Mr. Corbet stated a meeting wi 11 be held on June 17 with the Harbor Light Towers Condominium Association to Bee if a common guardhouse can be provided to serve both buildings. Pending approval, the access shown on this plan would be redesigned as a fire emergency Recess lane only. Mr. Richter stated any landscaping seaward of the coastal, construction control line should be reviewed with Mike Kenton and Andy Nicholson of Public Works Department. to ascertain tha~ it is consistent with the City's beach erosion program. Setbacks shown on the plan are satisfactory. GeorRC BuhmeyeE - Questioned if canopy will be deleted from the project as it does not show, on revised drawing. Mr. Corbet said it is not to be deleted. Revi~cd drawing shows erosion control and mean high water line and a more accurate representation of I property line based on most current survey. Don Meerians N Requested pavement arrows be shown on set of plans. Also, according to Cod~; SNft. sidewalks are required. Mr. Corbet stated that at the, last meeting it was decided to have sidewalks compatible with tile surrounding area (4 ft.). This will be resolved. John Rooks N Presented and discussed written comments (attached). Storm water retention area appears adequate. Any construction beyond (westerly of) coastal construction line ~ must 'be permitted by appropriate State agencies and all construction to be in com- ". ,-..., pliance with Pinellas County Coastal Construction Code. John Richter moved to approve the revised preliminary site plan for Lighthouse Towers at Sand Key subject to the following: applicant working with the Planning Department to alleviate some parking spaces for aesthetic purposes; that a sidewalk be provided adjacent to Gulf Boulevard and that the developer meet with the Traffic Engineering Department relative to determining the appropriate width for the sidewalk; that any construction seaward of the coastal construction control line be coordinated with DNR JOtK.j that, if .agreeable with the condominium a'ssoclation of the building to the north of the site, a common gatehouse be provided in proximity to the north property line'and the access as shown on the site plan be designated a fire emergency access lane only. Motion was seconded by Mr. Buhmeyerand carried unanimously. Mr. Corbet stated the above items will be complied with. CIsude Howell - Ststed there is a problem with the location of dumpsters and, as shown on the plan, will not be approved. He asked that the water line be shown on the drawing, and that the main will have to be located in the ea8em~nt or it will not be approved. Easement. needa to be provided for the hydrant. Mr. Grammatico will contact the Sanitation Department concerning the dumpster location. John Richter - Expressed concern regarding parking and circulation. Stated driveway configuration appears awkward between subject property and property to the west; i. e., way parking areas Bre coordinated. the "Y" alignment of the circulation aisle, and the intermingling of perpendicular and parallel parking off the circulation aisle. Also appear to be some safety problems with respect to the cone of vision provided when eXiting from between buildings. Also expressed concern with parking spaces between Buildings C & D. Some parking spaces are less than 19 feet (minimum per Code). George Buhmeyer - Stated water line is not shown on the draw:l,ng; 8-inch line is required for the hydrant and should be shown on the plan. Don Meerians - 9 x 19 ft. parking spaces were shown on previous plans. They now show only 9 x 18 ft. Spaces must be 9 x 19 ft. minimum per Code. Mr. Grammatico stated there could be more retention there in that event. Don Meerians moved to approve the revised preliminary site plan for Inn Storage, Master Key Properties subject to the following': elimination of two parking spaces between Buildings C & D; make note concerning the parking spaces that they be changed to read 9 x 19 ft.;. retention be increased per Engineering Department; that the.. dumpstere~ location is'not approved in final form; that the water main must,be shown on the plan and sized at .S-inch within the easement. Hcters should be put on that (brought parallel with the lot) and blow-off put on it. He stated the City docs not extend the main to serve the property. In addition, individual meters arc required. tlr. Rowand stated he was unaware of this requirement. . ,. John Richter - Stated the easement should be shown on the plat for the RR spur at the rear of the property. Mr. Rowand informed the Committee there is no recQrded easement and they are not developing the rear of the property. John Raoks - Stated it is up to the adjacent property owners to obtain some sort of private easement. John Richter - Noted that if the ramp is removed on the ~est side of the building, the driveway would be uniform in width. Commented one off-street loading space is required. County should be contacted to verify adjacent zoning and this should be identified on the plan. John Rooks - Suggested parallel parking for trucks be provided adjacent to the west aide of the bui Iding. George Buhmeyer Stated future 6-inch fire line is capped. Questioned if this would be in at that time and was informed decision will be made at a later date. Claude. Howell - Stated 6-inch line should be run rather than 2-inch. Phil Bennis - Inquired if there will be a show room or display and was informed it was a possibility. Ream Wilson - No comments. 