This includes parkland donated by U. S. Home. It is slightly less than 320 acres. Essentially the plan is for it to meet the interim disposal method for the treatment plant. Land west of McMullen..Booth Road was being, reserved, at least in concept, for spray irrigation, if required. Mr. Henderson reported that answers on effluent system will come soon.. and we will be able to determine if there is a need for spray irrigation. Mr. Henderson stated it appears we will be allowed to discha.rge excess into Briar Creek. Mr. Wilson expressed interest in using the spray irrigation fields as soccer fields with prior approval of health officials. Mr. Henderson stated they would not be available for such use at this time. Currently being used as sod farms. Mr. Wilson would like to see joint usage. Mr. Butler reported one other suggested use.. industrial property. There is a large group of people in the City who believe the best use would be to reserve a large portion of the property for major industrial sites. Mr. Shoemaker and Mr. Butler have discussed, on a long..range basis, converting spray irrigation fields on east side in combination with coo struction of golf course on both sides. Possibly using in conjunction with spray irrigation and golf course and industrial use. Mr. . Wilson suggested possible joint-use venture with Countryside High School. Have $175,000 for a 80ftball complex. The School thought perhaps the rest of the money could be redirected into tennis courts or some other use on the School property. Referring to savings incurred by use of school facilitie s. Mr. Wilson further suggested Mr. Ron Garl be brought back in for recom... mendations on building a golf course on both sides of the road. Mr. Wilson asked for input on recreation open-space land. Mr. Butler informed the Com- mittee that the new Charter indicates that once land has been tabbed for recreation U8C, must schedule a referendum to change the designated use. Mr. Butler stated that evel'ything west of road, exchding parkland dedicated by U. S. Home3 suggested . for industrial use. ,) Mr. Henderson indicated the engineers are especially interested in the eastern portion of the la.nd. Looking for expansion capabilities of the treatment plant. Mr. Butler suggested a. committee be created to propose development alternatives for this land, to be accomplished in a relatively short time. Chairman requested Mr. Henderson, Mr. Mandy, Mr. Wilson and Mr. Healey serve on the committee with Mr. Mandy serving as Chairman. Mr. Healev stated Mr. Haddox has taken iri;iat:ivQ to respond to the problems and conditions set forth by the Committee and has submitted revised plan addressing those problems. Mr. Healey stated the plan has been revised in its entirety. Had only a few minor problems. Mr. Healey stated the setbacks both from the lot lines and utility lines arc incorrect. Some of the townhouses do not maintain 10' setback for rear property line. The Utility 'easement running down center of property, if that.i.s the rear property line of platted subdivision lot, it is required 10' from back of each unit.to the property line. Mr. Haddox stated he believes these requirements will be accommodated. Mr. Healey mentioned setback from the street ..... it is a problem along front or one-way traffic aisle .... required setback of 15t. Does not seem to be met in several instances. The second parking spa.ce does not appear to be long enough without project:i.ng out into access easement, particularly in northeast corner. Don Meerians will addres s. Building Depa.rtment: Mr. Howard indicated no problems other than tho se mentioned by Dave Healey. Mr. .Ayres discussed further the problem w. th setback ,and driveway dista.nce problems brought up by Mr. Healey. Parks & Recreation Director: No problems. Mr. Healey stated question of RPD was raised last time. Since talldng about less than an acre, do not believe could hold him to letter of the law. Would be willing to support waiver. Mr. Wilson indicated no problems with this. i Mr. Alexander: Stated his opinion that the tree situation had been handled very well and with minimum of destruction. No problems. Assistant Public Works Director: Submitted list of comm.ents from engineers. '(Attached) Indicated he had discussed concerns with Mr. Haddox earlier. Made comment regarding new hydrant shown on east side of East Driveway - should be on 8" line on south side of Sharkey Road. Deferred to Fire Department. Mr. Haddox . stated that Mr. Rettig had requested it be placed there because of blow-off. Mr. Buluneyer ha.d previ:ouely indicated he might ask for another. .; i Mr. Henderson stated 10' easement required for sanitary sewer line; 20' ingress and egress and water main easement required around perimeter of property; retention and drainage will be required in design of final construction plans. Engineers are sa.tisfied at this time. Assistant Traffic En~ineer: 18' roadway required.. only shows 121. Mr. Healey previously touched on some of the others. Suggested take one garage north of 2.4' oak on leCt a~d push out a.s far as possible. Would help considerably. With regard to the ono on the south, possibly that space. (parking) could be ren )ved south of the southern.. most building. ~sked that developer work with situation as best he can. Mr. Kenton realized a crowded sitution exists. Mr. Haddox stated he is anxious to save as many trees as he can. Mr. Alexander .1.greed with Mr. Kenton's point; however, pointed out there are tree6 which cannot be saved. No further problelns. Land Resources Spe,cialist: Mr. Campbell stated Mr. Kenton had covered his concerns. One other suggestion in the case 0:C 2 - 24" oaks along driveway, might consider bricldng to give the trees a better