included, but is split off, making the parcel .999 acres. It was
over an acre but a portion was sold so that they would not have
to come before the City Commission. They should be required to
go before the ROC and City Commission.

They are using an ingress/egress easement on the south.
, Paul Rettig: The other Hillcrest Center never gave an easement.
It was reviewed approximately 31 years ago. Someone has drawn
proposed buildings on our atlas. The easement may have been
included in the Master Plan.

John Richter: This is barely under one acre. It is for our review
and will not go before the City Commission.

should be deleted. Is there sufficient sight distance around the
proposed building to exit the service drive onto the ingress/egress
easement?

of the building impede vision exiting the service drive?

F. Rodriquez - If the shrubs and trees are eliminated, it would be
unsightly at the back of the stores. We will remove some of the
landscaping at the southeast corner of the building.
John Richter - The landscape areas buffering the parking lot from
U. S. 19 should be moved 5 feet to the west, out of the 40 foot setback
area. This would be consistent with what we have been doing on other
projects. The design should recognize th~ 40 foot setback will be
taken for right-of-way. With this, in mind, the parking lot would be
better designed with only one point of access to the service road
rather than two points of access separated by a distance of only 44 feet.
Section 23.07. reads - one off-street loading and unloading place is
. required consisting of a minimum of 300 square feet.

the length of the pond. Sodded landscaping on either side of the
retention pond is needed. Irrigation is required for the health of
the vegetation and the trees in any area being underdrain.
C. M. Henderson, Jr. - Sanitary sewer is served by Clearwater East
sanitary sewer district, which is presently under Managerial Moratorium
for over four units.

contiguous with property line by 6 feet. Easement will be
extended to provide access.
3. Existing 40 foot right-of-way easement on site plan for
U. S. 19 is required.
4. Retention Pond is adequate for site development and meets
City storm water criteria with an outfall.
You can develop only four units at one time. Apply one month apart.
The intent Is to slow down development into the Clearwater East
Plant. It must come before the Building Permit Review Committee
with four units at a time. That would be two months in a row.
Paul Rettig: You can run a two inch water main up the back of
. the buildings in the easement and run individual service. You
provide the easement and supply the two-inch plastic pipe; or
the seven meters at the south corner. Then your plumber runs
the line into the store.

.25 parking spaces. You have 52 parking spaces. Let me state
that only the site, plan has been reviewed.

There, is existing sidewalk along the east side. Sidewalk must
be installed. Otherwise the site plan meets with our approval.
George Greer: Regarding the opening at U. S. 19. There is a
commitment with the J.C's that they would not seek an additional
opening on to U. S. 19. We have an agreement with the Jaycees
that we. can, use their opening. 'We are required contractually
to have that opening. J.C's have access by contract. The
easement deed allows them right-of-way over this property.
Three separate interests are served by the 48 foot road.

City Manager, A. L. Shoemaker, as follows:
I make a motion that the Hillcrest Center site plan be approved
as proposed, subject to the following requirements.

Mr. Richter explained that he could not support approval of this
project because the parking design could better take into account

Ream Wilson seconded the motion and it carried, with one dissenting
vote by John Richter.

frequently follows the Commission Meeting and causes difficulty with
my immediate superior. I suggest that the dates be changed to

'of a four-day week, it will be the Thursday after Commission Meeting.