'John Richter - Commented that the landscape island adjacent to northwesterly part of building should be enlarged to provide better definition for the parking lot. John Richter moved that the revised preliminary site plan for Precision Manufacturing Company J be approved subject to the following: making satisfactory arrangements with the Utilities Department with respect to water to the site; reconcile conflict between parking meters and sidewalks and water meters as occupying same locationj that the driveway between front of building and Range Road be either increased to 24 feet in width or be deletedj that the driveway adjacent to the west Ride of the building be a one-way drive; that the appropriate signage be provided consistent with the Traffic Departmentj that at least one off-street ., loading space be provided and be approved with respect to dimensions and ~ocation by the :"; ,'~')Traffic Department j that appropriate zoning for. surrounding properties' be indicated on ;': .>Jthe.plan; and that the island at the northwest corner of the building be delineated to ~. . provide better definition for the parking lot. '~t: o. ~ ,:l~:~~~: <~;':. .,d. ,', Preliminary Site Plan Chairman Hoeseker conunen ted th at the City Clerk brough t to her attention that a liquor license is being sought for this property. Messrs. Olsen and Watson mentioned that the liquor license is being sought for the property which is contiguous on east. The legal description provided on the application for the liquor license inadvertently included this property. Karen Wilson - No comments. John Peddy - Recommended high intensity lighting (high pressure sodium). Stated shadow area figures could be in error. Claude Howell - Commented that water line location should be changed and brought along south right-of-way and Enterprise Road. Hydrant should be placed in southernmost island to meter building more efficiently. Mr. Howell stated easement is required wherever lines are placed. Foregoing was agreed to by the developer. John Richter - Commented a letter was needed stating cost of project is under $1 Million. Further, a condominium plat needs to be filed. He requested a phase line around the building be indicated in order to indicate how development of buildings will be phased out as development progresses. Building height should be indicated on the face of the plan. Zoning Code section number for note #5 should be updated. Mr. Richter expressed concern that the distance between Buildings #2 and 3 are 15 feet and that some parking . spaces are less than 19 feet in length. He suggested the relocation of the handicapped spaces as they are rather remote and should be in closer proximity to the building. 3:..'ft. minimum off",,:set is, needed. between buildings ,and property lines and they should be dimensioned. Mr. Richter inquired if the developer would have any problem in requesting property be rezoned from Parkway Business to Professional Services and the Land Use Plan . from Commercial to Residential/Office. Mr. Watson thought this would be no proplcm. Application fees would be waived. Georp;e Buhrneyer - Stated no objection re water main and hydrant location as recommended . by the Utilities Dept. Don Meerians - Stated length of parking stalls - 9 x 19 feet; 25-ft. radius be reduced to 15 feet. Arrangement of 4 parking spaces could be arranged to bring entrance in to ter- minate with island at the other side by Building #2. Developer stated this would be done. Inquired if there would be any objection to removing 2 parking spaces due to additional traffic on Enterprise Road. Stated Code is not met re 5-ft. setback. Mr. Watson will consider this and resolve same. Mr. Rooks stated easement for access to the retention pond and utility casement is requir~d. Mr. Watson questioned casement and requested explanation of same which was Ruppliedt stating it was merely an access for maintenance of equipment and access to the retention area. John Richter moved that the prcllminal~ plat for Walden Professional Office Condominium. Master Enterpriset Inc. be approved subject to the following: that no liquor license be requested on this property; that the applicant request a rezoning change to Professional Services and a Land Use Plan amendment to Residential/Office and that the fees be waived for those two applications; that the phase line be delineated to identify where phase lir.e is to be drawn with respect to Building #3; that note #5 be revised to reflect present Code numbering system; that the building height be indicated on the face of the plan; that .the separation distance between Buildings #2 and 3 be shown on the face of the plan; that the minimum length for any parking spaces be 19 feet; that the dimensions between the property lines and parking be dimensionedt specifically to property lines other than ad- . jacent to the right~of-way (side and rear) property lines; that a IS-ft. utility and drainage easement be delineated adjacent to the south property line; and that the ap- , plicant be informed that condominium platting will be required in conjunction with this. .
