would be 20 ft. for the bUilding.
(4) No parking calculations were shown and Mrs. Harvey questioned how
the number of parking spaces was determined. Developer advised these
were estimated based on a master plan furnished to him - not sure exactly
how they were calculated.

for Jiffy Lube subject to the following:

that sidewalks be provided along U. S. 19 and N. E. Coachman
Road.

Motion seconded. Paula Harvey voted "Nay". All other RDC members voted
"Ayes". Motion carried.
,r- ter's Ed e Town Houses - this was an item not on the agenda. Paula
.'~ rvey explained to th~ committee that our legal department and Bill Shepard
were having difficuly getting the plat in an order so that it can be recorded.
This is not a condominium. it is proposed to he a townhouse. Townhouse plats
'normally have access to roadway, specific requirements for minimum lot size,
etc.' etc. This was previously before RDC and was formally recommended for
approval. Has been approved by City Commission. It has been before the
nOAA on ~onin9 and the Board did grant variances on minimum lot sizes but )
there has been no clarification on access requirements. Code requires a
minimum of 20 ft. of paved access to a townhouso lot. Four of the units on
northern side do not have this. This will have to go back to the Commission
and Paula Harvey now asking RDC members for their recommendation to the Com-
mission.
After some discussion between members Chairman Haeseker polled the committee
and the consensus was to support the request for a variance for the access
width.
