(Continued) Menna Motel, Menna Family (Developers)~ located on the North side of State Road GO, just East of Tio pepe's Restaurant. Community Impact statement - (Resubmittal) Cecil Henderson - Presented and discussed written Engineering comments (copy attached), starting with Item #1, the sanitary sewer. He stated that the developer had come up with the procedure to develop a septic tank and sand filter. Mr. Henderson wished to advise the developer that the City Engineer did not think the project should be built and placed .on"a septic tank and sand filter but if the D.E.R. approved it they would not Object. In ,the event it was developed that way, the sanitary line should be installed to the street, ,leaving one joint of pipe out so that a connection could be made to the sanitary system at a later time when the sewer might become available. He stated that it was their under- standing that the D.E.R. did not approve more than a 3,000 gallons per day system of this type.' The proposed system is larger than that and would be the first of its type to be approved by the D.E.R. The developer stated that the D.E.R. had already approved the concept and the R.D.C. had a copy of the letter from the D.E.R. stating that they have no objection on a temporary basis. Mr. Henderson said that he had seen the letter but that it does not actually say that the D_E.R. approved this specific plan. The developer said they had submitted the plans to the D.E.R. and that they were approv~ng it only because it is temporary. Mr. Henderson said that any approval he would give for the project to go ,forward'would be on the condition that the actual pennit had been received from the D.E.R. In Item #3, Mr. Henderson said that the storm water section of the C.I.S. appears to be adequate and would be reviewed at the time of the construction plan , stage. The developer stated that it was indicated on the plan. Keith Crawford - Stated that in reference to the location of access on the site plan, the two driveways had been changed to one. The developer stated that they could revise that on the C.I.S. statement. Mr. Crawford said that he did not think that was necessary but that he did want to point it out in case there was some confusion later. He also said that that on Page 4 the number of cars of daily traffic represents one trip per parking space and he thought it would be much higher than that. Fire Department - No comment. BUilding Department - No comment. Planning Department - No comment. Parks and Recreation Department - No comment. Utilities Department - Mr. Mandy stated that in regard to using natural gas to heat the pool, the City favors this but that there was the possibility the Federal Government in the future will require that this be discontinued. cecil Hende~son - Made a motion to approve the C.I.S. with the condition that it not be forwarded to the City commission until a permit from the D.E.R. for installation of a sand filter is received by the City. Mr. Tripp seconded the motion, which passed unanimously. Preliminary Site Plan - (Continued) .. > Cecil Henderson - Referred to Item ~2 on the Engineering handout about work in the right- of-way of Gulf to Bay Boulevard being subject to D.O.T. approval. He noted that a new policy, effective this date, requires driveways to be approved by the City before the State will approve. He advised the developer to fill out the regular driveway application for the State and bring it to Keith Crawford for his approval and then take it to the State for their approval. Mr. Henderson stated that he had already,mentioned storm water retention and the engineer who reviewed this indicated that what was shown would probably be adequate. ,They will have another chance to review and approve the proposed design during the con- struction approval process. < <' r" " .- ' , ,Keith Crawford - Mentioned that in a traffic engineer's meeting there was discussion about changing the 3 foot flare requirement and that he was not sure if they would start going ~ith a 15 foot radius or not but if the change was made, he would like to see a radius shown on the site plan. i . . Planning Department - Mr. Healey said that the only comment he had was in respect to the adjacent property North of the site. On the impact statement it indicates that the zoning on this County area is Agricultural Estate CAE) and in that case they would need to have a landscape buffer along the property line separating their parki~g surface area from the pro}?erty line. . Mr. Healey also had a comment in Mike Campbell's absence with reference to the oaks located adjacent to the dumpster. The oaks appear to be scheduled to come out and are not identified to be retained. The developer said that they were to be retained and would be identified. He said it was right on the property line and they would retain the oaks unless they were in the way of the dumpster. .:- ~ . ~ . . " ." . The Chairman stated that Mr. John Peddy, Energy Officer, had no comment on the C.I.S. or on the Preliminary Site Plan. Keith crawford - Discussed a problem with parking spacos if tho building is moved five feet. The developer indicated that they had an island 13 feet wide at the South cnd of the building and would take the space from that. There was further discussion on parking spaces. The developer stated that the dumpster was shown larger than was necessary, 15 foot when they needed B feet. He said they would have enough space for tho required parking spaces. Cecil Henderson - Inquired if they had any problem with extending tho sanitary line down to a point near the connection to the sanitary sewer line. Tho developer said they had no problem with that and he thought it should be done now. Mr. Henderson moved for approval of the Site Plan with the condition that it not be forwarded to the City commission until they had received a copy of the D.E.R. per.mit for the sand filter system, and subject to the extension of the sanitary line to a point within 5 or 6 feet of the existing sanitary sewer line. Dave Healey - Seconded the motion. He inquired about the adjacent property and whether the developer would be able to obtain additional land if necessary in conjunction with the sand filter system. The: developer stated that they had an option to purchase the adjacent land and would be able to purchase enough land to locate the sand filter system on without purchasing all the land available. cecil Henderson - Asked if they had a long term lease or would they buy the property outright. The developer said it would be a long term lease. Mr. Henderson added that he hoped within a couple of years the problems with the treatment plants would be ironed out and they could connect into the sewer system. He wanted to make sure they had a lease which would extend until the sewer was available. Another concern was the volume of material moving through the sand filter. Would the developer have the opportunity to purchase the additional property if needed for the system. The developer said that they would be able to purchase additional land if necessary. Dave Healey - Said that if it was determined that the sand filter system was the only route they could go, and it apparently was, they should get their permit from the D.E.R. before they went forward to the Commission for approval. He said that they should also exercise their option to purchase or lease this property in conjunction with receipt of the D.E.R. permi t. The motion to approve the Preliminary Site Plan with the above condition passed unanimously. Other Business - Keith Crawford brought up the subject of the zoning change being con- sidered for Downtown Clearwater and the possible impact this would have on the respective areas of .interest.to R.D.C.members. He was particularly concerned about the effect the change would have on parking. Dave Healey explained that the proposed amendment to the zoning ordinance would establish different zoning regulations for the downtown district and, as it was proposed a year ago in draft form, there would be no building height limitation or density limitation for the area between Chestnut and Drew from Osceola to Myrtle. After further discussion, the Chairman suggested that Mr. Healey provide copies of the proposed amendment for the Committee members so tllat they co~ld consider it and discuss at a future meeting.
