Mr. St. Jean said the cross-hatch shown is painted striping, part of the handicapped stall as shown on state documents. Cross-hatch will be deleted. Signs are required for the handicapped spaces (can't paint on pavement). Note that the loading zone behind the health complex is a loading zone. Cecil Henderson: Reviewed written comments. (See Page 2.) ,Paula Harvey: Since this is an individual platted lot on its own, it should stand,on its own as one site. Impermeable coverage exceeds limit of 75% in the z6.ning category. For purposes of certification of this site plan we will need the adjustments to be made to the overall site plan which was approved for Tracts 45, 72, 73, & 74 (Village of Countryside). Proposed health complex is classified as commercial use according to code. These tracts are limited in amount of square footage for commercial retail use and will require Commission approval of Revised Site Plan for this retail floor a rea '.1 ncrease. .' MOTION: Paula Harvey moved approval of the Revised Site Plan, based upon the finding of this committee tha't the plan conforms with the design guide- lines for Site Plan Review and that the Final Plan be approved by the City Commission, subject to the following conditions: (a) That impermeable coverage be limited to 75%; (b) Building Permit be issued within six months; and (c) Certificate of Occupancy be procured within two years from the date of approval by the City Commission. Motion was seconded by John Rooks. Dixie Walker requested the City recon- sider for Code amendment, the six months time limit for issuance of an initial Building Permit and suggested that nine months would be more appropriate for current procedures. Upon the vote being taken, motion carried unanimously. 2. Travel Park, located on the west side of Bayview Avenue, approximately 500 feet north of S.R. 60. Merle F. Arnie. i FINAL SITE PLAN ALSO PRESENT: Merle F. Arnie. Owner and Developer. Kami Targa1, C. A. Peterson, Inc., Engineer. Nick Lewis: Spacing of hydrants must be 6001 apart~~ by street measurement. Six-inch line is acceptable, would like BIl. Line must be looped. Bill Tripp: No comment. John Rooks: Reviewed written comments. (See Page 5.) Need more detail on how you get the calculations for the 61 slabs, they're usually wider but 6' is acceptable. Emphasized that retention and discharge from development of this site is critical to avoid causing problems downstream. Will need detail of holding tank dumping area, also critical as to how much storm water can enter it. Each unit should have single service sanitary line connecting to main sanitary sewer line and should be shown on the plan. Check sewer line from manhole out, shown as 411 though it is probably 8u. Sanitary sewer easement will be required from the right-of-way line to the property line. Portion of the line under one corner of a building will have to be relaid as structures are not permitted in an easement. Suggested contacting Karen Wilson with regard to Comment 7. Don Meerians: Parking in front of the recreation hall needs to be a total depth of 431. Note on plan that signs will be provided to establish I-way traffic system. Require pertinent information of adjoining properties and down- stream properties from retention pond to the final outfall of storm water to assure that this point source of water will 'not cause flooding or damage downstream. 3. I ' ....... , ( Paula Harvey: Comments are in relationship to Section 131.206 of the City Code, Travel Park Regulations. All service buildings must be no_l~ss_than- ~, 300' from any travel park unit. Show walkways from individual pads to service buildings. About 13,600 sq. ft. of on-site recreational area is provided, whereas 15,700 sq. ft. is required. Gridiron pattern of pads is unacceptable because of environmantal requirements of this type of develop- ment. Suggested redeSigning layout of the pads. (See John Richter for clarification.) Indicate on plan that open area to the north of the site will remain as open space and there are no future development rights to the property unless permitted by City Ordinance. In answer to a question by Mrs. Har~ey, Mr. Targal said commercial buildings are planned for' the property south of this site and north of the two motels and restaurant on Gulf to Bay, also owned by the Gulf to Bay group. In accordance with Section 131.206, Final Site Plan will require City Commission approval. Ream Wilson: Site plan application was prior to date of new ordinance and there is no parkland dedication requirement. Mr. Wilson reviewed the City Forester's written comments (See Page 7) and recommended Mr. Targal see. Chris Cowles. MOTION: Paula Harvey moved, based upon the design requirements within the Code, that the Travel Park Final Site Plan be continued. Motion was seconded by Bill Tripp and carried unanimously. 3. Brewton/Babcock Tract, located on the south side of Curlew Creek Road, east of U.S. 19. ALSO PRESENT: Keith A. Appenzeller, P.E., Project Manager, Post, Buckley, Schuh & Jernigan, Inc. REVISED PRELIMINARY SUBDIVISION PLAT Nick Lewis, Bill Tripp, John Rooks: No comment. Don Meerians: Right-of-way on Curlew Road is straightened out--no comment. Cecil Henderson: No comment. Paula Har~ey: This will go before the Planning & Zoning Board on October 18 and the C ty Commission on October 20 with the conditions of approval that were attached to the former approved site plan. No comment. Ream Wilson: Change from 92 to 86 units and elimination of the lake (approxi- mately 6 acres from the overall site) changes the parkland dedication fees previously discussed. Total parkland dedication fee will be $59,393.11 (open space fee and the recreation facility land fee being due prior to recording of plat) and recreational facilities fees ($17,200) due prior to issuance of building permit. Check to be made out to City of Clearwater and delivered to Mr. Wilson. Reviewed City Forester's written comment (See Page 9). . . MOTION: Paula Harvey moved approval of the Brewton/Babcock Tract Revised Preliminary Subdivision Plat subject to the original conditions of approval, with the adjustment to the amount of recreation fees that have to be paid.
