man stated that the correcting of the minutes would be continued at a later

Paul Rettig: Questioned if this property had been annexed into the City and
was informed it had been. On Page 4 it states that there is a non-dedicated
road right-oE-way that is cOI~nly referred to as the Betty Lane Extension.
'rherefore, Mr. Rettig said he will need an easement.
c. M. Henderson, Jr.: Submitted written and verbal comments. No agreement
has been reached on sewer service. Until this is cared for, the project cannot
be approved. Also, stated that changes in the drainage retention are required.
Mr.. Henderson suggested that.the developer contact Bob Maran and John Rooks in
the.Eng~neering Division to discuss ~;is point.

PAula Harvey: On paqe 13 it states that PCTA docs not have bus service along
Sunset Point Road. Since this is'being built for low income families, it is
felt that bus service close to the project would be justified, and that a formal
request to PCTA should be made. Also" on Page 18 it states the only special
provisions for the handicapped are in the ba throorns and that no other special
provisions will be ~de. It is suggested that the latter part of this state-
ment ("no other special provisions will be made") be eliminated from the C.I.S.,
C or clarify it further. Handicapped parking spaces will be required. A letter
of compliance is also needed which 'states that the project would be developed
in accordance with the terms and provisions of the C.I.S.

!!Q!!: Exhibit B, which was received by each R.D.C. member, was received in
error.
John Pedd~: On Page 18 of the C.I.g. there is no energy conservation statement
and this is totally unacceptable.
Ream Wilson: ~e parkland dedication monies should have been received by the
'1 City July 6 or 7, 19B1. However, as of this date, they have not been received.

Department needs a letter of compliance.
Ream Wilson included a second arne~dment to the motion that cash

Cecil Henderson: Suggested that the developer reaa the written comments from
the Engineering Division, specifically where it mentions that detention area
11 is in an awkward position to the contour of the land. He prefers to have
the detention areas where the water is' going. Mr. Henderson again suggested
that they contact Bob Maran and John F.ooks in Engineering to discuss these
written comments.
William Triep: Sidewalks are required on all right-of-ways which join the

Paul Rettig: Further requested that there be an casement for the 8" water
line on Betty Lane and also an easement from this project through to Pineland
Drive so it can be tied in. When the water meters are set, they should be
placed as close as possible to the mains.
Don Meerians: Requested clarification on property line inasmuch as it shows
the property line running along the right-of-way on Sunset Point Road but on
the front sheet shows it foilowing. the creek. Typical parking spaces are
shown.to be 10 feet wide but in reality they scale out to about 6 feet.
Paula Harvey: Stated that a detailed plan was needed in order to have it
certified. The following should be included or deleted on the plan~

Calculate the net area of the project. To define density on
the project, o~t any required right-af-way and also theaccess
dri ve from the gross land area to determine the net acreage.
This is the amount on which d~nsi ty is figured.
Height of the buildings.
Sidewalks alo,ng Betty Lane and on Sunset Point Road, if this
is included as part of the property.
Give some indication on how much the building coverage is on
the property, as well as the lot coverage.
If pineland Drive abuts the property, tHis needs to be shown on
the plan.
Legal description.
An indication of the zoning.
OWner's name_
Show the width of the drives and the width of the curb cuts on
Betty Lane.
The words "not a part" need to be deleted from the plan inasmuch
as the Planning Department feels this is a part of the plan.
Even though there may not be anything developed on this property,
it lends itself to'possible development at a later date, which
the Planning Department would not favor.
For clarification purposes, Mrs. Harvey questioned the necessity
of the fence along the creek, and was advised it is necessary
for safety. The fence should be shown on the plan if it is going
to be installed.

Chris Cowles: Water QUdlit~ - The 90 dcgree bends are not acceptable for water
quality and there needs. to be drainage. The recommendation is that they be
piped Wlderneath the property. The reloca.tion of the ditch is not acceptable
because of these bends. Also, recorrt='.';!ndcd that the detention area that is off
site be relocated to the northwest corner of the site, similar to detention
area *2. The proposed inlets in the roadway on Betty Lane should be moved on
site instead of having to pullout and t.hen back 'in to the detention area and
then into Stevenson Creek.
A tree survey was not submitt.ed and it is absolutely necessary
tha t one be forthcoming.
John Peddy: Reconunended that on the site plan in the development of the
working drawings the outdoor lighting be of the high intensity type, preferably
a high pressure sodium.

Chris Cowles: Regarding Dr. Mathews I report on 'vegetation, his comments were
too broad and they do not mention protection. Also, on pages 23 and 24 the
statement is made that the smaller cypress at the east end may be removed.
Mr~ Cowles stated that they will not be removed inasmuch as the cypress are
still alive and, therefore; will be used with some type of retention system.
/""'\ Karen Wilson: The water quality statement on page 32,regarding 'the on site
'::. .J retention pond collecting most of the silt and clay size particles t is erroneous.
. " Wet ponds in residential areas generally" do not work to improve water quality
'as residents do not like aquatic vegetation in or around their .property and
discourage its growth. .There are very few, if any, detention ponds in the
City that are size sufficient to cause settling out of the partiCles. There
is a similar statement on page 33 and ~~e same comment as above stands; that
is, marsh vegetation will not be allowed to grow tgere under typical situations.
'John peddy: On page 17 i~ states that "A natural gas system is not proposed
for . this project. II It is the recommendation of the Energy Office that the
option of gas be 9i ven future purchas ers . He felt it might be appropriate for
the developer to let the builder know that gas could be available. thus not
only passing on a cost saving to a buyer but also saving on electrical energy.

fron~~ots along s.~. seo and Enterprise Road. There is an indfcation of a
10' right-of-way easement along S.R. 580. Planning suggests that there be an
additional 10' dedication. They will go along with whatever Traffic Engineering
suggests. It is necessary to show on the plans that there will be sidewalks
along S.R. S80 and Enterprise RDad. Also, before the plan can be approved it
is necessary that a letter of compliance be submitted to the Planning Department

His second item of interest concerns the natural retention area
on the west side of the site that leacs' into the City park around the two out-
falls for drainage between Lots 54 anc 55 and Lots 47 and 48. Since these out-
falls would fall below ground level in this natural retention area, he under-
stands a ditch or underground pipe would be' necessary to reach the adjacent lots.

Mr; Cowles also has the same concern as the Utilities Department
regarding a raw water line on the eastern boundary of the natural retention area.
When this section is finally approved, he would like a requirement that no
fences or other structures be placed in that easement because that }<w'Ould prevent
access by City, State, or emergency vehicles. .

outfalls which lead in to the pa.rk 51 te on the west side of the property.

Oon Meerians: Mentioned that the normal installation on street lights is wood
'poles, and if the developer wants concrete poles, there is an additional
charge 'of $75.00 per pole. Also, many times it is confusing to the public
"'hen street names are changed from one side to another. Therefore, a double
installation is needed.
Ream Wilson: Commented that he is concerned about the fencing along the City
park.
MOTION: It was moved by Cecil Henderson to continue consideration of this
Preliminary Plat until the next meeting (July 23, 19B1) to permit the Committee
to resolve the drainage concerns, the water line easement and the access along
the natural retention area to the west. Seconded by Paula Harvey and carried

MOTION: It was further trOved' by Cecil Henderson that a special meeting be held
on Thursday, July 16, 19B1, at 10:00 a.m., providing the developer is able to

rented out, then a master meter may be installed. However, if it is a separate

Several could be served. from this 2" line. The plumbing is installed, but the

amount ofasphal t paving and a small amount of green space. He is in favor of
