ITEM #4 - Reconsideration - Tract 31A, Countryside, Van Horn Corporation,
located 'at 'State Road 580 and Landmark Drive.'
Mre. Haeeeker - this is a cou~tesy item as the City Manager has received
new information regarding development and, based on that information, he
has decided to waive the Community Impact Statement requirement because:
1) Countryside High School will be opening; and 2) the City has always
waived the CIS when property is being downzoned.
. . Karen Wilson - brought, up problems regarding recording of ROC minutes. Asked
if a machine could be purchased for this purpose. Mrs. Raeseker agreed to
investigate the cost of Lanier Regent recording and transcribing equipment.

Ream Wilson - no comments.
Karen Wilson - with regard to water quality Bcction--typcs of pollution or
how Bwale system will treat pollution beforc it enters water is not explained.
John Peddy - gave suggestions--solar-x will conform to energy code requirements
and for security lighting he recommends high intenuity lighting with 56 lums
for expended watts (or more).
George Buhmeyer - no comments.
Don Meerians - no comments.
There have been three addendums to the C.l.S. submitted.
David Healey -/ He corresponded with Mr. Trimm regarding
marketing and architectural compatibility. With additions and supplements to
original submission he has no problems. Mr. Healey asked for a description of
the step-do~~ orl portion of the three-story building.

Hank Trimm - explained that it was a 251 section about 200' long facing Court
Street.
David Healey - in letter he wrote to Trimmt he objected to description in
original CIS which suggested that the design was frozen. He now recognizes
that what was meant by Trimm was that they were conforming to the City's re-
quirements and with this understanding, Mr. Healey has no problems.
Roy Ayres - no comments.
Paul Rettig - noted that on page 10, it states "new construction will require
a domestic connection of 2~-inches." The City does not have 2~-inch connections.
Deep well irrigation will require a permit.
John Rooks - no comments.
MOTION: Roy Ayres moved to approve the CIS for St. Petersburg Bank & Trust
Company. Don Meerians seconded the motion. David Healey added that it is
approved with the understanding that supplemental addendums are included.
Motion carried with one dissenting vote.
PRELIMINARY SITE PLAN
Ream Wilson, Karen Wilson, John Peddy, and George Buhmeyer - no comments.
Don Meerians - if the 3 parking spaces north of main access to Court Street
are not requiredt he prefers that they be eliminated. He is agreeable to
that area being used for parking.
David Healey - confirmed that total floor area has been reduced. The legal
description does not match outline of site for small area adjacent to San
Juan Court.

Bob Bussey (St. Pete Bank & Trust Co.) - access changed because of trees
and the 30-foot requirement for entrance. They intend to connect to San
Juan Court later after purchasing property for that purpose.
David Healey - some parking spaces could be eliminated in order to make
that connection. Asked if a couple of parking spaces at west end could be
eliminated so connection could be made. Mr. Bussey said they could.
David Healey - appears that trinnguler area north of last parking spaces
could be landscaped rather than paved. Mr. BUBsey is agreeable.
Roy Ayres - handicapped area to be marked. Mr. BUBsey reported there is
a small problem with the handicapped parking entrance on west. There is
access to both entrances for wheelchairs.
Paul Rettig - meter whole building with master meter since there is one
entrance to the interior. City will install fire hydrant.

MOTION: David Healey moved to approve the Preliminary Site Plan for St.
Petersburg Bank and Trust Company with conditions as follows: 1) dedica-
tionof 40-foot additional right .of way at Gulf-to-Bay Boulevard and Court
Street; 2) special exception be granted for off-street parking; and 3) appro-
priate utility easements be granted. Paul Rettig seconded the motion which
carried unanimously.
ITEM #2 - Sandy Lane, The Fairmont Company; located east of Highland Avenue,
south of Green1ea Drive, north of Sandy Lane and west of Sharondale Drive.
Ream Wilson - no comments.

Karen Wilson - Mike Campbell, Land Resources Specialist, suggests that there
be a shift in the buildings as shown on pages 18 anu 19 due to the tree on
figure 5; protect 14" pine on top of retention area to west; and a couple of
other shifts in building and parking to protect other trees.

Under Water Quality, good discussion. Suggests they indicate that lakes are
dry areas.
John Peddy - energy not addressed at all. Gas is better to use in residen-
tial area. Exterior lighting and potential uses of solar energy could be
addressed.
George Buhmeyer - no comments.
Don Meerians - on page 8 regarding street pattern on Sandy Lane, vehicles
will travel to and from east. When Pines were approved in 1973 it was
decided all access would be to Greenlea Drive and there would be no access
to Sandy Lane.

