All of your outdoor lighting should be of a high efficiency type, something that will deliver 56 lumens per watt and your building should meet the energy code. David Healey: This is a continued item from February 8, J980, at which meeting we questioned the amount of floor area in this project and that which remains in our agreement with U. S. Home. Only the site plan is noted on the agenda but we need to deal with the addendum supplement to C.l.S. as well. I note in the February 8 minutes that we really never took any action on the C.I.S. With regard to the site plan, there does not appear to be any provision for walkways or internal sidewalks. There is also a question as to the number of parking spaces. We would like to eliminate any unnecessary parking and paved area. Also. there is a question about the use of Florida Power Corporation right-of-way. We recognize your proposed agreement with F.P.C., but on our Plan and in our zoning classification it is categorized as Public/Semi-Public. " George Buhmeyer: No Comment. Paul Rettig: This could not be served with master meter. Each building must have a separate meter. Individual businesses with separate entrances must have individual meters. Need easement for fire line. Noticed only one dumpster location. Need another with approval of Sanitation Superintendent for locatior. " .. . Karen Wilson: Each of the retention areas should be designed to drain completely in less than 24 hours. Plan looks good regarding ultimate discharge to cypress head. Mike Campbell: When the applicant comes in for building permit there will be some p~rking spaces eliminated for landscaping requirements. . Donald Meerians: Prefer to have access as shown on original plan. This one shows: vehicles backing out into driveway and blocking it for anyone entering. If there are less parking spaces required it would be better to realign the driveway. No radaii shown on accesses. Would like to see some adjustments in parking layout. We have approved, in the past, an elevated sandfilter for the adjoining tract. It does require City Manager approval and you will have to go through the same pro~ess as before for approval. ,,-.... You might consider, based on your conceptual plan, how you anticipate tying this in with other property so as not to preclude reasonable connection based on location of retention areas, for example. Developer: Not to be tied in at this time. Paul Rettig: Need 10' easement on Gulf to Bay. Go to sewer as soon as possible. Is office and motel a separ'ate building? If so each building must be metered separately. Dumpster location not good. Need better location. Check with Sanitation Department for suitable location. Cecil Henderson: We will require right-of-way dedication when engineering department approves or at application of building permit. John Peddl: Outdoor lighting as well as security should be of high efficiency type. If you have a heated pool you might consider gas heaters. Also, use wind break on north and west side of pool. Will reduce heating cost. Paul Rettig: Gas pool heaters may be shut off if using natural gas. . Ream Wilson: No Comment. However, if you are considering removing the trees on the northeast corner (oaks) you might check with Parks Department about donating them to. the City. ' There is a complete area paralleling Pierce Boulevard which has previously been involved in the agreement between the Corp. ~f Engineers as to where their jurisdiction level was. It was the subject of the compromise settlement with the City where one access was provided to this area, under the settlement of. these law suits. A curb cut was pla.ced in the Pierce Boulevard design showi n9 where the the Traffi c Engi neer had recommended., Further settlement that 25' of roadway would be provided north and south, This has been done. The City made a $5000 contribution toward that particular roadway which runs from Pierce Street on the north to Haven Street on the south, I made a suggestion to the City in the past that property on Bay Avenue is blocked off from use other than as an access down to Oak Bluffs and that with just the opening of a narrow span of the garage area where the Senior Citizens house is that a direct access or service road could be provided to parallel pterce so that all local traffic could be rerouted to Turner St, Thts plan turned dovm . Number of slips has been greatly reduced due to modifications and other things that could go in there has also'been reduced, However, consistent with this policy all .the environmental considerations were placed first and the best use that could be made to serve the people were simply made within the limits of environmental consideration. In perspective, this is 9.6 acre parcel of waterfront that should be available to the approximately 90,000 - 9 - :~ - f 1 R.D.C. Meeting 5/23/80 . Page #10 residents of Clearwater who are not fortunate enough to live on the water. Tho City has surface runoff from 4 major drains which empty here. 90,000 cubic yards dumped here. Converting downtown waterfront into something that is useable rather than something that is durable has had a decided favorable impact on both businesses and related industries. I think, in time, there will be no question but what this will be a major benefit to the City and a major resource that will be called upon by many local residents. Relationship of proposed fill elevation to Pierce Blvd. How do you plan to connect to existing slope along eastern side of your development? You have the lower level of the north boundary that would be at the same level as Pierce 100 finger and the installation of the service road that would parallel along there would have to be at whatever elevation would meet city code. 3. What is your initial proposal regarding the surface of this fill area? Norman Bie: Fill that goes in would be seeded or sodded. Roy Ayres: My only concern will be building permits and structures. Bie: If aquatic land permits the use and installation of a Marina, does that mean you can put only a place for the boats but no way to ~et to and from it? Does this also mean no harbormaster office, yacht club, etc? David Healey: When filled it will no longer be Aquatic Land under our Zoning Ordinance.
