Meeting was ca1ied to order at 10:08 A. M. by John Peddy. Motion was made to
approve the minutes of August 15, 1980 with the provision that the Engineering
Comments ,be attached inasmuch as they were referred to in those minutes.
This motion was seconded and carried unanimously.
Sandy Lane, The Fairmont Co. ; located east or Highland Avenue, south of
Greenlea Drive, north of Sandy Lane and west of Sharondale Drive.
Revised Preliminary Site Plan
Mr. Richter had no comments and Mr. Ayres had no comments but requested
the, right to come back.

ot those trees would be removed by their construction. A 14" palm tree on
the west side of the property by the retention pond is not shown and the reten-
tion pond will have to be redesigned around the tree. There is also a 10" tree
north of Building 2. that can be preserved. The dumpster north ot Building 2.
could be relocated to the southeast corner which would invplve some parking
spaces. Mr. Stewart said they had it there but Sanitation recommended they
move it.
Mr. Buhmeyer recommended they relocate Z fire hydrants and remove 1, and
wants the Site Plan to reflect this change.

Mr. Meerians was concerned about access and wants something in writing by
the Pines. They said this letter was on ita way. The Pines 'people oppose any
ingress or egress on their property. They think there would be a lot less
traffic on Sandy Lane than on Greenlea Drive. Mr. Meerians stated it would
be better to use Sandy Lane because there are hundreds of people using the
light on Greenlea~ as it is a residential neighborhood. Mr. Meerians said the
parking layout is OK but people on Sandy Lane are going to be involved. Mr.
Bax said they did not get this much feedback from people, only from Fountai:'
Square, but nothing in writing.

Mr. Rettig said they were asking to have a deed restriction abolished regard-
ing the access but the Pines people did not find it acceptable at all. Mr.
Rettig told the Fairmont Co. that if they had a letter from the people on Sandy
Lane not objecting to it, it would be a lot better when they present it to the
Commission. They should change the Site Plan to read "No Access on This
Road". Mr. Meerians said those two properties could ask that the street be
vacated. Mr. Bax said that there will be a problem using Greenlea because
more cars use GreenIea than Sandy and Mr. Meerians said the residents should
be made aware of this.

,Mr. Rettig said the Site Plan shows an easement for the sewer line but no Ul
easement for the water line. The IINew Line" on the plan is an existing line ~
and the water line goes into the, Pines now. Mr. Rettig wants an easement to ~
the existing line into the Pines and into this development and then to the street. 5

Mr. Henderson stated the builders will have to put in aidewalks.
Motion made to approve the Site Plan with the understanding that the Commis-

ft. and no exit on Sandy Lane, and that the developer of this property build
sidewalks on both side of the access road to Sandy Lane, and that the Forestry
Division will get together with the developer on some minor site plan changes
before it comes before the Commission.
Motion carried with Mr. Meerians and Mr. Henderson against it.

Fair Oaks, Fred Bullard Corporation; located north of Drew Street, east of
u. S. 19, adjacent to the west side of Fairwood Avenue.
Preliminary Site Plan
Mr. Wilson had no comments.
Mr. Battle amended the Engineering Comments (copy attached) and stated the
number of units on this Plan will remain intact according to a conversation he
had with the City Manager. Engineering is going to recommend a south right-
of-way so the number of units will not be a problem in the consideration of
this Plan.,

Mr. Rettig stated the existing water mains and the ones that will be abandoned
should be shown in the Plan. There will be no dumpsters and there should be
individual wa.ter meters for each condo.

Mr. Meerians ,said jagging of the pavement a.round the trees is OK.
Mr. Buhmeyer said the fire hydrants are too far apart - 390' to 480' is too
far for a 400' hose. The builders will have to relocate them.

Mr. Campbell recommended reducing the parking spaces to narrower widths,
no more than a zt reduction, so as to save some trees. Mr. Battle suggested
ZZ' overall with no on-street parking. As to water quality, the builders will
need to coordinate the disposition of storm water with Public Service. The
, Water Resources Specialist said she would work with them to design the awale.
Mr. Ayres said sidewalks would have to be in before the CO will be given.
Also, the driveway entrances to the car ports should be free standing from
the buildings. Builders said they would be and the driveways will also ~e
shifted to save trees.

Mr. Richter commented regarding the drive~ays that the egress to public
streets is right at the corner, which isvery dangerous. Access to the public
streets should be taken up with'Traffic Engineering. Also, two off-street
parking spaces will be required for each unit, and carports should be back at
least ZO' to provide for that off-street parking. Builders replied they are 20'
back except for 4 places where they wanted to save trees.

Mr. Peddy had no comments except to recommend the use of high intensity
lighting on the streets.
Mr. Buhmeyer withdrew his comments about the fire hydrants.
Motion made and seconded by Mr. Rettig, that this Site Plan be approved
subject to the Engineering Department's comments, and also that the street
be reduced to a width of 26 ft. overall (block type and 2 ft. rollover on each
side). Motion passed unanimously.

