Correction of the minutes of January 26 to read as follows:
Mr. Henderson moved for approval of the preliminary site plan. Mr. Healey
moved for amendment of the motion to inclUde that space between the building

Planning Director Healey expressed concern with the Archaeblogical-
Historic Significance Statement. It is usually required that a statement be
made by a qualified person, someone with proper credentials from the State.
He felt it was not a good example of what is desired for a C.I.S. and went on

Environmental Planner Kenton agrees with Mr. Healey with regard to
the Archaeological/Historic Significance Statement. He feels that unless the
St~tement is subnitted by parties with proper credentials that it will be a
change in policy.

, At this point Mr. Henderson stated that the City is working on plans
regarding sanitary sewer system that could possibly help this project and
clear up the problem. It is possible that it may be done within the next few
months.

Would prefer that on survey that code not be used to mark trees, just use
size of trees and encouraged developerfto use this designation when redesigning

Mr. Healey: Questioned the entry way, GO-foot opening on
Nursery Rond, would leave common area on either side of drive and would it
be a problem in terms of maintenance. Discussion was held.
Chairman Haeseker presented the utilities Director's concerns,
those being:
No 2' water mains are allowed.

Individual water service lines r~quired for each lot to be located within
lOfeet of center line an the upstream side of lot.
Easements required for water mains and ingress and egress easements required
for streets to allow for garbage and trash pickup.
Discussioo was held with Mr. Henderson making the suggestion that Mr. Targal
meet with the utilities Director and discuss these problems. At this point
Mr. Buhmeyer supported ,the recanmendation of Mr. Meerians, .with .regard to the
24-foot road way.
Mr. Henderson moved to deny the applicant for approv.al until the CQ'lcems
expressed today before the Committee have been resolved. Mr. Kenton seconded,
motiOn carried.
Chail:lt\aIl Haeseker requested that Mr. Targal provide the conmittee with the
requested information and when that is received the project will again be
agendaed.

Mr. Henderson stated that the reason for his comments goes back
further to an original question,that being - is the present U. S. Home Master
Plan for drainage sufficient for this proj ect . Answer is a qualified yes.
The re'ason for the Ilqualified" -- our drainage criteria have ;",changed. since
that time and one of the things currently required is on-site retention of
storm water. His questions were:
On site retention will be required and applicant was given a copy of storm
drainage criteria by Mi. Henderson.

Mr. Wilson: No camnents, curiosity about final count of tennis courts
provided. Mr. Alexander - total total of 17.
Mr. Buhmeyer: No comments.

Mr. Meerians: Dri veway should have a clear width, of 24 feet. The
plan is currently showing 22.5. Parking spaces are adequate as far as dimensions
as they are showing 20 feet.
Mr. Kenton: No comments, assuming the criteria for the landscaping
will be met as discussed.
Mr. Campbell: No comments.
At this point Mr. Henderson raised the question as to why this
particular item came to the Conuni ttee . Mr. Healey responded that he had
suggested it since it is in a conunercial planned development and the scope of
the changes seems to require Canmission action. It will go to Canmission
for their approval on an ',':; ,'~',t for CPD Plan and it was logical for it to
come to the Resource Development committee to iron out any technical problems.
Mr. Healey also discussed the expansion and paving and members were shown on
the map just the area he was speaking about. Mr. Hendson pointed out further
details regarding future retention calculation to Mr. Alexander on the map.
Mr. Healey :moved,...:~l that the Canndttee approve the CPD Plan change
with the provisoes ~for the retention for the improved section; that the'
separation distance for the drives where there is a curb limitation be ex-
tended to 24 feet rather than the 22.5; that required landscaping be provided for
an intemal parki!1g lot. Motion seconded by Mr. Henderson and carried.
Discussion was held. Mr. Henderson felt that the developer should be aware that
Mr. Healey was very helpful to him by bringing this matter to the Caroni ttee .
Since the Committee has reviewed the material and restrictions and problems were
held to a minimum, it would make passage by the Commission easier.
Mr. Healey indicated to Mr. Alexander that an attempt would be made to
have this i tern on the February 15 Canrnission agenda. Chainnan Haeseker
questioned if the revisions would be ready in time and that six copies would be
needed. Mr. Alexander stated that it would be possible and also by getting the
copies ready as early as possible that the main retention area would only be
generalized.
Oral Report:
Item 4
Chai~an Haeseker talked with Jeffrey Butler, Assistant City Manager
for Finance,regarding the Committeels discussion at the last meeting on costs
to staff for review. Mr. Butler does not necessarily agree with the Committee
that there should not be any cost to the developer for having the Committee
review C.I.5. He"unde'rstands' what we are saying but wanted the Chainnan to
indicate to the City Manager that he (Mr. Butler) still feels the City is
supplying a service and that a seri7ice should have a charge. City, Manager
snoemaker has been ill and Chairman will report back to committee as soon as
this can be discussed further. ' ,