chance. Assistant Utilities Director: Suggested 2 - 4" water lines be rm. de 211 PVC. Mr~ Haddox agreed. Mr. Mandy stated one fire hydrant should be on 8" line. Assumed these would be sold as individual lots with trash pick-up on an individual basis. Mr. Healey questioned whether situations could be addressed adequately if. coinnuttee were to enteJ:tain a variance to the setback on the rear. Mr. Haddox stated he only had one really tight spot, up at the top. Mr. Haddox believed 'he can satisfy the city on the backing problem with a larger scale drawing. Discussion followed with end result being the Conunittee could not approve plan without concerns being satisfied on roadway. Cecil Henderson moved to' delay the approval of the preliminary site plan for Townhouse Complex, KTH Associates, for two weeks to see if develope1" could come up with final resolution on the roadway problem. Mr. Thornton stated they have been asked to supply split rail fencing along major highways .. our intentiOl is to prohibit other types of fencing. Mr.' Howard pointed out a liCit unit blatantly not conforming to 15' setback. Mr.. ,Mazur stated that is the Florida Power easement. Mr. Healey inquired whether .U. 5_ Home had included the Florida Power Easement in meeting open sp'ace requirements. Mr. Mazur stated they had not. Mr. Healey stated that in discussions Vii th Ed Mazur and Bob Thornton concerning RPD, suggested that once they brought to the City Commission and .. the RPD plan approved along with zoning change, that at that point in time, could receive or enterta.in requests for clearing and grubbing permits for constru,::,.tion plans for road and utility construction. Obviously, could not draw permits, but some of the preliminaries could be entertained. Mr. Henderson stated he does not understand that being a part of the motion. Discussion - Florida Power Transmission Line Network" Chairman informed the Committee that this item came before the City Commission at its last meeting. Presented by Florida Power. Line would go from north to south within the County. Committee is asked to review the meandering route through Clearwater. Cecil Henderson has been asked to present to the Committee. Requesting suggestions to straighten out. Mr. Henderson stated he has a letter from Florida Power. In essence, purpose of line is to meet the long-term emergency needs of Pinellas County. Need to'do a nwnber of things to upgrade present system. Will be :n nning . through ~he City 01 Clearwater; poles will be rather large - 32" butt, 1251 ta.ll. In order to be able to serve the future, mus t expand present system. Mr. Henderson presented a map of the proposed route. Following Betty Lane, down to Pa.l.1netto; Palmetto over to Greenwood Avenue; Greenwood to Lakeview; Lakeview to Highland; down Highland to the Largo sub..station. II Question was raised as to why they do not just go down Highland. 'Mr. Henderson state'dthere would be rig'lJ.t.,of-way problems. Also there is possibility of future Widening of Highland Avenue. -7... ;.. /...-..... , -.. The route chosen is tho least costly according to Mr. Henderson. Alternatives are sought by this discussion. Even though not a totally direct route, may'be best under circumstances. Existing line would be removed. Mr. Meerians stated placement of poles sometimes cause sight problems. An alternative would be to go underground according to Mr. Henderson= however, would have to place polos in oil bath because of the heat= means a pretty large pipeline and thon placement of stations to make Bure oil is kept in there. If not, there are problems. Oil bath line costa 10 times as much. Consumer will pay. Chairman stated this may require a C.l. S. = Mr. Healey stated that technically he is not sure a C. I. S. will be required in this instance. The only problem anticipated by :Mr. Henderson is that with placement along Greenwood, they plan to place the palos along private easements. Later, if went to widen roadway, will ha.ve to pay for moving the poles. Will try to stay inside our rights..of..way where possible because of the expenses. Approximate 51 x 5' piece of land is required for each pole. Mr. Wilson asked why poles could not be placed on Florida Power easement. Mr. Henderson stated there is currently a line down east side of the County. Thi,s will be a line on the we st side. Will be able to service the County from either direction if something happens. As it is now, if the transmission lines were cut, whole south county would be out of power. This is an auxiliary line. I . I Mr. Healey" looking at from the prospective of the land-use plan, why not Missouri Avenue rather than restricted residential area such as Greenwood? Chairman shared Mr. Healey's concerns. Mr. Henderson stated would be conBidera~ly cheaper this way for Florida Power. On Ivli.sBouri Avenue, a large, portion of the right..of..way used for widening. Mr. Healey stated that if had to go on Missouri, would be private land therej presumably would . not require cost to City of moving the poles at a later da.te. Mr. Henderson stated another concern would be public out..cry. Mr. Ayres conunented on CnBG money and land with intended use of these monies. In Mr. Healey's point of view, less negative impact along .Missouri Avenue. Would not particularly worsen the area. In an area where have residential streets, would be stark feature. Chairman suggested presenting these comments to the City Manager and advise him we are more,fhan willing to speak to Florida Power officials. Chairman eC,pressed her opposition to the Greenwood Avenue route. Mr. .Henderson inquired whether conunittee would be willing to call a special session if necessary. Stated two weeks may be sufficient - may not have to call special meting.