Mr. Wilson referred to Page 5, paragraph 2. of the Plan which states that the
lake will be dedicated to the City of Clearwater as an easement, and asked if
that meant the City will own the lake and maintain the lake? Builders said
Tlno", that' the easement agreement they have with the City states that access
would be from their side. Ms. Wilson said the public will have access to the
whole lake. Mr. Wilson said as of now there is no access to the back of the
City Park located on Tract 2.0A. There is now a temporary roadway to the
Park and Mr. Wilson asked that they build the permanent roadway before the
Site Plan is approved so that the public will have access to the Park. The
builders agreed to do this - they will start this road as part of the road con-
'struction on the north side ~f the property but they would not pave it right
away. Mr. Wilson said his department needs it for their maintenance equip-
ment and the builders agreed to put a temporary roadway out there for now.

Motion made by Cecil Henderson Cor approval or the Impact Statement, subject
to the submittal or addenda by the Building Department and the Environmental
Section to the Planning Department. Seconded by Don Mecrians. Passed
unanimously.
Preliminary Site Plan
Mr. Richter wanted to know why the builders were submitting more parking
spaces than are required and they stated they need 2 spaces for the 2-3 bed..
room apartments and I for each I bedroom apartment. Mr. Richter stated
the, location of the recreational area should be in a more centralized area
rather than tucked away in a corner. Builders stated this area is best suited
for a recreational area because there is no room for a building and promises
were made to the residents who live right next to the recreational area.
Mr. Ayers recommended that the sidewalks to be built along Countryside
Boulevard be shown on the Site Plan.

,Mr. Campbell said at the south end of the property near Building 12 there is
a large palm tree and he would like Building 12 shifted to the north some lor
,to save the tree. Builders will relocate the parking to preserve the tree.
Mr. Buhm.eyer said if they do that they will need 2 fire hydrants because if
one was located on the back side of the trees it would present a problem.
Builders said they would put the parking as close as possible to the building
or remove some of the parking there and put some parking on the west side.

Mr. Buhmeyer asked if the recreation area will be used for night time acti-
vity and answer was yes, , but no parties into the night so as not to disturb the
surrounding residents. They will move the parking lot back 51 from the buil-
din~ thus reducing the amount of asphalt in the area. Mr. Buhmeyer approved
the relocation of the fire hydrant but wants to reserve his decision as to what
,they will do with th~ road.

Mr. Meerians asked if they will have any handicapped spaces. Reply was
they only need about 4 and they have about 24. They were told to eliminate

Mr. Rettig said the revised plan shows an easement going from the end of the
water line to th~ end of our tract for the park. He suggested the builders get
with the Sanitation Superintendent on the placement of their dumpsters and the
easement for the water lines. be provided.

Regarding Comment #4, builders think there is no problem but they will dis-
cuss this with Max Battle.
Ream Wilson said we need a walking easement (access easement) for people
to get to the park. Builders said they intend to put that in.

the swimming pool and also recommended the use of high intensity lighting
throughout the ~rojectJ especially on the tennis courts. Regarding the air-
conditioning, he asked them to comply with the Energy Code, especially on
the cooling cycle.
Mr. Ayres said a CO cannot be issued until the sidewalks are in - about a
mile and a half of sidewalks on public streets. Builders said they will supply
a sidewalk bond.
Mr. Meerians asked if there is a left turn storage area for Sable Springs
Drive and builders said they thought so.
Motion made bYG~ci1'Henderson to approve the Site Plan subject to the dedi-
cation of all the requested easements and subject to the developer working
with the Forestry Division ,to resolve the access tree conflict in the southwest
corner of the property. Seconded by Mike Campbell and passed unanimously.

Prelimina.ry Site Plan
Mr. Richter stated the Site Plan shows only 81 parking spaces and 86 are
required. Also, there is an excess amount of impermeable surface on the
plan.
Mr. Ayres had no comments.
Karen Wilson stated she has no idea what the landscaping plan looks like and
can't tell what the elevations are in the pond area.
Mr. Buhmeyer said they need an additional hydrant on the site, which was
agreed to.
Mr. Meerians stated they do not have enough parking spaces so they will have
to get a variance. Karen Wilson suggested they reduce the size of the reten-
tion pond in order to get more parking spaces. Mr. Meerians suggested they
r~move the planter and put 3 more parking spaces there. He had no further
comments.
Mr. Rettig said they should have a 101 separation between the water and sewer
lines, if possible, and to put all the meters together (5/811 meters), to which
builders agreed. He noted the dumpster located at the west end of the pond in
the parking area is away from the roadway and is to serve both groups of
building B.
Cecil Henderson referred to the Engineering Comments which are attached.
'He also, stated these plans are very difficult to read and should not have been
accepted by the Committee. They should get a new draftsman or make new
copies of the original plans.

Minor Preliminary Site Plan Review
Owner wants to put in carports which waf; not in the original plan. Parking has
