We would like to summarize the current operation proce~ures
for the Clearwater East Plant moratorium:
1. .The City Manager will not sign any D.E.R. permits for
additions to the East Treatmqnt Plant.
2. Single-family residences, within 450 feet of an exist-
ing sewer main, are permitted~.

E. S. Haeseker, Chairman, departed. David Healey took the chair.
Paul Rettig: Our chemist at Pollution Control Facility has
reviewed the plan. There is a 31t water line which I assume is
an irrigation line.
Floor drain is not hooked up to the sewer line.
There is no big problem.
Roy Ayres: This is a 40' X 110' block building to house
mechanical operations to mix two chemicals.
This is an agreement to annex that we are acting on.
The property will remain in the County. This is an informal
review. Permitting will not be drawn in the city of Clearwater.
Don Meerians: An easement is needed~ for the joint use of the-
driveway.
Buhmeyer: There is a misunderstanding. Is it powder or liquid?
Owner: It is all in liquid form.
George Buhmeyer: I am opposed. .A subdivision is in an area
to.the east. Oxidizing materials are irritants.
Bill Gehrand: We have spent $200,00 for safety equipment. Tank
cars have safety features.
George BUhmeyer: Fire Hydrant is required on the site.
There is a hazard involved.
Deluge system is required to dispose materials.
I will review this plan with Pinellas County BUilding Department.
Karen Wilson: Outfall from detention does not meet city standards.
Ream Wilson: Regarding Parkland dedication. Ten percent should
be dedicated to city. You will be notified when it would be
payable, either money or land. However, the owner could request
a waiver if it can be justified. Amount would be approximately
.3 acres.

You would have sludge to dispose of occasionally.- how will this be
taken care of?
Bill Gehrand: Once or twice a year we will have to make special

1. The City Manager will not sign any D.E.R. permits for

2. Single-family residences, within 450 feet of. an exist-
ing sewer ma~n, are permitted..
3. Commercial projects, ~p to 4 units, within 450 feet
of an existing sewer main, are permitted.

of Drew Street right-of-way.
PRELIMINARY SITE PLAN.
In 1980, 37 Acres were purchased from Iley-Ruppel.
Planned for the property are four soft ball fields of
regulation size and three Soccer Fields.
Trees will be relocated and as many trees as possible
will be retained. There will be 130 parking spaces.
We would like to pave the drives and have the actual
spaces in grass.
There was some concern about the possibility of the
realignment of McMullen-Booth Road.
David Healey: This is a great project but some of the
parking spaces are in the right-of-way. for McMullen Booth Rd.

Originally, this was an Art Schultz development, known as the
Hermitage.
Property is located west of McMullen BooIDRoad. Fifteen lots
are involved.
Developer requests annexation agreement with certain stipulations.
No sidewalk required.
No additional roadway dedication required.
No increase in set backs req~ired.
.No parkland dedication required and no fee in lieu thereof.
Property has County water. There is an agreement with the County
that the city could purchase the water system. Mr. Healey iSi
'seeking Committee input on request, in particular, the stipulations.

Consider street lighting. Street width is substandard. CuI-de-
sac is substandard.

Karen Wilson: Drainage system is atrocious. It is swamp.
The city should give them sewer. The property is low and water

Landmark Drive. The city owns Lot 12 in this subdivision.
Countryside is the highest elevation in the county. However

drainage problems if we annex this subdivision.
Sanitary sewer is a thing we should give them. Trade sewer
for right-of-way along Landmark Drive and we' will give them
sewer. I am opposed to annexation but they should be served
with sanitary sewer. .
