The meeting was called to order by the Acting Chairman at 10:00 a.m. in
the Assistant City Manager's conference room in City Hall Annex.
MINUTES - The minutes of February 26, 1981, were approved os amended and the
March '12, 1981, minutes were approved as submitted.
ITEM #1 - PIERCE PARK VILLAS, Macray Construction, Inc.; located between
Pierce and Franklin Streets west of Waverly Way.
PRELIMINARY SITE PLAN
Cecil Henderson - written comments are attached. 'I'he City Engineer wants the,
bank area graded away from Stevenson Creek 80 that there is no erosion. Any

reasonable design would be considered.
John Peddy - sidelighting is by Florida Power contract. He recommends high-
pressure sodium lighting.
Roy Ayres - prefers arrangement of handicapped parking so that wheelchairs
do not have to go behind a parked car. Noted that there wa~ not a space for
Building 4 and the develop~r proceeded to agree to arrange for whateyer the neces-

Don Meerians - affirmed with the developer that the covered parking would he
the cantilever type. He requested that the developer change the width of the
road to thirty feet instead of twenty-four in order to straighten out the curve
at access to Franklin Street. The develo~er agreed to widen.

Karen Wilson - they need a clearing and grubbing permit before bringing in
heavy equipment which should not be. any closer to the creek than twenty feet.
Ms. Wilson requested a detailed description of erosion techniques and three copies
of the landscape plan showing the planting of native shade trees along the banks
of Stevenson Creek for erosion control.

Paul Rettig - If a water main tap is needed there will be a tap charge. Meters
should be in the right of way of Pierce or Franklin. Each building to have a
separate water meter. Configuration for Building 6 dumpster is poor. work
out arrangement with Sanitation Superintendent. If dumpsters are interiort an
ingress-egress easement is required.

Dave Healey - Plan needs more dimensions. For examplet north of Building 5t
where parking is close to jog in property line and scales aut at three feet, there
must be a minimum separation distance of three feet. If dimensioned this could
be better determined. He agrees with the fact that dumpster location is poor.
Opportunity to establish a more appropriate and subtle location. Dumpsters
. could be wheeled out on pick-up day.

The drive on Building 6 comes within two feet to the southeast corner of the
building. The Pierce Street right of way is a full right of way width until
it meets the creek and then the right of way narrows. Mare right of way (about
9.6 feet) should be dedicated to make it a uniform width. As a result, they would
need to add five feet between parking and driveway. Regarding height and
proximity of Buildings I and 2 to the adjoining RM-12 district~-a Zoning Code
provision from R}~12 allows up to five stories (parking underneath four stories)
providing it is not within 100 feet of a single family, duplex or triplex use.
Building 2 is within 100 feet of an existing single family residence and
Building I is within 100 feet of lot line for a vacant lot which is zoned RM-12.

'Some parking spaces scale aut to only 171; some 19 or 201. Mr. Jim Leland
stated that all dimensions are on the plan. Mr. Healey said all parking spaces
northeast of Building 4 (2 sets of running spaces: some running N-S and same
'E-W) need some separation distance. Mr. Leland said there would be a wall.

Mr. Healey expressed his, reservations as far as overall land use standpoint as
to the merits of this project along a major creekt flood plain proximitYt and
density which permits 24 units per acre.

site plan subject to: 1) approval of erosion control system to be worked
out with the Water Resources Specialist prior to any construction; 2) ease-
ments for utility and dumpster locations and 3). setback and zoning code require-
ments be complied with or a variance sought. Paul Rettig seconded the motion.

ITEM #2 (Continued from 2-26-81) MOORINGS CONDOMINIUM, Joel Metts and
Associates, Inc.; located on the southwest side of Windward Passage in
Island Estates.
PRELIMINARY SITE PLAN
Cecil Henderson - written comments attached.
John Peddy - elevation marked north is misleading. Orientation of building is
such that it will expose building to the southwest which is highly energy
inefficient unless some shading is done. Kit Strietzel said he assumed the
developer is attempting to get best water exposure. Mr. Peddy recommended that
area lighting be of high-intensity high-sodium. Regarding the potable water
supply, if more preosure is needed he prefers that they go to a pressure type
tank system ~ather than a continuously ope~ating jockey pump.
Roy Ayres - determined that the finished floor elevation would be 14-15 feet
for a6-story, 10 unit building. He reported that.the State Attorney recently
ruled to take accessibility to the handicapped off condominium buildings, but this
does not refer to handicapped parking.
Sidewalks on Windward Passage are needed and should be four feet wide.
Coastal setback regulations as in Chapter 39 of Building Code should be
considered.

Dave Healey questioned whether the problem with this project can be solved
in the Resource Development Committee and whether it related to the large
pit the County is digging.
Karen Wileon - the County's consultants, in their master drainage plan, showed
the entire parcel as "a'dry, Bodded, retention area similar, she presumes, to
St. Cecelia's soccerfield. It would provide 10 acre feet of storage during
high water time and is necessary to alleviate severe flooding problems in the
adjacent subdivision (College Hill Park). The County was to purchase land
for this purpose. Now it is Crought to the City with no explanation as to
why half is to be developed and half to be a large, wet hole. It would be
difficult to maintain.

Dave Healey - zoning being changed by County to allow the front half for
commercial use with the back portion dedicated to the County for use as
rentention. Applicant is seeking annexation of entire property.to the City.
Property still owned by St. Cecelias and will be zoned ISP until formally
conveyed to the County. However, he mayor may not be able to, depending on
whether the City provides water and sewer service. The Committee should decide
how to proceed and what to recommend to the City Hansger.
Cecil Henderson - reported that Max Battle thinks the City should own the
drainage.
Karen Wilson - should be a dry flood plain like St. Cecelia's soccerfield.
Don Meerians - The site plan has problems even if in the City.
Paul Rettig - a five-inch meter for each building does not meet the City's
criteria. Cecil Henderson suggested the developer be requested to contact

Ream Wilson Two acres in Phase I cost $70,000) but they did not say how much the
other four acres cost. Because the parkland dedication would he 6/10 of an
acre, developer can give money in lieu of parkland dedication or get a waiver
from the City Commission. The developer indicated that they have already
submitted their request for a waiver. Ream Wilson stated that unless a waiver
is granted, money must be paid before getting letter for water and sewer from
the' City.
