2. Status Re1?ort on Clearwaterl s 320 acres. Discussion was postponed until
the Resource Development Committee meeting of April 27, as the City Mana.ger
was unable to attend this morning '8 meeting.
3. jcont.) Cha.teau Wood . sin~le family subdivision... Chateau Wood Land
Trust (Mrs. Eliza.beth Thompson. Trustee) developers, Located in County
on south side of Nursery Road.. approximately 700 feet east of Belcher Road,
and borders on the southern City limits.
Mr. Henderson stated the Committee is still at the site plan review
point. The C.l. S. has been previously approved. The Committee has been
concerned with the problem on this subdivision configuration of lots having
to do with ea.sements (roads specifically). Mr. Henderson indicated the
representatives had met with the City Manager and had resolved problems
with the engineers. It was decided to carry lot lines to center of the street
in order that private ownership would extend and street maintenance would
become part of private ownership. There was also a sewer problem.
Mr. 'Henderson stated it was his u.nderstanding that the City Manager was
ready to process under normal Building Permit Review procedure.

Mr. Rettig indicated a 2/1 water line is still shown; require a minimum
of 4" for water line. No further problems.

Mr. Wilson stated had discussed money in lieu of land. Mr. Peterson
agreed. The amount discussed was $5,000.00.

Mr. Healey made the following statements in the absence of a Building
DepartInent representative. Expressed concern with the peculiar configuration
of lots I and 11 inquiring whether Mr. Peterson was confident that a house could
be ,built. Mr. Peterson stated his architects had advised him it is possible and
thC;\t the design could be made to govern to rules and regulations of the City.
The Conunittee went on record as .opposing future requests 'for variance on
these two lots. Mr. Henderson moved for approval of the preliminary site
plan on Chateau Wood, with the Committee expres sing its opposition of variances
and recognizing the potential problems and limitatiomof these two lots, to the
:planning Board,and the ~ity Commission, prior to acting on this request.
Mr. Rettig stated he personally could not see where 351 setback would create
any problem. Mr. Henderson moved for approval of the Preliminary Site Plan
for the Chateau Wood Subdi\dsion. Mr. Buhmeyer seconded. The motion was
carried 8-1 with opposition voiced by Dave Healey.
Mr. Peterson thanked the Committee, expressing his regret that so
many hearings had been required. Mr. Healey requested Mr. Peterson check
. with Grace Loyd of the Planning Department to schedule this item before the
Planmng & Z~ning Board next Tuesday.

Mr. Healey stated that the remaining item to be resolved on this
agenda item is money in lieu of parkland. Devoloper submitted revised plat
based on co:mments and suggestions of this Conunitteo with an accompanying
letter dcscribing park improvements which arc responsibility of U. S. Home.
As far as tho layout is concerned, the Planning Department has no problems
according to Mr. Healey.

Mr. Wilson stated the Committee had suggested the developer eliminate
Iota 135, 136, and 137, which was done. In exchange, would retain water off-site.
in pond or lake. Mr. Wilson stated he understood it would be piped. 1\.1:1'. Mazur
confirmed. Mr. Wilson stated park dedication would amount to 4.90 acres;
$49,080 worth of improve~ents to be n1ade. Mr. Wilson inquired as to' the
proposed depth of the lake. Mr. Mazur indicated would be 3..4' deep at all times.
Mr.. Wilson stated that lots 113...119 and lot 134 back up to the park. In the
development money, suggested possibly erecting a wood fence. Mr. Kenton
suggested fence would not be required because of citrus groves. Mr. Wilson
inquired what the earth trail would be constructed of. Mr. Mazur indicated
would be mulched. Mr. Wilson stated he would' like to get.together with the
developer on the exact site plan. No final results arrived at at this time.
Mr. Henderson had a comment on the parking lot change. Suggested might
not be a good idea to run out to Curlew Road, thereby encouraging outsiders
to use the development's park. Mr. Wilson stated any of the City' a parks
are City..wide.

Mr. Rettig stated there were two dead.end streets heading west.
Would like to see turn..arounds in there and also to have the water lines looped.
This would be on Meadow Wood Drive. Suggested might be able to construct
cuI de sacs and later could be extended. Mr. Rettig indicated he did not have
so much a problem with water lines of lots 129 and 130. Mr. Mazur stated
Mr. Keith Crawford did not want cul de sacs. Mr. Rettig apologized for not
catching 'earlier. Mr. Ma~ur stated he had no problems with looping the water
.line~ . for Iota 52 and 53. Mr. Thornton will approach land owners with the
idea of obtaining temporary easement. Mr. Henderson brought up the subject
of the Florida Power easement and maintenance of drainage storage area retention
site. Stated at some point in time, U. S. Home will be lea.ving area. or finishing up.
Mr. Henderson would like to trade U. S. HOlnes the maintenance of these areas
for the right-of...way. Mr. Thornton agreed to check. Mr. Henderson pointed
out that Briley Wild is currently reviewing to see if there is a need for a 12"
main along Curlew Road. This will be handled in construction plan approval.
All other engineering problema have been resolved.

Mr. Henderson Bugge sled a written agreoment with a time limit on the
$49,OaO. In the event the time limit [ell oft, money would still be there.
Mr. Healey suggested details of that agreement relative to park improvements
be Bot forth as part of final plat. Mr. Meeriana discusseu the question raised
at the last RDC Ineating concerning the right-of-way of North Ridge Drive.
From information currently have, appears North Ridge would never be
required to be more than two lanes. Mr. Butler suggosted Roam Wilson
draft and run agreement by the City' Attorney. Mr. Healey moved for
approval of the preliminary site plan {or Tract 90 subject to consideration
for temporary access ea.sement at end of Meadow Wood Drive and subject
to agreement setting forth manner and timing for park improvements.

