She stated the residents who live around Frank Tack Park are having some difficulty with accepting the stadium going into their neighborhood. Frank Tack Park Proposed Stadium, located at the intersection of Hercules Avenue and Montclair Road. (City) PRELHUNARY SITE PLJ\N - RECOMMENDATIONS GIVEN TO PARKS & RECREATION DEPT. .~~'r , ' Ream Wilson gave a brief synopsis of the proposed plans to the South field of Frank Tack Park. He stated that Frank Tack Park consisted of two bal1fields which are not being changed. The following are the proposcd changes: " ". ' ."; . ,. 1. The addition of an outside fence to tie into the existing fence enclosing the South field of the property. 't' ,". " ,~.. ~ ' .. 3. The installation of a tcmporary fence with light-weight pipe down and sleeves at 250 feet and the installation of a green fabric that will serve as a temporary fence at 250 feet. Presently the bleachers consist of IO-tiers, lOO-seat section. The City Commission and the Bombers have approved approxima~ely 1)000 scats for this Park and the additional seating will rap-around and will not be any higher than the 10-tier original seating. t'1. 2. A sound system will be installed on lightpoles Dnd the sound should not come back to the homes ndj neent to tho Park to tho Bast. 11\0 proposed speakers should be designed to keep the volume as low us possible without the sound carrying out of the Park. 8. The proposed plans include the relocation of sycamore trees to the Enst property line to buffer the parking and the bulnncc to be installed around the perimeter of the Park. 9. Additional porking will be provided on the grassed oreas. 10. Pre-stressed concrete scats will be installed for the box scats for the first three rows of seating. 11. Behind the first three rows of scating, the balance of the bleacher seating may consist of galvanized steel frames. "1. Nick Lewis: Questioned the swing gate locks for accessibility of emergency vehicles. Mr. '~i1son responded two truck gates and a pedestrian gate will be installed. Mr. Lewis questioned the type of lock and suggested a chain-lock mechanism be installed. lie further questioned the availability of a water hydrant. Mr. Wilson agreed that one will be installed within 300 feet of the structure. -., 0 ::'", , . ..; > .,' . ":., ,........ John Rooks: Requested the dedication of 50 feet of right-of-way on Hercules and an additional 7 feet of right-of-way on Montclair. ",\ -' Ed Bethel: Stated the South Building Code Congress defines this project as a small assembly if under 1,000 seating capacity and a large assembly if over 1,000 seating capacity. Mr. Bethel suggested a structural engineer or architect work on this project. He questioned whether barbed-wire fencing would be used and Mr. Wilson replied that barbed-wire fencing would not be used. Mr. Bethel questioned whether the Testrooms would be accessible for the handicapped and Mr. Wilson responded that handicapped rest rooms would be provided. Keith Crawford: Stated the traffic will not exceed peak-hour traffic at this intersection. He quoted current traffic counts of approximately 700 cars at rush hour, both morning and afternoon, in one direction at this intersection.' He stated if the stadium will bring 400 vehicles out here at night when the volume~of traffic has dropped off to 200-300 vehicles, then the additional 400 vehicles will not overload the street intersection anymore than it is overloaded at 5:00 p.m. ;- ~ .' ,. !}. " ,'c' , Mr. Crawford commented the Hercules and Montclair intersection is being considered for improvements and a traffic signal device will be installed after the widening of this intersection. Mr. Wilson questioned when the traffic control device would be installed and Mr. Crawford responded he had no idea when the widening would be completed. ~ ." .. .' ; . 'I ), :'; ~'.. . Mr. Crawford expressed concern with the illegal parking on the right-of-way at .the Park and questioned whether this project would require sidewalk installation. He 'commented that the Park does not meet the requirements for a sidewalk installa- tion waiver. '. c. f r\ .Cecil Henderson: Requested additional lnformation on the parking and a definitive statement regarding how the sound will be handled. Paula. Harvey: Stated the property is zoned for public use and is identified as open space recreation on the Land Use Plan so the use is permitted. She further stuted that the Code required 125 parking spaces per 1.000 seats. Mrs. Hat'Vcy commented the minimum 125 spaces neod to be paved and the rest. of the parking spaces. identified os overflow parking, could be on the grassed areas. She referred to Section 13l.203(d}(1} for noise standards in the Code of,Ordinances . and suggested the Committee refer to same. Mrs. Harvey recommended a traffic signal be installed at the intersection of Montclair and Hercules or.at a minimum. a blinking light during the events until the intersection improvements are com- pleted. She commented the following items need to be included on the site plan: identification of.the truck gntesnnd fire hydrants, re-draw the right-of-way lines for Hercules and Montclair and identify the dimensions, indicate the tree locations 'and the proposed re-planting, identify the retention area, indicate the -location of lightpolcs and sound speakers. identify the dumpster location and where the parking will be located--both pa~ed or surfaced, and suggested the Committee recommend to the City Commission that sidewalks are required. ~rr. Wilson stated that sidewalks will be shown on the plan in addition to the paved parking area. , ) . . Chairman Haeseker stated that these recommendations have been given to the Parks ,and Recreation Department and they will return to the Resource Development Committee with a formal site plnn.
