Planning Director: Points raised as to size and configuration have been
addresoed. Still have Bome questions with regard to common land. Is common

Mr~ Healey requested clarification on the status of the project. Mr. Wahl
stated the area will be owned by the people and governed by the homeowners I
association. This includes, streets, common areas, etc. Mr. Healey informed
Mr. Wohl that when this goes forward to the City Commission, provisions of
the homeowners' association will need to be a part of the submission.
'Mr. Henderson noted that if these conunon areas are separate from the lots
and taxes to be paid are separate, all the owners have to do is stop paying
taxes and this area goes back to the City. Mr. Henderson e"pressed his
opposition. Discussion followed. Mr. Wohl will come back to the Committee
with aSBurances. No further comments from Mr. Healey.

Environmental Planner: Had problem with design of retention section.
Mr. Wohl indicated he had no problems with Mr. Kenton's requests for
changes. No further problems.

Assistant Public Works Director: Handed out a Bet of suggestions {rom
the Engineering Department (copy attached.) 1. Property lines should
extend to center line of streets. 2. Common area south of Nursery Road
should be a part of lots 1 and 11. 3. Easements should be dedicated to
City for water and refuse collection. In addition to these comments,
Mr. Henderson explained that there is a limited moratorium on the
Clearwatcl" East Plant. The moratorium may extend for several months
beyond this date. The development will not be able to get sewer. Mr. Wohl
stated that the requirement requesting that property lines extend to the
center line of the streets would preclude getting zoning permits - not enough
frontage. Mr. Henderson informed Mr. Wohl that it would just make the
roads a part of the ownership on the lots. The sections would be individually
owned and everyone would have a road easement. The easement line would
have the same net effect that the rigl:t.of-way line has now. A s far as draina.ge
is concerned, Mr. Henderson noted that the developer had changed the
projected retent:,ion area. 'The Committee will be looking for detailed plans
of the change. Mr. Henderson stated that the presentation of the retention
area in the lower corner is satisfactory with minor changes. Mr. Henderson
further stated that the developers of Chateau Wood should work with the
Planning and Engineering Departments to determine what needs to be done
to plat and what easements will be necessary.

vicinity of the 14" oak. Mr. Starr stated there would be none. The only
fill planned is for directly underneath the floor slabs of building.

Environmental Planner: Concerned with 4% landscaping requirement in
interior and parking. Also shared concerns of Mr. Meerians on parking
lot. Mr. Starr stahld! he was aware of the need for backing spaces.
Mr. Starr indicated he had the option in the original design of making the
building 60' deep. Did not do so to preserve 10' court-type entry which
is landscaped all down the east side of the building which amounts to 2,200
square feet of landscaping, directly abutting parking. Mr. Kenton stated
that the Code only addresses interior landscaping to break up vast areas of
parking. Mr. Kenton further noted he did not see areas for retention.
Mr. Henderson inquired as to the capacity of the lake for additional storage.
The lake is partly on the property. No further questions from Mr. Kenton.
Mr. Starr stated that the landscaping surrounding the building was purposely
left there to catch the run-M'f. Mr. Hendersol1 stated this will not completely

Mr. Starr asked whether Mr. Walczak might be able to retain his retention
on his land rather than submitting calculations on the lake. Chairman and
Mr. Henderson indicated yes. Mr. Starr inquired of the procedure for

The parking measures 20', again, should be 24'. Mr. Massaro indicated
the parking would be for future employee parking. Has no use for it at
this time, but did .want to show on the plan. Mr. Massaro stated he had
a landscape architect verify the location of the trees, and some di!3crepancies
were found. Mr. Healey, Mike Campbell and Mike Kenton all have conunents
. on trees. Expressed concerns on the out parcel. Left 50 X 100' piece that
is not approved on the site plan. Mr. Massaro stated they do not own that
parcel and do not kno:w what the developer for the shopping center plans to do
l with it. He (owner of shoppirg center) granted Northwood easement to cross

out.

Suggested means of saving. Mr. Massaro concenned with stacking problem.
Stated they are building 40' off property line now. Mr. Kenton inquired
whether was necessary to follow a conunon wall. Mr. Massaro stated
he does have another lay-out and would get witlilthe Planning Department.
Mr. Kenton indicated the discrepancies in the survey caused great concern.
Mr. Campbell expressed concern on three trees around the retention ponds.
Mr. Massaro had no problems with any of the trees around retention pond
since it was on property of shopping center.
Mr. Massaro agreed to provide screening around oaks. Mike Kenton
stated could not allow landscaping in the street area. Can be resolved.
Mr. Henderson stated he had concerns about the retention area being on
the high end of the property_ Stated may be neceasa;oybto have additional
retention on site. Mr. Henderson further cl1rified Mr. Kenton's previous
statement regarding landscaping. This does not mean you cannot beautify.
The 5\ in question is an easement to the City for right-of-way purposes.
The only difference is that we (the City) have a right to use it also. Mr. Massaro
indicated that they were basically surrounded by retention areas for the
shopping center. No further comments from Mr. Henderson.
Mr. Kenton had a problem with water quality. If ponds are higher elevation,
will not be retaining water off his site. Mr. Henderson agreed it was a potential
problem. Mr. Kenton further stated that very serious water quality analysis
was done on the C. I. S. Mr. Massaro stated that water comes into a retention
poni:l~ern gets filtered back into the main pond and then to positive out fall.

Mr.., Henderson asked the developer about his time framo. Mr. Ma.ssaro
stated. he had a::1ticipated problems and had, therefore, started preliminary
co~tacts with the City. He stated further that they want to work closely
'with the City, but a lot of things that the City sees as problems, are [arced
on the developer by the developer of the shopping center.