David Healey - has a letter dated June 5, 1980, addressed to the City Manager
requesting that restricted covenants be waived--assumes it would go to the
City 'Commission with plan.

Chuck Younglove ~ stated that they were advised by the City's Legal Department
to write the letter and the Legal Department would proceed with the public
hearing. City is party to the covenants.
David Healey - noted that there are other provisions in the same covenant re
~ location of building and design of buildings and windows. Validity of covenant
:'restrictions at this time is unknown. Prefers Sandy Lane access to remain, even if not the
, exclusive means of access/egress.
Mr. Younglove - The Pines were built as condon but went to rental. Bought
without knowing that deeds and covenants were on the property.
Sean Stewart - covenants re windows apply 50 feet from boundary lines and
come into play when shifting for trees.

water stub. If they provide easements we will go in and it would be a looped
line. otherwise. City connot provide water.
John Rooks - asked if there ore 2 parc.el$with each having dif fcront ownership.
Mr. Younglove replied there are. John Rooks said problem is that sanitary
line crossing the property 1s private--City requires easements for utilities.
Question of ownership is very important as both properties are affected. He
moved to hold the motion on the CIS until PSP is reviewed. Karen Wilson
seconded the motion which carried unanimously.

Karen Wilson - regarding retention--prefers dry areas that are sodded and
designed to drain dry and in 24 hours with use of a subdrain. Because pets
are allowed. she wants a pet walking area designated on property with resi-
dents encouraged to use. Developer agreeable.
John Peddy - Orientation of buildings 1 and 2 are ideal for energy purposes--
minimum glass exposure to east and west.
George Buhmeyer - because two projects will be separated by fence, they can-
not use existing fire hydrant and would have to relocate it. Question of
where they can tie in. Some mains under the building will have to be relocated.

to be north to The Pines. Brewster Banks - regarding easements and access. The
Pines has been agreeable--believes it will be worked out. Don Meerians - hard
to comment on plan due to uncertainty regarding ,covenants.

parking spaces caused by dividing property 5 short of requirement. Question
of inter-connection. He will support waiver of covenants 3 and 4 if they provide
adequate, setback. Bel~ there are advantages to connecting to Greenlea and
Sandy Lane. Suggests pool be located 8 feet from property line. Buildings A.
B, and C to show number of units. Description of floor area, building heights
to be documented; parking space widths to be dimensioned; easements. zoning to
be shown. Yield will b~ about 18 or 19 units per,acre--if under 20 units per
acre, City will.probably rezone from RM-24 to RM-20.
Roy Ayres - if there is no opening requirement at south end--there may be a dif-
ficulty meeting code requirements. Sean Stewart - until restrictive covenants
rescinded it would be difficult to redesign to provide for.
Paul RettiE - again, water main problems. If they get easements from The Pines
for water mains there would not be a problem. Mr. Younglove - separate meters
for each building.
Paul Rettig - truck would have to go down Sandy Lane, a residential street, to
pick up two dumpsters. Suggests they handle with Sanitation.
John Rooks - joint ownership problem. Sanitary sewer and water lines under
bUilding have to be relocated. Easements will be required.

MOTION: John Rooks moved that the Community Impact Statement nnd the Prel1mina-cy
Site Plan be set aside for future review until joint ownership with related
access and utility problems be solved. John Peddy amended motion to include
that energy impact be addressed in addendum. Motion as amendedt was seconded
and carried unanimously.
Don Meertans - persons presently living on Rosemont adjacent to right of way
could request a vacation because it will become a City access to property.
David Healey - suggested that ROC give some direction and support regarding
access to Greenlea and waiver of covenants.
Karen Wilson - requested the word "lake" be removed.
Discussion of covenants 3. 4 and 7t ensued.

support the waiver. He will rely on Traffic Engineering to tell him that
access should be exclusively to the north in the best interests of traffic

laid out to show access to Greenlea with option of access to Sandy Lane.
Chuck Younglove - would prefer to follow direction of RDC.
Don Meerians - advises them to not count on access to Sandy Lane and provide
access to Greenlea.
John Rooks - regarding windows and location of buildings on site--RDC review
would be per ordinances. Would support 3 and 4. Prefers access to Greenlea.
'David Healey - suggests the developers meet with Don Meerians regarding adjustments to
the entrance to The Pines.

