The meeting was called to order by the Chairman at 10:10 a.m. in the
Assistant City Manager's conference room in City Hall Annex.

Site Plan Review
Parks and Recreation and Energy had no comments regarding this Item.

Paula Harvey: Expressed concern regarding the number of parking spaces
.on Lot 2,'Gulf-to-Bay Shopping Center. As one space is required for
every three employees and as the Ordinance states that for a restaurant
with 156 seats, 52 parking spaces are required; the plan is below the
standard set by the Ordinance by approximately five spaces.
Mr. Touloumis stated that this problem had been resolved because of the
cross-parking agreements between the shopping center. and the Walgreen
Company.. Paula Harvey replied that the shopping center has only five
extra spaces, and they are being allocated to Ace Auto Parts. Walgreen's
only has one available parking space; therefore, the additional parking
spaces that are required must be'found on the Wag's lot. '

Ro~ Ayres; Stated that by using the building code formula (one person
for every 15 square feet), the seating limit should be 124. This would

allow' the 50 available parking spaces to meet the Ordinance. So, there
are three options available to the developer:

Paula Uarvey: Wanted to know the number of employees anticipated,
and waB told that the number would be approximately 9 or 11.
Roy Ayres: Stated that all other requirements had been met.

Don Meerians: Stated that when the overall site plan was approved by
the CommiBsio~it showed a 30-foot access from Gulf-to-Bay Boulevard.
It is now reduced to 24 feet. He mentioned this, as a State permit
ia required for access to Gulf-to-Bay. Mr. Touloumis said that the
plans were submitted to the D.O.T., and a permit was issued for the
24-foot drive.

Don Meertana mentioned the safety hazard that a 24-foot access would
cause and'mentioned that it would be possible to narrow the islands
to get the extra footage and, in this way, they would not lose a
parking space. Another possibility would be to stripe the access and
leave more room to enter the parking lot than there would be to exit.

Paul Rettig: Had no problems with the site plan; however~ he wanted
to point out that no detector check is necessary if the line is tied
into the Fire Department.
George Buhmeyer: Said that he believed the Code required it to be tied
in with the fire system, and that he will take care of that. All
sprinkler systems must be tied in.

Cecil Henderson questioned the location of the gas tanks, and George
,Buhmeyer said that they had been removed.
Paul Rettig: . Would recommend that since gas is to be used, the
developer should discuss plans with the Gas Sales prior to completion
of ,the project so the area would not have to be torn up and repaired
to accommodate the gas plumbing.

Discussion ensued, with Roy Ayres suggesting that the developer get
with the' sign inspector to make certain that the signs are in
accordance with the code.

1. Access to Gulf-to-Bay Boulevard be widened to 30 feet.

Motion was seconded by Cecil Henderson.

Discussion ensued. Cecil Henderson said tlUlt the driveway should be
widened because of the safety issue and. although he expressed concern
about cutting back on the beautification. he felt that safety was
more important. Don Meerianaa!so expressed concern by mentioning the
large number of accidents on Gulf-to-Bay caused by 24-foot accesses.
Roy Ayres mentioned that Mr. Touloumis would want to know about the
scheduling of the Commission Meeting for this site. Paula Harvey
stated that the fact that a variance must be obtained would delay the
scheduling until January of 1982. She stated that a variance would
probably be no problem. but as it is part of the Ordinance. the
Resource Development Committee is not authorized to waive the parking
requirement. Paul Rettig mentioned the possibility of reducing the
seating, and Paula Harvey said that if the developer agrees, the
number of parking spaces now shown would be sufficient to comply with
the Ordinance. Mr. Touloumis said that as it is a fixed seating
arrangement, it would not be possible to reduce the number of seats
shown on the plan.

Roy Ayres suggested approving the parking,spaces for 122 seats, and then
following up with a site plan change to again increase the seating to
156 seats if the variance is granted. He mentioned that this would be
takings, chance by assuming that the variance would be granted. Geor~e
Buhmeyer said that, according to his calculations, the number of seats
allowed by the formula is 129 and not 122. Roy Ay~e8 stated that his
calculations did not include employee parking.

Elizabeth Haeseker stated that as the plan was presented with 156
.seats, it must be discussed according to the plan; and a variance
must he sought.

Mr. Touloumis agreed ~hat 156 seats must be kept and suggested that
he may be ,able to accommodate the added parking spaces, but it may be
'detrimental to the beautification of ,the area. He feels that this may
present a problem, as he would like to see more trees and landscaping.
Mr. Touloumis mentioned that time was very important if this plan
was to go through.

Elizabeth Haeseker reiterated that the Committee cannot waive the
parking requirement, and they must consult the Board of Adjustment.

Paula Harvey said that the parking spaces in existence are sufficient
to allow 141 seats and if 15 seats are deleted, the meeting with the
Board of Adjustment is not required.

Mr. Touloumls mentioned the possibility of taking the garbage srea and
making it a part of the building. In that way. it would liberate one
parking space and have four extra feet down the line. If they go
. with the 5-foot island, it will provide an additional two parking
spaces., They will also be able to provide more parallel parking
beside the building.

Paul Rettig said that this would cause a problem because the garbage
would then have to be rolled out. and that is not recommended. It may,
however. be allowed by approval of the Sanitation Superintendant. He
mentioned that it would be Wags' responsi~ility to' rollout the garbage.
Cecil Henderson uaid that the motion must be modified to read that the
variance be obtained for the required parking spaces or that the'
number ,of parking spaces be increased. .
