(2) that 56 parking s~rices were provided--but actually the required parking is 42 spaces. That number would need to be corrected. (3) the building height needs to be st.ated 08 a maximum building height. (4) provide to us the proposed location of the project identification sign. MOTION:Paula Harvey moved to recommend approval of the Final Site Plan for Sunset Oaks Apartment Complex based upon a finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following: " .""0' . ., ~ . , A. The following changes be made prior to certification: 1. Required parking be noted to be 42; 2. That building height be stated as a maximum; 3. That the proposed location of the site identification sign be shown on the plan; 4. That dumpster pads be realigned for easier access for the trucks; 5. There is need to provide landscape buffer between the parking lot areas and the street; and, also, identify on the aite plan the proposed location of the project identification sign. Mrs. Harvey questioned the jog at the southeast corner of the property. Mr. Mallory answered that the jog that is shown is the w3ter tower location, and will be in the process of being taken down. Mr. Mallory also stated that 1st Street West, which is a dedicated road to the east, has not been used as a rood. There are trees growing in it and people are using it as a dumping grounds, and the water tonk encroaches on it. People from the Engineering Dept. have been out to look at it, and they indicated that they would recommend the vacation of that rood so it can be cleaned up and maintained, and it ishia in~ention to pave it. He stated that he has entered into a contract with the railroad to buy 100 ft. of their right-of-way, but has held off on this until a suit between the railroad and a roofing company that has' been dumping their materials on the property has been settled. " I ' . ....' . ~ , .-..., ...,-, ~ Claude Howell - See written comments (Attachment No. 14) Paula Harvey - Questioned the following: (1) Since this is identified as an elderly project) it would be worthwhile to upgrade the discussion in this area. It is mentioned that it is on the bus line. What percentage of the citizens would be using the bus system? Also, it is indicated that there wouldn't be an impact on the health services) and that is questionable. (2) She also noted that in this elderly project about one-fourth of the units are three-bedroom units. She questioned if they were anticipating some family units and i~ in fact) this is an elderly project. This should be clarified. (3) Also) in the market analysis it is indicated that there is a need in this area, but it is not stated how many units there are in this area and what the demand is for units in this area. (4) Noted that in the construction scheduling it was going to be 365 days before pulling an initial building permit. Normally we only approve building permits to be issued within six months from when the plan is finally approved. We would need justifiable reason why this has to be a year. Additional information regarding the impact of this elderly project on the service system; 2. The statement regarding recreation dedication be revised to reflect that the open space and recreation ordinance will be applicable to this projec t; 3. (Attachment No. 13) , Keith Crawford - Stated he was impressed that the plan is drawn without every dimension being ,the minimum. As stated beforet the handicapped spaces are not identified, and those should be on the site plan so they will be properly located and proper dimensions. ,Claude Howell - See written comments (Attachment No. 16) Paula, Harvey - Stated that (1) the density should be expressed in units per net acre. She had'already claculated that for the Commission and it should be 24 units per net acre. This' correction should be made on the plan. (2) Noted that the maximum fence height that is 'permitted within the front building setback line is limited to 2 1/2 ft. On the north 5. RDC 2/14/85 ~ ,'~ ~....- . side they show a 6 ft. fence and then it goes all the way out to the street and 3 ft. on the south side. A variance would be needed if a higher fence was needed. The developer stated that the 3 ft. fence is an existing fence. Mrs. Harvey stated that any new fencing would have to comply with the requirements. In the front building setback area it would have to be limited to 2 1/2 ft. (3) Stated the need to identify that landscaping will be planted along the front property line on DeIcher Road to buffer the parking spaces from the street right-of-way. (4) Noted that they indicated some 80rt of discrepancy with the south property line. The developer stated that it is bosed on the survey. They submitted 12 copies of the survey analysis, nnd they feel comfortable that the line that is shown as the boundary is the boundary. Keith Crawford - Commented that there are spaces identified as handicapped spaces that appear to be the same width as all other parking spaces--the handicapped spaces must be 12 ft. Mr. Crawford also commented that the cross parking negotiation is fineJ but if this fails between the time the parking lot is built there is a requirement that there be a planter separating the parking lot from the abutting property. If the casement is granted and cross parking worked out, that is fine--if not) then there would need to be a separation with a planter. Claude Howell - See written comments (Attachment No. 18). One additional comment was that there is a 12" water main under the curb, and a 6" tap will he needed to put in the fire hydrant. If the alley still exists. this site plnn is worthless until it is vacated. The limitations on when the building permits have to be taken out. etc. may have to be adjusted to allow time for the alley to be vacated. Mr. Crawford also commented regarding the driveway lining Up. Normally a 24 ft. driveway is required; andj where 24 ft. can be provided. that is what he will require--an adjustment needs tp be made. There