John Rooks - Engineering Department comments attached. Considerable dis- cussion between John Rooks and Mr. Carter regarding the 20 foot ingress/ egress easement. John Rooks felt that this should not appear on the plat. Consensus was to check into this further with Bill Shepard and abide by · his direction and decision. John Rooks had no other problems with this plat.. Keith Crawford - No comment. Cecil Henderson - No problems. David'Healey ~ Mr. Carter confirmed for Mr. Healey that the subdivision plat is essentially the same as when originally submitted and that the conditions imposed by the committee at the January 13, 1983 meeting have been met, in- c~uding the shortening of the cul-de~aac on Heaven Sent Lane. Will resorve comments on storm system until final con- struction plans come through. Keith Crawford - as far as Traffic Engineering is concerned, everything seems to have been taken care of on the plans. Only problem is with the dumpster(s) location(s). Ms. Vincent stated her agency would prefer in- dividual pickup if it is possible. Both Mr. Crawford and Mr. Henderson advised they would recommend the use of dumpster~ at this project rather~ than the 90 gallon containers currently being used in the City, as they feared the individual containers would more often\than not be left on the street. Ream Wilson - No comment. David Christiansen moved that the Final Site Plan be approved subject to cited requisites, i.e. location of dumpsters; cover sheet information. Motion seconded and carried unanimously. ". Courtesy review - Preliminary Site Plan/Development Order David Healey briefly reviewed project. Project is one of regional impact. The Tampa Bay Regional Planning Council has issued their report which means City Commission can now review this project - consisting of some 90 acres - in its entirety. Scheduled to go before City commission on August 4, 1983, ordinance reading for annexation and zoning scheduled at this meeting and . ._entire property probably will be annexed into the City. A Development .C=;rder probably will be issued and the City will be at the stage where we will be able to review a series of individual site plans - probably extend- ingover next eight or nine years. On tho plan as submitted, would need an additional hydrant at Southwest cornerJ the hydrant that follows directly East from that point, would have to be moved up to half~way area, between the building and existing hydrant. Also the Fire Department has discussed this project with utilities and would want a loop system in water lines to ensure adequate water supply. Dave Christiansen stated the Building Inspection Department has no comments at this time. All questions and problems will be covered when construction plans are received and are being reviewed. Comments from PUblic Works are attached and John Rooks commented and dis- cussed each of the points with the Project Managers. Drainage has been a problem in this area and the City wants assurance that this project will not make the problem any worse. .I" -'1.1 ~~ ;::. Keith Crawford stated he has trouble determining just what the "improve- ment" indicated on the plans is supposed to be. A very lengthy discussion followed with reference to intersections on Gulf-to-Bay, the entrance to this project, additional traffic lanes, etc. etc. but nothing could be re- solved. The project manage~s for Metro have a meeting scheduled with DOT :',: .r-~officials on July 15, 1983. Then from this preliminary site plan with all provisions stipulated by the cCity Commission built in, a final site plan to be submitted to the Re- Source Development committee for Phase onc, Tract one - phase one, Tract two, etc. etc. While the area to be dedicated for park purposes is shown on the master plan, Mr. Healey stated this should be referenced on each specific plan submitted. Treatment of out-parcels is a major issue that should be addressed. The preliminary plan for phase one should indicate the intended use of the propertYI also where access is going to be provided; and definitely they should inter-connect with parcels to the North. In other words, the intended use of any out-parcels should be stipulated now and not left to be resolved at some future date. Keith Crawford commented that plans do not show any access to the two out-parcels in question and considerable discussion ensued on this point. While the Traffic Department is not entirely in agreement, Dave Healey &eels' that the City should insist on this development inter-connecting to the Bennigan/Chi Chi's driveways to the West. He stated that this is vital, even if it will require the City condemning property to make this " connection. " Major concern still is some reduction in peak hour traffic and developer ,has, given little or no consideration to this in design plans. Mr. Healey stated the project must be designed at the outset with consideration given to express bus lanes, pedestrian/bicycle provisions, preferred parking designations to encourage car pooling, etc. etc. I 'i I , ' ., .);:~ ':.: I..' In response to Dave Healey's question, project manager advised courtyard areas will consist of islands of landscaped areas. Mr. Healey asked that Off-street loading areas be shown on plans.
