.. Keith Crawford commented further on access und stated this should be on
Druid Road rather than on U. S. 19. Severe limitationo on U. S. 19, in-
clUding median, which would prevent any exiting traffic from turning north.
; MOTION: Paula Harvey moved to recommend approval of the Preliminary Sub-

The term tract be revised to say lot,'
'access easements to. meet City standards be providod to Lot 4,
the plat be recorded within six months from the date of Commission

2. Highland Square - located on East side of Highland Avenue, approxi-
mately 450 ft. north of Greenlea Drive.

Keith Crawford - stated that under the latest Ordi~ance a remodeled park-
ing lot has to be brought up to current code and he has many problems with
this project. Driveways as they appear on the plan - some existing and
some. new - appear to be right up against property lines; driveways as they
intersect Highland Avenue do not have the required five foot separation.
The same condition exists on Greenlea and at rear of shopping center -
there is no separation shown between the driveway and homes.
.

~ \
,'. .
1,(\
Keith Crawford also objected to the fact that there is no connection be-
tween this shopping center and the neighboring center and stated it would
be to mutual advantage of both centers to have such a connection.
,Further the layout of aisles as shown on the plan do not ~llow for proper
. ,circulation of traffic. In one case, traffic leaving one aisle runs head-
::>.':..9.on. into cincoming traffic. ';,
Only:.three handicapped parking spaces are indicated on the plan. State
'law .requires six for the number of parking spaces required at this .center.

Cecil Itondorson - roferred to storm drainage at thib project and advised
that at the time tho shopping center was built, the City did not roquire
off-sito drainage. Vears later Cecil designed a storm sewer system that
~ como up Uighland, acrosa Groenlen and Was large enough to accept Water
r,.,~ from thifi.l center. That design was subsequently changed and now water
loavos tho conter, gOeS directly to Highland and forms a little river as
it flown down the street creating a dange~ous condition. Cecil suggested
to John Rooks that the current remodeling of this shopping center would
bo an ideal time to add some storm drainage that would go into the inlet
along the north side of Greenlea, thus greatly improving the traffic
safety on Highland Avenue. John Rooks agreed but was not sure how accept-
able this would be to'developer. Water retention/detention is still being
roviewed in the Engineering Department and Cecil's suggestion will be
passed on to the drainage engineer handling the project.
Written comments are attached from the Utilities Department.

Paula Harvey - stated must identify building height in feet; must identify
what surrounding zoning is; and inasmuch as the bank is not a part of
this parcel, it should be deleted from the plan.
Ream Wilson - written comments attached. See Attachments No. 5 and No.6.
Parkland or open-space dedication is not required since the development
does not exceed 50% of the present area.
MOTION: Paula Harvey moved to recommend approval of the Final Site Plan
based upon the findings of this Committee that the plan conforms with the
. design guidelines for site plan review subject to the following changes
:., () b.eing ,made in the plan prior to certification:
Buiiding height be shown in feet;
the bank area be deleted from the site plan;
the surrounding ~oning classifications be noted on the plan;
the parking lot and driveways be revised in accordance with
City Code and reviewed by the Traffic Engineer prior to
final .submission of the plans;
a note be provided on the plan
will be provided for each unit
handicapped spaces be provided

retention/detention be revised as r~quired by the Engineering
department;
easements be provided over the water line system with a pro~
vision for a 10 ft. easement along the north property line;
building permit be issued within six months and project im-
provements completed within two years.

":
Keith Crawford commented that the plan shows there is need for 365 parking
,spaces but there are not 365 spaces available since six spaces belong to
the bank. It will have to be determined whether the deletion of the
bank property will create a need for more or for less spaces and it is
J, .:,possib^le a variance will be required if the developer cannot meet the

Keith Crawford - commented there does not appear to be any way to reach
area designated as "Loading Service Areal'. Mr. Wedding advised this area
not intended for vehicular traffic. Mr. Crawford raised several questions
regarding the interior of the garage, access to levels, and how traffic
control will be effected at lower two levels considering the split
entrance/exit, particularly if this will be a cashier operation. Keith
stated that these are some of the internal details that will have to be
worked out.

force security.and Capt. Jim O'Neill was here at this meeting represent-

'Committee that a very elaborate security system is planned and the
building will be equipped with a 24 hour security guard.

east side of the building that has existed since 1959, although there is
no recorded easement and it does not appear on any surveys - this exists
.only by virtue of a letter from the railroad to Florida Power Corp. Mr.
Wedding ,stated he intends to contact Florida Power regarding this vault.
