Chris Papandreas: This property will be zoned CG (Commercial) and the comments
are based on this CG zoning. Parking requirements are one space per three
seats or one space per 100 square feet of usable floor space, plus one space
per three" employees. Need to show the number of employees and calculate from
that the number of parking spaces needed. It is required to have a maximum of
60% building coverage and 85% impervious surface coverage. This calculation
needs to be shown on the site plan. Landscaping is required for parking lot.
Also, questioned the setback and a need for a variance. To meet code require-
ments, variances would need to be obtained for parking and landscaping.

Keith Crawford: As expressed previously, the major problem Mr. Cra~ford
has is-the use of street end as part of the private property. He believes
the site should contain the whole activity that is needed for the building.
He is concerned that part of the site is still out on public property, thus
violating the Code. The architect felt perhaps a variance would be issued
regarding the driveway that is on the right-of-way, or, inasmuch as they have
four parking spaces more that what is required by Code, they could eliminate
these four parking spaces.

Chris Papandreas: The net density needs to be adjusted and the transfer
shown on the plan. The parking calculations per unit and parking per
employee needs to be explained on the plan. Requested that the interior
floor plan per unit be checked by the Building Department. Also, need to
provide exact surveys from which density is taken. The net acreage computa-
tion netted out only half of the driveway on the south side and this needs
,to be all netted out. The requirements of Chapter 131.094 of the Zoning Code
relating to the height of the building, must be met, or a variance obtained.

Chris Papandreas made an amended motion to include the following:
. The Building Director review the floor plans for complianco
with the density provisions of the zoning to insure that
lock out units are not being provided.
. The recreation facilities assessment be satisfied prior to
the building permit being issued.
Cecil Henderson seconded the amendment to the motion.
The amendment to the motion carried unanimously.
Keith Crawford was given permission by Chairman Haeseker to attach a memo
with the commission Agenda Item listing the specific ordinances violated.
Chris Papandreas made a motion to amend the original motion, seconded by
Ream Wilson and unanimously approved.

Chris Papandreas: Regarding future parking, indicate only what will be there
now and not what is contemplated for the future. Building heights must be
shown in feet. Need calculations on plan showing building coverage and
impermeable surface coverage. Required to show on plan the zoning of the
parcel and the zoning of the surrounding parcels. Need to show on the plan
the one foot contours or spot elevations and to indicate where the applicable
setback lines are. The grass parking is required to be stabilized and must be
approved by the city Engineer. In Phase 2 of the proposed building, she ,called
the city Forester's attention to the 42" oak that appears to be planned for
removal. By shifting the'building location, it might be possible to retain
this oak. The parking calculations are not explicit. The Building Department
would need to certify the dual useage~ that is, the auditorium would not be in
use when the sanctuary was being used.

Chris Papandreasl The southeast quarter of the wetland area should be zoned
AL. A survey to determine the extent of the AL should be coordinated through \
the Environmental Section of the Public Works Department. The parking calcu-
lations need to be redone to reflect the provisions of 131.216 from the Code.
The car preparation building will have to be moved. The maximum fence height
is 30 inches and the plan indicates a six foot fence heightJ therefore, a
variance needs to be obtained. Phase lines need to be shown for all the phase8.
Need to show how the ~mpervious coverage calculations were derived. Land-
scaping will be required as per Code and needs to be shown on the plan. Need
to indicate which display pads are raised. There is to be no display of
vehicles in the front setback or in the right-of-way easement. The applicant
stated that the plat has been vacated. Sidewalks are required on 1st Avenue
