The Chairman called the special meeting of the Resource Development Committee
to order at 10:10 a.m. in the Operations Center Conference Room. She announced that
the purpose of the meeting was to look at the Arbor Shoreline Office Center,
Phase I, and to give the developers information about the kinds of things the
City will want. ,

A1 Justice expressed his appreciation of the City's staff and their efforts
and concern. Site Plans, dated April 4, 1980, were distributed to the Committee.
Roy Ayres reported on a conversation that he and the Chairman had with Robert
Hostetler, Builuing Director of Pinellas County. . It was agreed between them
that a clean break between, the County "and' City inspection process would be the
most desirable procedure to take. Mr. Ayres had one condition and that was that
if the County permit is for shell only and annexation occurs before interior
permit time, then the City will issue the interior permit. Mr. Justice accepted
,this proposal.

Art Ferrell, in response to a question from Mike Campbell, stated that all of
the south boundary area will be retention, and that except for some on the perim-
eter, all trees would be removed.

Mike Kenton indicated thnt he had a preliminary diacuse!on with Bill Davia,
Assistant Director of Environmental Management of Pinellns County. Mr.
Kenton would like a review of permits cut in Pioellns County nnd City could
honor Buch permits nfter annexation. lIe asks that landscaping plane be
prepared per County nnd City requirements. City would inspect as usual for
Certificate of Occupancy. County would issue and City would sign off.

Heavy usage of area. Mr. Kenton has general concerns re parking arrangements
and the species of trees to be looked at. Wants them to have less pavement
and try to save trees. Would like to review retention design and dimensions
re flood control. Also, would like to review water quality and is concerned
about this part of Tampa Bay, as it is sensitive.

Mike Campbell asked what percentage of tree canopy would be removed. Bob
Aude replied that in Phase I area there are 915 trees--approximately 375
would be removed and 50% of them are considered unproductive. Most are in
the south half of the property and most of the hard surfaced area will be in
the north of the property.

Bob Aude said, regarding parking arrangements, that they will more than meet
Pinellas County's requirements of ~ne space for every 300 square feet. They
will have 1 space for every 200 square feet. Cecil Henderson asked if this
would work out and Mr. Justice explained that, based on their extensive experi-
ence with office developments, it would.

Mike Kenton asked if all parking would be paved. It would, and Mr. Justice
stated that they have tried alternatives. but llone have been satisfactory.

Frank Foran confirmed that retention design is conceptual and they are still
working on the site plan. They will retain at least the first inch of rainfall.

Mr. Justice said a landscape architect has been hired and the architect will
decide which trees can be relocated. They have done. a tree survey.

Mr. Kenton pointed out a problem in that the City and County requirements re
tree. diameter size vary from four inches (4") in the City to six inches (6")
in the County. Permitting tree relocations should be fine.

Cecil Henderson asked if easement areas requested will be given. The developers
answered that they would attempt to give and Mr. Henderson emphasized the im-
portance of this requirement from the City and added that the easement area
could be used for parking.

Mr. Foran, in reply to Mr. Henderson, does not think they will meet the City's
. total requirement re retention d~sign.. Mr. Henderson stated that usually there
are several retention areas.
Mr. Foran said' that because they are trying to save trees, there will not be
a deep retention area. Additional retention will be in the swale area.

