Parks & Recreation - Written comments from the City Forester
were submitted (Attachment #1 a), which comments will be

comments were also submitted and discussed (Attachment #1 b)
concerning the Recreational Impact Fee requirements.
Planning - John Richter stated that it is noted on the
Thoroughfare Plan element of the Comprehensive Plan that Nursery
Roa~ is projected to be a four-lane divided roadway and will
require 100 ft. right-of-way.
'MOTION
Motion was made by Cecil Henderson, seconded by Nick Lewis, to
recommend approval of the preliminary subdivision plat for
Rosewood SUbdivision based upon the findings of this Committee
that the plan conforms with the necessary guidelines for
preliminary subdivision plats. Motion carried unanimously.

Public Works - Written comments were submitted and discussed
(Attachment #2 n). If underdrain cannot be constructed in bottom
of retention area or at lowest point rather than in the sidet
Public Works Department should be contacted to work this 'out.
Building - Sidewalks shall be required along dedicated public
streets according to City of Clearwater requirements. (Waiver
will probably be requested.)
Traffic Engineering - Entrance drives should be adjusted to
provide a 30-ft. width at the property line subjectt however, to
County approval. Suggested other driveway be uniform in width
its entire length.
Utilities - Submitted and discussed written comments (Attachment
#2 b). An easement will be required over the fire hydrant line
in the rear of the building, such easement to b~ granted prior to
the issuance of the certificate of occupancy for the building.
Parks & Recreation - Submitted and discussed written comments
from the City Forester (Attachment #2 c) and also written
comments (Attachment #2 d) concerning Recreational Impact Fee
requirements. Further, Mr~ Wilson stated that the timing of
payment is to be made to the City of Clearwater prior to a letter
being wr~tten to the County for utilities.

I :
Motion was made by Cecil Henderson, seconded by Bill Tripp, to
recommend approval of the site plan for Simpson Cleaning Systems.
Inc. based upon the findings of this Committee that the plan
conforms with the necessary design guidelines for site plan
review and subject to the following conditions:
1. utility easement as required by the Utilities Department;
2. developer meet the City of Clearwater requirement for
sidewalks along dedicated public streets;
3. adjust the entrance drives to provide a 30-ft. width at the
property line subject, however) to County approval to be
worked out with the Traffic Engineer, and subject to the
paying of the necessary recreational fees prior to the

Item #3 - Clearwater Beach Hotel (Florida Clearwater Beach
Hotel., Inc.) - Located adjacent to Gulfview Blvd.. just S of

John Richter reviewed the background and history of Clearwater
Beach Hotel, referencing the numerous variances, the proposed
street vacation and the request for development rights transfer.
He stated that the development rights permitted on the east side
of Gulfview Blvd. are being proposed to be transferred to the
west side, thus allowing more units to be constructed on the west
side. He noted that the Commission will also be asked to
transfer development rights from that property seaward of the
CCCL to the property landward of the CCCL.

Traffic Engineering - Keith Crawford cited various problems.
Problem with 5 parking spaces needs to be addressed inasmuch as
City Code prohibits backing into the right-of-way. Plan does not
, permit 5-ft. planter between parking and the parking lot because
it is in the right-of-way. If the developer wishes to utilize
street end (Baymont) for parking, this would entail giving away
part of the City right-of-way. Parking spaces #4 and 5 show only
40 ft. (Requirement is 43 ft.) Identical problem exists on the
south side. Driveway requirement is 24 ft. (20 ft. is shown on
the plan). Parking lot on the other side of the street must meet
the Code (24-ft. width driveway). Existing paving as shown on
Gulfview Blvd. needs to be removed and put into grass or
alternative.. New signs need to be installed on Mandalay Avenue
,to clarify to the public that there' is a "public beach
access."

Planning - Legal description needs to be revised. Devoloper
refers to units as "suites." As only 28 dwelling units arc
permitted in a residential dwelling unit classification,
developer stated he will eliminate the kitchens.
Two years ago the Board of Adjustment & Ap~eal on Zoning granted
a variance to allow balconies to overhang in the setback ar~a
(property on the west side of Gulfview Blvd.). Developer stated
he will only have a suite,if he can use the 5-ft. overhang for
anything other than balconies.
John Richter questioned the reference to "suites" identified on
the plan and noted that each suite counts as two hotel units for
the purpose of computing density.

MOTION
Motion was made by John Richter to continue the final site plan
for the Clearwater Beach Hotel with the direction that the plan
be redesigned to provide for no more than eighteen (18) units and
take the driveway out of the Baymont Street right-of-way. Motion
died for lack of a second.
Motion was then made by Cecil Henderson, seconded by N. Lewis, to
continue above project. Motion carried unanimously.

some data presented to the contrary to negate this requirement.
'MOTION
Motion was made by John Richter, seconded by Mr. Rooks, to
recommend approval of final site plan for Enterprise Federal
based upon the findings of this Committee that the plan conforms
with the design guidelines for site plan review and subject to
the following conditions:
1. delineating on the plan the completed sidewalks adjacent to
all public street rights-of-way;
2. a traffic control sign be provided to prevent traffic from
going through the drive-in window in the wrong direction;
,3. take proper precautions to preserve the 14-inch pine tree;
4~ a subdivision plat be approved by the City Commission unless
there is something to the contrary that is presented to
negate this requirement; and
5. .'a building permit be obtained within six,(6) months from the
date of approval by the City Commission and that a
certificate of occupancy be procured from the Building
Department within two (2) years from the date of issuance of
the initial building permit.
Motion carried unanimously.

recommend approval of final site plan for The Player's Club
Apartments based upon the findings of this Committee that the
plan conforms with the design guidelines for site plan review and
subject to the following conditions:
1. that the detention area be designed in accord with the
requirements of the Public Works Department, and that if
there are any modifications to the site plan as a result,
it is necessary that it be reflected on the plan;
2. revise the medians to the satisfaction of the Traffic
Engineer;
3. take proper precautions to preserve the trees in ~ccordance
with the requirements of the City Forester and, if necessary,
that the plan be amended accordinglY;
4. revise the density calculations in that land area that is
supplied under the Land Use Data Table;
5. under the same Land Use Data Table, amend the wording for the
lake area to specify it as being a detention area;
6. label the. building separation distance between Buildings H &
G and to be advised that, based on the proposed heights, the
minimum separation distance is 20.4 feet;

7. all easemerits for public utilities be granted prior to
issuance of certificates of occupancy;
