Motion to continue to permit time for review, Paul Rettig; second, Cecil Henderson; carried unanimously. ITEM 1 - The Pierce Parke Villas Condominium) Macroy Construction, Inc., located between Franklin and Pierce Streets West of Waverl Wa Communit 1m act Statement. Continued from Jul 11, 1980. The.Chairrnan stated representatives Jim Lalonde and Roy Chapman had been penmitted to leave as the C.I.S. had already been reviewed by all and signed. MOTION - Cecil Henderson moved to recommend approval of the addendum as sub- mitted. Motion was seconded by Ream Wilson. John Richter stated that approval of the C.I.S. in no way constituted approval of the site plan. Motion carried unanimously. Subsequently, Elwood Hogan, applicantts attorney, informed the Chairman that the site plan was revised. By unanimous consent and to permit time 'for review, the site plan item will be scheduled No. 1 on the agenda for the March 26, 1981, R.D.C. meeting. ITEM 2 - Discussion - City Impact Fees. The Chairman stated that the City Manager had requested review of all impact fees for possible recommendations or changes. A new commissioner, had noted that the development impact fee was unchanged since its adoption in 1973. ,', . . . She requested water impact fees be considerod first ~nd stated it had been done with a report from Briley, Wild & Associatos Dnd Ordinance 2187 was adopted September 18, 1900. Cecil liender!ton said a growth factor had been included. MOTION - Paul Rettig moved to recommend thnt thu water impact fees remain unchanged as fair and equitable at this time. Mot~on was seconded by Ream Wilson and carried unanimously. The Chairman requested COlm1ents all consideration of Qrdinanc(tJ452, Develop- ment Impact Fees. John Richter: We might be inclined to question whether the $250 amount is still appropriate. Also, specifications of what funds are to be used for is vague and suggested better definition. Philip Bennis~ Last fiscal year $447,325 impact fees were collected. To get true picturet probably needs outside agency review to see what these services cost us today. Cecil Henderson: Reminded that these fees were established at Clearwaterls peak growth period, which we are in no longer, and questioned whether we should change the amount. Agreed that ordinance wording might be improved and probably should be rewritten. Thinks we should compare our impact fee amount with those of surrounding cities and that it should be comparable. Likes idea of studying actual costs but study costs might be more than the money weld take in. Don Meerians: Could easily do an in-house study from expenditures of the last five years and see how it compares to cost of square foot construction of the last five years. Traffic Engineering Department could get signal installations cost. Sidewalk construction is usually done by the developer anyway. We could verify figure to see if it is what it should be. Chris Cowles: No conrnent. Paul Rettig: Having been involved with sewer and water impact. fees, the amounts are put in a special account, Finance Department records receipts and watches where they go. Whether it's the right amount is difficult to say. It would require an in-depth study to justify whether it is equitable, regardless of what ,other people charge. Consultants had to justify the sewer impact fee. George Buhmeyer: Questioned construction of sidewalks being included in impact ordinance. Cecil Henderson: Development of an area impacting the area between it and another area requires City installation of s'ldewalks in an undeveloped area in order to provide services for the citizens, and installation costs are funded by the impact fees. '., Chairman: Traffic Engineering and Public Service are working on a new side- walk ordinance for possible review at the next R.O.C. nleeting before pre- sentation to the Conrnission. George Buhmeyer: Several people walking for health reasons have been hit by cars because of lack of sidewalks. John Peddy: When setting or increasing fee amount. consideration should be given to fact that we are trying to attract co~nercial and industrial develop- ment. which will pay many times more in revenue over the years than the initial impact fee. Impact fees CQuld become a deterent to locating in Clearwater. Many things (streets. sidewalks. etc.) in residential subdivisions are already required at the developer's expense and do not require a fund. Ream Wilson: Asked Mr. Henderson how figure of $250 a unit was determined. Mr. Henderson said various departments provided cost information to the City Manager for consideration. Don Meerians: When a developer pays an impact fee. is it right for us to place another impact fee on that specific development as we've done on Gulf Boulevard where they are going to pay for widening. and on N.E. Coachman roadway where developers are also going to pay for widening? They've already paid it once. Cecil Henderson: It might have more than one impact. P. I Chairman: Is it cost effective for a large study if our dollars are correct? We could do a simple in-house study. we know the revenue, we are reviewing the sidewalk ordinance. Concurred with need to clarify use of impact funds and need to consider what Don Meerians questioned. Paul Rettig: Finance could provide a small report on wl1at funds have been' expended and for what purpose. Chairman: Concurred on consideration of enlarging economic base. Will investigate past information. and this information. Discussion - Bond issues provide funds. possible lot coverage ordinance may impact on drainage requirements, developers fund retention ponds and side- walks which was not required in 1973. Paul Rettig: Sewer impact fee was reviewed by Briley, Wild two or three years ago and found fair and equitable. For the bond holderst we are to review water and sewer rates every two years and impact fees are a pal't of it. Chairman: If need to come back, will do at next meeting. ' .