Mr. Henderson's preference ia a contour shallow nrt'nngement for retention.
lie requested that the developers obtain a copy of criteria from the Public
Works Departmont. He then brought up his next item. sanitary sewer and
treatment.
Mr. Justice described their plan to handle sewage. They would like to purchase
a package treatment plant. Be has discussed this with Max Battle. Director
of Public Works--the discussion included the type of package treatment plant,
its location and ultimate hookup to the City's system. There is a system
available to them which would handle all five buildings.
Mr. Henderson reported that Mr. Battle is willing to recommend approval to
the City Commission of hookup to the City system. Mr. Henderson thinks a good
arrangement would be for the developer to give possession of the plant to the
City and the City would remove 'it when development is hooked up to the City.
Mr. Justice expressed his reluctance to do so, as they can sell the plant back
to the manufacturer.
Paul Rettig asked if sewer tap fees have been addressed. Mr. Justice answered
that the Public Works Director had told them that whether they are on line or
using a package plant, the same fee would be paid in advance.
Mr. Foran asked if effluent from the plant could be dumped into the City system.
Mr. Henderson said that would be recommended-and Briley, Wild believes the
City system can handle the effluent. Additionel1y, the Public Works Director
reserves the right to review plans. In reply to a question from Mr. Rettig,
Mr. Foran said that there would be 40,000 gallons a day.
Chairman said tap fees are required when letter, allowing them to use the
City's utilities, is written.
Mike Kenton asked where the plant would be located and Bob Aude replied that
"a potential location 'Would be a 30' x 40' area in the northwest corner of
Phase I. The plant would be screened by a fence. The pumping station would
be by the manhole in the northeast portion. Mr. Justice said that in the north-
east corner is the discharge from Japanese Gardens.
Mr. Henderson reported that if the City operates the plant, a temporary easement
would be 'required.
Dave Healey stated that the ROC is reviewing the site plan under County auspices.
If it were subject to City requirements he would ask fot' certain things to be
done differently. His concern regarding an annexation of this size is the
limited public access to Tampa Bay. He wants some area reserved for this. The
parking ratio is acceptable to him. He prefers less intensive use of the
property. The developer is requesting a Land Use Plan amendment as a part of
annexation. When Pinellas County designated residential office zoning they
left some wetlands. It is necessary for the City zoning of the wetlands to be
addressed. Robert Aude said that the County defined the wetlands area to be a
"line east of buildings."

Mike Kenton pointed out that major buildinga ore 10 feet above water. Ite asked
if they had considered having parking under the buildings and the developers
responded that the cost is prohibitive. He has no objection to the design.
Asked where public access in lieu of parkland dedication would be. Mr. Justice
indicated that the public could enter by foot.
Karen Wilson is concerned re runoff into Tampa Bay. Wants to be sure it goes
through some swaIe, grass, or other kind of treatment. Mr. Foran indicated that
they would show how this tr.eatment will be accomplished.

Mr. Rettig requests that the developers use gas and indicate an easement for a
gas line. Also. requests easements for water mains. Developers should work out
garbage. trash. and dumpsters with the Sanitation Superintendent. However, the
City does nbt pick up in the County. Water main is in U.S. Highway 19 and City
makes taps.

Don Meerians said his concerns were the sidewalks, si2e of parking stalls, and
the locations of some parking spaces and aisles. Sidewalks will be required
along U.S. 19 eventually) and) in answer to a question from Mr. Foran, they (the
developers) can make a financial conunitment on sidewalks.

George Buhmeyer's concern was the location of fire hydrants. The developers
indicated that they would take care of.

dedication. He contends that it would intimidate people fram going to Tampa
Bay if they had to go through the office complex and could be a bad precedent.

lieu of land.
Mr. Justice indicated that certain programs they will have would draw people to

Wilson stated they would probably have these programs anyway.
l>tr. Healey suggested to the developer that they address parkland in some way,
as the subject will come up again when the annexation goes to the City Commission.
Some physical and legal means for access to Tampa Bay should be provided.

has reviewed the plan for Arbor Shoreline Office Center~ Phase t. and finds it
very attractive~ There are several concerns from various departments and these
include: 1) Engineering Department requirements for easements and design of
sewage treatment facilities and connection;
2) Environmental concernSj
3) Parks and Recreation parkland requirements; and
4) Traffic Engineering concerns re parking arrangements, sidewalk,
and access.

mends'approval of the plan. John Peddy seconded the motion, which carried
with Mike Kenton abstaining.

Ream Wilson stated that in letter to City Commission that would request a
parkland dedication waiver, a recommendation from the RDC should be included.
. MOTION: Ream Wilson moved that the ROC recommend that the parkland dedication
be. adhered to and not be waived. There were five votes in favor and five
abstentions. Motion carried.
