I, He stated the City has very nearly reached hydraulic c;apacity of the plant and that this '), ' ~ moratorium will he strictly adhered to. 'Although we will continue to accept single family ::"J residences for a period of time, probably with limitations, this project is seriously af~ i ..: fected and he would not recommend any alternative techniques that allow additional ef- '~ ' fluent or llewage flow to the East Plant from commercial development. Mr. Wilson requested developer clarify the owner's estimated value of the undeveloped acreage of $100,000 (23.64 acres). He stated the City needs a contract of purchase showing the price per acre. The developer eXplained that 'the land is leased (long-term lease) and, furthermore, that in its present state is not worth $100,000. In that instance, stated Hr. Wilson, we would re- quire an appraisal of the property in order to determine the value and, in that way, determine the parkland contribution. He suggested this be submitted as an addendum to the CIS. Mr. Healev - Page 6, Traffic. Stated we. are looking at an overburdened section of S. R. 60 and suggested an additional sentence should be added that would note additional impact is not anticipated to be accommodated within the next five years. An additional 10 ft. right- of-way is required for Bayview Avenue and should be referenced in the CIS. On page 8, CIS states "because it is providing its o~n recreational facilities, it will have a minimal impact on the municipal and County facilities.u Mr. Realey stated there is ample evidence that this is not the case and suggested this be revised. On page 5, inquired if County zoning was AE and was assured it was. Under the description of facilities, restaurant and lounge do not appear on the list denoting square footage. Mr. Healey suggested they be shown separately. Developer stated manager's quarters (7500 sq. ft.) will be utilized as one large residence and managerial office. On page 16, County Occupational Licenses, it was suggested County licenses be separated out in identifying financial impact. Mr. Rettig - Page 16- Noted water impact fees are not noted. Mr. Henderson - Recommended Committee not approve project due to problem with sanitar~ sewer capacity, but questioned if Committee wished to process the CIS so that developer would not have to go through this portion of procedure again. ~ " ,\ '..-/ Ms. Haeseker - Inquire d if it would assist the developer and the Planning Department to move for approval but not recommend this project go forward for formal consideration by the Commission until sanitary sewage problem is resolved. Mr. Healey stated it would not affect the annexation process and suggested the CIS be continued to a date subsequent to annexation (4 - 5 months) to allow the developer 'to address the recommendations for ad- dition and change. In this way the developer would,not lose the benefit of what he had done ,to date.and the Committee can then make recommendation to approve, conditioned upon the expiration of the moratorium, or that it not go forward at all until the moratorium had been lifted, whichever is the pleasure of the Committee. Mr. Henley stated he did not feel comfortable with CIS going forward with conditional approval. Developer re- plied they would like to have the opportunity to follow through on what had been done to date, if possible. \ ' 1. ,. Mr. Healey moved to continue consideration of' the coamunity impact statement until such time as the property has been annexed to the City in order to allow the applicant to address comments and suggestions identified above through an addendum to the CIS. In- quired as to percentage of tree removal and was informed by developer thst all treol that can be saved will be. Developer was informed that tree removal permit is required in addition to barricades to protect them. Mr. Cowles suggested minor change in the con- figuration of the retention area in the northeast corner of the parcel. Developer stated modifications can be made and they con work around the large retention pond in the center and maintain the design criteria. Proper buffer and screening on the parking at the south part of the site will be discussed at the time of building permit. Mr. Ayres - Stated sidewalks need to be shown along Bayview Avenue and all eXisting or pro- posed videwalks need to show on site plan. Concerning handicapped parking j1inquired as to location and was informed they would be located near the office. Mr. Ayres stated this location should be determined prior to final site plan and situated in order that people do not have to move behind parked cars. Mr. Buhmever ~ Stated there is nothing to work from concerning water and fire hydrants and this will need to be worked out at a later date. Mr. Retti~ - Stated he assumed water will be master-metered. Easement would be required on the line up to and including meters. Noted placement of dumpsters is not shown and,in- gress and egress easements will be required for that purpose. Suggested developer should have another exit on Bayview Avenue. Mr. Meerians - Noted State will not permit a third access on Gulf-to-Bay Boulevard and State Department of Transportation suggested one main access point. Mr. Meerians also suggested a more convenient access on Bayview Avenue. Expressed concern about roadway system~hro~h the trailer park and noted that no dimensions are shown. These should be shown 0 ~e lfevised plan; i. e.. typical dimensions for roadway and parking. The developer stated this would be done. 'Mr. Peddy - Noted pool location is too far away from the main office for the office to serve as an effective ,windbreak and suggested developer consider shrubbery or windbreak along the north side of the pool in order to retain the heat and make the facility usable' for a longer period of time. Mr. Wi lson No comments. Mr. Healey Stated the need to establish one central point of access/egress on Gulf-to- Bay and to realign existing drives to connect to one main point ofaccesB. The density needs to be computed for the number of units. Additional 10 ft. right-of-way is re- quired on Bayview Avenue. lO-ft. right-of-way previously dedicated is not shown on Gulf- to~Bay Boulevard. Additional parking should be designated at the end of the new motel units'in better relationship to the store and lounge. and the square, footage of each needs to be shown on the plan. Suggested shifting location of buildings in order to obtain more ,parking around activity center as it is not very 'Well placed at, present. Noted there is no loading designated for the lounge and store and it should be considered. Additional provision for landscape islands would be desired to break up uninterrupted paved parking areas. Permanent marking of trailer lots should be considered to establish reference point, even though platting is not required. He concurred with Mr. Meerians in recom-' mendation to improve alignment of,access from Bayview. Discussion ensued and the following . Mr. Wilson ~ No particular recommendation other than including the departments involved ~ith the particular aspect being considered. Mr. Healey... Expressed the opinion that a task force wasn't necessary and wasn't aware of any regulations that we didn't need. Mr. Henderson ... Felt that when a developer or individual property owner has a specific complaint, this should be presented to the Committee as a group to evaluate. This would be good public relations for the City and might serve to eliminate needless regulations. Regulations are developed due to need but sometimes that neod has ceased to exist. Mr. Kentoq ... Expressed opinion that regulations were passed in the interest of health, safety and welfare and that this was appropriately part of the political process. Mr. Ayres'" Remarked that some cities have no regulations and often the difference is not noticeable. Felt that over-regulation is a problem and suggested the C9mmittee should discuss the problems. Mr. Buhmeyer - Professed his belief that periodic review was necessary but that any com- plaints would come to the City's attention in due course. RettiR ... To review the code in its entirety would be a tremendous undertaking, and necessitate considerable additional time and effort of this Committee. He noted that we are in the process of updating the Land Use Code and would like to have input from the Resource Development Committee.