David Healey noted that what is not included in the estimated cost is the
elaborate equipment. lie then moved to recommend waiver of the Community
Impact Statement for the Vision Cable Building. Roy Ayres seconded the
motion ~hich carried unanimously.
Dab Moran, Civil Engineer, replaced John Rooks at this time.
ITEM OS - Preliminary Site Pllln for Tract 20, Countryside City Project -
Parks and Recreation Department.
Ream Wilson informed the RDC what Parka and Recreation is doing. Tract
20 ia a 20-acre aite donated to the City by U.S. Home. Located south of
Countryside Boulevard. Includes large lake and heavily wooded area with
pines. Wooded area will be left aa is. U.S. Home also dedicated apprOXi-
mately $3,500 for playground or picnic aparatua and the City Commission
approved 1st year development of $30,000. Could be one of the most beau-
tiful parks in the City. Has been working with homeowner's associations in
the area and residents are wanting a playground. Development would be con-
centrated south of berm. Consider at this meeting: 1) $3,600 for play-
ground; 2) leveling off area for playfield; 3) restraining fences; and
4) landscaping (has worked with Mike Campbell and obtained tree removal
permits). Parking will have some kind of barrier and cars will park on the
grass at south portion of park. After further development, there will be
paving with parking located near entrance.
Access from Misty Springs area. They may pave road with some of the
$30,000. Irrigation to be from the lake.
Karen Wilson - regarding' the lake; filter berm was to be built and runoff
would enter berm to the City's side of the lake and City could vegetate.
Wants to be certain lake is protected. There is some kind of agreement
that covers the lake.

to ROC and the lake will be protected.
ITEM #6 - Bayfront Park Plan.
Ream Wilson reported this plan is the result of a meeting with Don Jones,
Landscape Architect from the state.
David Healey - this is one concept offered by the state. It relates Coachman
Park to the waterfront well. Improvement of area to south and along bay
with fishing pier and dock area. Plan includes: 1) band shell - Coachman
Park; 2) "expanded connection from Coachman Park to bayfront with walkway;
3) pumping station relocation; 4) removal of one tennis court; 5) fishing
pier and pavilion; and 5) road-crossing structure.
Of particular importance is the pump~station, relocation of S.R. 60, and potential
future 6-1ane bridge (width of which will affect tennis courts and street).
Ream Wilson - The plan is very practical. Handball court

John Peddy - likes plan and suggests bandshell be reoriented to the north-
west.
George Buhmeyer - opposes bandshell and road-crossing structure.
Don Meerians - re S.R. 60 route--if it remains the some_ it is advisable
to cut back the curb--have 2 lanes go straight through town (cast) with n
right-hand turn. Green"space next to Drew Street can be expanded. Should
be access to Drew Street from Maas Parking Lot. Road-crossing structure
expensive and seldom used.
David Healey - road-crossing structure impractical. Would like S.R. 60 Study to be
considered and policy established before making a commitment to this plan.
Roy Ayres - if grant money available_ City should attempt to get. He shares
concern regarding the pedestrian overpass and bandshell.
Paul Rettig
likes boat docks; believes waterfront should be used for boats.
. Ream Wilson - the bandshell will be a controversial issue.
Bob Moran - opposed to the road-crossing structure. Max Battle concerned
about berms as they leave no right of way. Cleveland street is narrow on
plan. Committee decided location of berms and size of Cleveland Street are
due to artistic license.

Mrs. Haeseker - appears that area behind City Hall could be carried out as
phase I in a phased program.
Ream Wilson - if City Commission accepted the concep~ the City Hall section
could be concentrated on as the first section. "
David Healey ~ recommend to the City Manager for conceptual approval and if
he concurs, establish priorities, phases, tentative cost estimates; and then
receive endorsement from the City Commission so City can implement phase by
phase.
Mrs. Haeseker - in responding to a question from George Buhmeyer, said the
lift station needs to be moved. A new lift station is needed.
Ream Wilson - has already moved in oak trees behind City Hall and could
easily beautify now.
RDC consensus is that the plan, as: modified, ,is good and plan be transmitted to
City Manager with Committee's comments.
George Buhmeyer moved to adjourn meeting. Meeting adjourned with a unanimous
motion at 1:15 p.m.