is still room to have both display and a 24 ft. drivewaYt but it will have to be moved over. Where 24 ft. can be provided, we want 24 ft. A two-way drive is shown all the way around the building. This was discussed with Mr. Mangano. Claude Howell - Stated there was no problem for Utilities, except for the garbage pick up. Something will have to be worked out as to where Utilities can pick up the garbage. Mr. Gilmore stated that Gulf Marine is willing to put some gates in the corner of his property where the alleyway narrows down to 10 ft. at the corner of the property. It will have to be decision to be made Be-msde between Sanitation and the landscaper. Paula Harvey - Stated she had several comments. (1) She noted that the paving on the north side of the property is not supposed to be any closer than 3 ft. to the property line. In a couple of places it looks like it might be closer. Some adjustments need to be made on that. (2) The pre-engineered metal building is shown being located 1 ft. from Hart Street. A variance will he needed for that. (3) The maximum fence height which is indicated on the northeast area side of Hart Street is 4 ft. chain link fence. The other locations also need to be identified that it is a 4 ft. maximum height and noted on the plan. (4) Questioned whether or not the employee parking should be grass parking or whether it should be paved; and) if it is anticipated that employees are actually going to be parking in the boat storage areal whether that area should be paved. There are three spaces physically located in front of three trees. There would be no way to get in there for parking because the trees would be in the way. This needs to be resolved. Discussion ensued regarding the parking spaces. (5) Questioned whether or not the trees are going ,to be removed from the Hart Street right-of-way) and what special permitting is needed for removal of trees from public right-of-way. (6) Questioned the "Note No. 111 reference to Boat Storage Area at the Northeast Corner of Site. Mr. Gilmore stated that referred to "Note No.6". The boat sto,rage areas , and the boats are going to be stored in areas marked for such, and are to he stored in metal racks. (7) Questioned the parking calculations. There is a discrepancy between the number presented for proposed building coverage and the section showing the retail sales area) service areal officet etc., as they don't add up the same. Mr. Gilmore stated that there is a mezzanine in the building, so there is additional square footage in the building than just the"footprint"of it. Mrs. Harvey stated that a note should be made to clarify this discrepancy. (8) Stated another comment regarding the parking. for the boat storage and display area --this is shown as three spaces)when actually the code requirement for parking for storage is one space for 1)500 sq. ft. This would need to be recalculated. Ream Wilson - See written comments (Attachment No. 21). Discussion ensued regarding the percentage of the proposed building coverage to the existing building coverage. Mrs. Haeseker asked for discussion from the Committee. Mr. Crawford stated there was one item he had overlooked regarding the fence line. Mr. Gilmore stated that the surveyor indicated the existing fencing, although he felt that the fence would need to be relocated. Discussion ensued regarding ownership of the 70' of the Bouthern part of the alley, and the need for vacation. Mr. Crawford mentioned that if the big trees are to be removed from the right-of-way to assure access for fire vehicles l 'then his department would be interested ih keeping it totally zoned to keep it for that purpose so that it doesn't become boat storage. Mr. Gilmore agreed. Mrs. Harvey questioned 'the time frame proposed as to when this would be done. Mr. Gilmore stated he did not see a problem but, if for some unknown reason the timeframe extends beyond that, an extension would be requested. ~. Haeeeker suggested he talk with Mr. Dethel of the Building Department to work out a solution.8s to the building sequencing. Mrs. Harvey also questioned the one-story frame buildings shown and whether these buildings would be for residents or be torn down. Mr. Gilmore stated that one is still being used as a residence, but it is their intention to take them down. Mrs. Harvey stated that sufficient parking is needed for these residents. MOTION: Paula Harvey moved to recommend approval of the Revised Final Site Plan of Gulf Marine based upon a finding of this Committee that the plan conforms with the design guidelines of the site plan review, subject to the following: A. Changes to be made on the plan prior to certification; 'r",: '.!t~11 1. That the pavement be shown on the entrance drive into Hart Street to extend to the driveway between the new metal building and the boat motor storage area to provide adequate fire access; 2. The finished floor elevation for the new building must be 33.75 feet; 3. That the driveway be realigned as required by the Traffic Engineer; 4. Employee parking should be paved, and shown as paved on the site plan; 5. That the discrepancy between the building coverage calculations be clarified on the site plan; 6~' That the parking calculations for storage be corrected; B. The following conditions be noted on the plan for certification; , I, 'I 1. That the alley extending from the north parking lot into Hart Street needs to be completely vacated; 2. That the final detention design be approved by the City Engineer; 3. That the issue of access for providing garbage pick up to the two intervening lots be taken care of to the satisfaction of the Sanitation Supt.; 4. That a variance be approved by the Board of Adjustment and Appeal for the building setbacks on Hart Street and the distance of pavement from the north property line prior to the issuance of the building permit; 5. The building permit be issued within six months and the project to be completed within two years; 6.
