Meeting was called to order at 10:20 A. M. Paul Rettig made a motion to
continue the minutes of July 9, 1981. This motion was seconded and carried

.Paula Harvey made motion to approve the minutes of the July 16, 1981 meeting
and this wa's seconded and passed unanimously.

Preliminary Site Plan

Don Meerians said the plan shows no paved parking and the code requires some
paved parking places and a paved driveway; also sidewalks should be installed.
If they are planning to use the lawn .for parking, Engineering will have to approve
this.' and they will also need a maintenance man there every day. For daily
usage of church people, they will have to have 4 to 5 spaces paved.

Paula Harvey made the following comments which will be sent: to the applicant
a in letter form:
1. Need to show zoning of surrounding properties and provide landscape buffers
along all property line B abutting residential area B.
z. Need to show building heights on plan.
Need to show location of parldng spaces and marked handicapped spaces.
3. Need to show square footage of buildings and Beating capacity and floor area
oC auditorium.
4. Need to have calculations for required parking: 1 space per 4 seats or 1
space per 30 sq. ft. of auditorium noor area.. They will need a variance
if they are not going to put in the paved parking. or the required parking,
1 apace per 2.,000 groBs square feet of building usage must: be paved. The
remainder may be grass surface and must be approved by the City Engineer.

Mr. Buhmeyer asked if the plans had been submitted to the County yet and they
said' they had been on July 7th. Mr. Buhmeyer said he had not seen them and we
would require fire hydrants. Applicant said the 8" line is already in.
Mr. Rettig told them to ge,t with the Water Division to have the hydrant installed
and to get with Sani~ation about their garbage and trash. Also, when they pay for
the water meter, we 'Will tap it in.
Chris Cowles asked about the trees on the site and applicant said there will be no
trees destroyed or removed.
Mr. Rooks stated there are no sewers available to this site - in Clearwater East
service area. Applicant said Charles Klein, their Engineer, has designed a sand
filter system which will be shown on the drawings also.

Don Meerians 'asked about paving the driveway and applicant replied the County
said they will not have to pave the driveway. Also, it would cost too much, about
$13,000, and the church does not have the money.

Paula Harvey asked them to submit a new site plan as this is only a preli-
minary site plan which is being considered by the County, and the City has
no control over it until it is annexed into the City.
Paul Rettig made motion to continue this until the next meeting on August 13th
when all this information will be put on the Preliminary Site Plan. Seconded
by Don Meerians and motion carried unanimously.
Clearwater Apartments, Clearwater Associates; located at Keene Road and
Palmetto Street.
Community Impact Statement
Dan Meerians and Art Kader had no comments.
Ray Ayres had a question about the 5 apartments designed for the handicapped.
Thinks the ratio should.be 5.6 and asked applicant to check the federal require-
ments on this. Ms. Harvey aaid Planning will need a letter of compliance.
George Buhmeyer and Chris Cowles had no comments.
Paul Rettig said Hud tries to use natural gas service in all their projects and
the architects should look into it. They will check it.

John Rooks said the sanitary sewer is" served by the Marshall St. Plant a.nd
there are no problems at this time. We are going to need right-of-way dedica-
tion on Palmetto, Keene and Long Streets. They know about this and-ttrer"Wiil
d~ they are willing to provide right of way.
Paula Harvey made motion to approve this impact statement subject to a letter
of compliance being submitted to the City and that the developer look into the
. availability of access to the site and the number of units for the handicapped.
Motion passed unanimously.
Preliminary Site Plan
Don Meerians had no problems with the layout except they will have to include
Borne dimensions on the parking lot, size of stalls, etc. Also they will need a
waiver for s;dewalks on Keene and Palmetto or any other streets, to be sub..
mitted to ~uiiding Dept. and noted on the plan. Sidewa.lks will be needed unless
a waiver is granted.
Art Kader asked about a rc(.:reation building for the project and playground
. equipment, and stated this would be good because of the community impact.
Roy Ayres inquired about the handicapped parking spaces being located near
the handicapped apartments and wheelchairs not having to go behind any parked
cars. Applicant replied that all handicapped apartments will be on the ground
floor and sidewalks will be alongside all parking spaces.

14. This site plan shows little imagination in design. It appears there is a poor
utilization of the space provided on the site. The location of'the buildings
is such that each, one is very close to the abutting residential properties on
the west. and yet a great deal of open space has been left on site.

As you are aware, the Planning Department has been 0'\'1:...11 supportive of the
requested zoning change to acco:mmodate this project. The City Commie sion in
., approving the change in zoning did so with the confidence that a site plan would
be submitted that in l:ermsof design would not offend the abutting reaidential
properties and would not appear to be what has been visualized in the pas t as

As the plan is presented here, the Planning Department could no~ give a
favorable recommendation to the City Commission for its approval. Although
technically the plan meets tho requirements of the Code, we do not locI that
the design is in the best interests of the adjacent properties and would, in
lact, serve to create additional animosity toward the project should it be
a.pproved in its present form.
Paul Rettig said cutting aU the service road in the middle of the property will
give Sanitation problems as far as the garbage trucks are concerned. Also,
the ZOIl water main is not shown and Mr. Rettig wants to be assured that the.
