Minutes' of January 11, 1980, Resource Development Committee Meeting-- Cecil,Henderson moved to approve the minutes as amended. Ream Wilson seconded ~he motion which carried unanimously. 1. MENNA MOTEL, Menna Family (Developers); located on the north side of S.R. 60 just east of Tio Pepe's Restaurant. COMMUNITY IMPACT STATEMENT Mike Kenton.- the natural Environment section was unacceptable. There needs to be a soil map and an indication of percentage of wetland type s011. He believes that a better site plan in the Vegetation Section could be devised. Lot coverage is excessive. In the statement they have said there would be no impact on the wildlife; to the contrary, impact would be severe. Statement on Ecology is not good. " ' Don Meerians - referred to the two driveways from Gulf-to-Bay; he docs not think it necessary to have one (east) for access and one (west) for an exit. ,David Healey - noted that on page 3. the adjoining property should be zoned RKAE~egarding Tax Effect. it would be a positive recurring tax effect. He would like this outlined and wanta to know how they arrived at their conclusion. Seems uneven. Roy Ayres - there are different elevations and he suggests the developers meet with Engineering. They will. Chairman - reported that Mr. Peddy had no comment. Mike Kenton - moved to continue the Preliminary Site Plan for Menna Motel to a date uncertain. Paul Rettig seconded the motion which carried unani- mously. The Committee discussed the condition of sidewalks and whether the developer could be 'required to bring existing sidewalks up to standard. Widening of roads by DOT was discussed. Don Meerians will contact DOT and find out what their policy is re road widening and sidewalks. Mike Kenton believes persons who prepare, Community Impact Statements should be present at the ROC meeting. The Chairman is willing to remove an item from the ROC agenda if the CIS Ordinance has not been met in a major way. Some discussion re reviewing Subdivision Plats at RDC meetings. Mike Kenton seconded the motion which carried unanimously. The PRELIMINARY SITE PLAN is continued at the developer's request. The developor requested any comments Couunittee members might have about the PSP. II David Healey said that on Lot 8, setback requirements give the lot 8 bad configuration in relation to Lincoln Court. Roy Ayres asks.. that they indicate the sidewalks on the site plan. John Rooks wants easements on the rear of all lots, and in the northwest corner, retention areas are not to be put on the easement. David Healey - Btated the City Commission did not give the height variance requested by Holiday Inn and that the City owns a lO-foot strip of land which runs through the Holiday Inn property. The Chairman interjected that this has been worked out and Andy Nicholson, Engineering, is putting together an agenda item that will be taken to the City Commission. George Greer - this will cost Holiday Inn three or four units. David Healey has reservations since he could not actually see the changes. Roy Ayres -,will elevation of the profile change. George Greer answered that the profile would change. The Chairman stated that the Energy Officer has no comment. Paul Rettig - wants to be certain that Utilities get necessary easements. The Chairman assured him that he would. John Rooks moved that the addendum to the Community Impact Statement for Holiday Inn be approved with the conditions that storm drainage can be changed by Engineering without altering the basic site plan. Paul Rettig seconded the motion. David Healey voted "no;" the remainder of the Committee voted "yes. II Motion carried.
