The Chairman asked how many of the members of the Committee required a copy of the official Minutes. Dave Healey and Ream Wilson requested copies of the approved Minutes of each RDC meeting. ;.--...., ,'~ There was a discussion about the time lapse between the date of the ROC meeting and the date when the Minutes were distributed. In the interest of having information available for the Planning Department and the developers, the Committee decided to require the secretary taking the Minutes to prepare a draft of the motions made at the meeting. MOTION made by Roy Ayres - To require that the secretary who took the Minutes of the meeting provide to the Chairperson and Planning Director, by 5:00 p.m. on the day following the Resource Development Committee meeting, a preliminary typewritten copy of the motions made at that meeting. Motion seconded by Dave Healey and passed unanimously. ITEM #1 - St. Michael's Housing, located on the South side of S.R. 580, 230 ft. West of Enterprise Road. COMMUNITY. IMPACT STATEMENT Fire Department, Building Department, Public Works Department - No comments. Traffic Engineering - On page II. question about trip generation data. Mr. Mazur was to furnish backup information. Utilities - Cecil Henderson presented written comments, attachment #1. . .........':\. . \ ., ~"-'"" Planning Department - On page 27, under Financial Analysis, #3, recognizes that the project will have no affect on Real or .Personal Property tax. Mr. Healey said they would need to know the estimated cost of services based on the standard formula provided. (Attachment 112) '~ MOTION - Dave Healoy mod[! a motion that the Committee approve the Community Impact Statement subject to the preparation of an addendum that would address four items. 1. Expanded explanation of the traffic generation figures uBed. based on estimated actual occupancy. 2. Clarification of exiating water system as it relates to the County. water main. and 3. An estimate of the cost of services 1" user taxes to be generated. 4. Expanded description of the means to be used t.o assure the protection of the existing on-site vegetation. Motion seconded by Cecil Henderson. Motion voted on and carried. FINAL SITE PLAN Fire Department - The hydrant. lines need to be looped and agreement on looping must be reached with the approval of the Utilites Director. Building Department - Comment that persons in wheel chairs would have to pass behind parked cars and requested the developers to relocate handicapped spaces if possible. Public Works - In addition to written comments, (Attachment #3) ~lr. Rooks added a comment that a sidewalk easement would be needed since the sidewalk was shown as being on private property. l ,. ~:,', ..---. 'It:"'.\J; Traffic Engineering - Grass parking is not in according with the code and should be a hard surface, either asphalt or concrete. Handicapped spaces require signs as per State law. : '. Utilities - Written comments attached as #4. Major problem with water supply and fairly extensive lines would have to be constructed. Project engineer was to get with the Utilities engineer to work out a looped system. planning Department - 123 spaces required for parking. Developer proposed to . provide 70 on site and the other 53 by a joint use agreement with the Church to the West. A variance to the required setback to the East property line has been approved by the Board of Adjustment and Appeal and it needed to be labeled on the sheet. Preliminary plat needed to be submitted before final plan was approved. The setback from the existing building from the projected lot line would appear to be deficient in terms of the required setback. \Yl1en the plat went forward to the Commission. the developer could point this out to the Commission to see if they would authorize this instead of trying to get variance. That the alterations to the on site drainage or retention be done consistent with the approval of the Public Works Department, including any necessary deletion of parking spaces as shown. B. Conditions that will attach to the certified Final Site Plan, including: 1. I '~~' Utilities - Written comments attached as #8 - Gas Division would run gas distribution system within proposed subdivision at no cost provided gas would be utilized. Planning Department - Comment about evaluation of traffic access to West and South, Ream Wilson would clarify statement on page 23 under "Park Site", the parkland dedication requirement, and on page 43, If project is to be phased and not platted in its entirety as shown, it should be indicated on the preliminary plat G~ they would have some understanding of the sequence by which the plat . would be filed. Parks & Recreation - Ream Wilson distributed City Forester's comments, attachment U9. Regarding dedication of parks, the project would be under the new ordinances since no signed agreements had been completed under the old ordinances.. A preliminary worksheet was given to developer (attachment #10) which indicated 92 units, 41.28 acres, and a most recent sales price of $25,000 per acre. Mr. Wilson said he would also need a copy of the County Property Appraiser's just evaluation of the property. Total fees on the preliminary worksheet indicated a cash contribution of $67,264 1n lieu of land. MOTION - Dave Healey moved to recommend approval of the C.1.S. subject to preparation of an addendum which would address the following: 1. Evaluation of traffic access to the West and South. 2. Re-writing the statement on page 23 with respect to park dedication .'-""', in light of comments provided by the Parks and Recreation Director. ~. 3. Clarification as to the responsibility for and any phasing of the overall tract as set out here. Traffic Engineering - Would like to Bce the extension of Meadow Wood to Curlew City. Utilities - No comment. Planning Department - Discussion about the relationship of the parcel to the South. Comment about the minimum lot width on cul-de-sac lots. They were proposing to Bet the minimum setback at 8 greater distance than the zoning requires in order to achieve the minimum lot width at that point. Hr. Ayres suggested platting the building line on the final plat. Discussion about a wall along lot 92 meeting requirements of code as to setback and height. Developer-was requested to note in addendum to C.I.S. that a variance would be required. Question 6bout proposed treatment for the double frontage lots which backed up to 66th Street N. Mr. Healey requested a plan showing fencing, landscapinSt etc.t so as to approve a uniform treatment. Parka and Recreation - No comment. MOTION - Dave Healey moved to recommend approval of the Preliminary Subdivision plat for Brewton Babcock properties subject to the following: .)".. .,. A. Changes to be made to that preliminary plat prior to its being forwarded to the Planning and Zoning Board and the City Commission. 1. Adequate provisions for connection to Curlew City to the West and the remnant parcel to the South be made. 2. The additional 10 ft. of right-of-way required for the portion of Curlew Road to provide a minimum 60 ft. half right-of-way be shown. 3. Planning Department - Mr. Healey said they would need to see how the Cypress Point parking is being amended to accommodate the parking on this plan. Requirements for the certification of this plat shall consist of issuance of easements for all the utilities that are connecting between Cypress Point Shopping Center and this site be provided on the site plan for approval. 2. Dumpster location to be approved by the Utilities Department 4. Preliminary plat to be approved before issuance of Building Permits. 5. Parks & Recreation - Mr. Wilson said that the property would come under the new ordinance on parkland dedication. Attached preliminary assessment sheet as 017. Treating the whole site as one par~el. 4% of the land would need to be dedicated to the City as open space, or 10,472 sq. ft. in land or cash in lieu thereof. Also, there would be a requirement of 150 sq. ft per unit for 21 units for recreation facilitiy land which amount to 3,150 sq. ft. Also, the $200 recreation facility fee x 21 units would be $4,200. Mr. Wilson advised that he would need the most recent copy of the Country Tax Assessor's appraisal of property or most recent snles price of the property. If a house would be placed on parcel 3. it would be treated as an expansion. MOTION - Ream Wilson moved to recommend approval of the final site plan based upon the finding of this Committee that the plan conforms with design guidelines for site plan review subject to the following: I... 1. Show parking for handicapped. 2. Show sidewalks on site plan.. 3. Meeting the requirements of 10 ft. easement on the North and South property lines. 4. 100 ft of half right-of-way on McMullen-Booth Road 5.. 20 ft. extra right-of-way on Landmark Drive. 6. Showing location of dumpsters and working out locations with the Sanitation Superintendent. 7. More detailed description or explanation of recreation area. B. Double check the footprint of the building so that no changes would require the review process to occur again. 9.