Mr. Alexa.nder asked to be excused from the meeting at this time.

Mr. Healey stated that about six acres of the thif.teen in this Tract
were included in the annexation. Question as to whethe~ C.I. S. was done
for that portion of the Tract. The rest was formerly 29 and 30 - question
is whether a.n impact statement is required for that portion. Mr. Healey
further stated that in researchizg, found that those portions of 29 and 30 had
been rezoned - reduction of some five units overall. Based on that, U. S. Home
is applying for waiver of portion of Tract 67. Mr. Mazur stated that in aU
the drawing s submitted, it was shown what U. S. Home intended to do.
Mr. Henderson moved for approval of the waiver of the COlnmunity Impact
Statement for Tract 67 Countryside. Paul Rettig seconded and the motion

privately owned, must havD somo documentation 80 that each individual
property owner will nover be cut of! by property owner next door.
Mr. Henderson 9UggC~tDd developer moet with Bill Shepard in Engineering
before getting much furthor a.long. Mr. Honderson commented on sanitary
sewer - 9 units proposed: thoro is currently a limited moratorium on the
East Plant. Limits individual applical:ions to 5 units. Mr. Haddox stated
would be 9 separate property owners. Mr. Butler indicated would require
building on phased basis. Mr. Haddox inquired whether there would be any
stipulation of time between phases. Answered no, not to Committee's knowledge.
Building Department would have to respond. Mr. Haddox indicated he had
spoken with Sid Snair and was informed he could do it. Mr. Butler explained
to Mr. Haddox that this Committee is not assuring that this procedure will
work. Important to talk with Building officials and get reaction to procedure.

Mr. Henderson indicated hie is looldng for better information on
stt?rm retention and drainage as far as design when come in for construction
approval. Mr. Haddox agreed. Mr. Henderson further advised that the
City Commission must finally approve townhouse plat. Mr. Haddox was aware.
As far as the connection to sewer and storm drainage is concernedJ it is
workable plan; will look at again in construction process.
Mr. Meerians questioned the number of access points to Sharkey Road.

~Ir. Haddox stated would be a plant or something to divide one property from
another. Mr. Meerians questioned whether would be looking at property
from.point of 9 individuallots or one project. Dave Healey indicated it is
proposed to be platted as individual lots. Mr. Meerians stated must then
look at as9 individual access points. Mr. Henderson inquired of the actual
process in or der to get Commission approval. Mr. Healey indicate d the Com-
,mittee had reviewed a similar situation with Tra'ct H, Northwood Estates
,Subdivision Pla.t~ townhouses. There are two different provisions under Code:
'l ' (1) 'Platted as subdivision, record~ follow typical channels for subdivision
plat approval: Planning & Zoning Board~ then City Commission, ultimately
plat filed to record. (2) at the same time, as1dng for approval of townhouse
development. Has to be approved py this Committee and City Commission.
Should go forward in concert at the same time. The added dimension is that
it is also an RPD. Mr. Butler inquired whether the Committee needed to
discuss fencing at this stage. Mr. Buhmeyer indicated the Fire Department
would have problems with access to buildings because of obstacles in front.
Wo~d have to pull everything (fire equipment) in by hand. Mr. Haddox stated
he had lOt between buildings. Mr. Buhmeyer asked that the minutes reflect
that the Fire Department has objection. Sta.ted fire lanes require 16 . 181.
Mr. Butler requested Committee identify problems and continue item in order
that developer ma.y give careful consideration a.nd the item may then be brought

Preliminary Site Plan. Mr. Healey stated tho density is 11. 1 units.
Requested that the Committee go ahead with tho idea of RM 16 with tho undor~
standing that as the site plan review process evolves, that if RM 12 would work
and not poso restraints, that RM 12 zoning be considered. Mr. Tippens indicated
he would llke to leave at RM 16 bocause the actual size of building is subject
to sale. Mr. Healey indicated that after this plan is recommended for approval
by this Conunittce, the next step would be to go to tho City Commission.
Conunission will have to act on zoning prior to formally receiving site plan.
Mr. Healey stated there will be two variances required: One on
building height. Will actually be 28' even. Mr. Healey recommended the
Conunitteel s approval of recomm.endation for variance. to go to the City
CQm.m!ssion. These will bo individually platted lots. Opportunity for each
owner to install private pool. If we discover setback requirements are
auch that each individual would have fencing requirements for each pool,
that the developer should ,proVide in covenants in order that we won't be
faced with whole series of variances from the owners.

Mr. Rettig stated with the separate plats and separate ownership,
.each should have own water meter. Plat shows as one meter for each group.
Mr. Tippen indicated it is planned to have individual water meters.
Mr. Rettig would also like to have a blow-off on the end of water main.

Mr. Healey inquired of the distance from seawalls to backs of units.
Mr. Tippen affirmed would be not less than 301. Mr. Healey recommended
, approval of the townhouse site development plan and subdivision plat for the
Marina del Rey Townhouses and that the plan and plat be submitted to the
City Commission for consideration as soon as zoning change contemplated
permits. Mr. Meerians seconded. Mr. Healey qualified the motion that
the approval of the site plan recognizes the required 30' setback under the
waterfront section of the ordinance. This Conunitteel s action does not
. contemplate variance from that. The r:!Otion carried unanimously.
. Mr. Henderson made one further comment prior to developer's
leaving - the fact that this"Committee went through the approval of the C. I. S.
so quickly does not mean that it is being treated lightly. Staff has gone through
the C. I. S. prior to this meeting. Another help is that this one was prepared
so well.
