Operations Center Conference Room.
Hotionwas made by Mr. Campbell and seconded by lir. Buhmeyer to approve the
minutes of October 26, 1979. Motion carried unanimously.

Mr.' Ayres moved to continue Item 2 on the Agenda (Holiday Inn Hotel, Clean~ater
,Beach) until ,the next meeting, which will be held on November 30, 1979. Seconded

A Florida Power representative presented their plan to show their ne\., alternative
routes for an electrical transmIssion ~ine across aeity park tocated along the
south boundary of Counti"yslde Boulevard west of U. S. Highway 19.
Mr. Battle stated he had visited the site and feels the route through the park Is
"best from 'a ,safety standpoint. However, it would have to be done with the under-
stan~ing that the City would have the tnallenable right for pedestrian traffic,
parking, etc., other than permanent structures, wIthin that easement. The City
must have free access from one side of the park to the other.
Mr., Battl~ also stated that because the transmission tine is going by a sub-
divIsion that' has been severely Impacted by Belcher Road, the Public Works
'Department feels that Florida Power should make a presentation to the Home Owners
.~ssoclatJon of. Woodgate Subdivision as to the impact of the various routes.
A repre~entattve from Florida Power stated there are two alternative routes~
namely~ coming down Countryside Boulevard or comIng across the park and down the
back side of Woodgate Estates. Individual 'key maps were distributed showing

Mr. Ayres had no comments.
Mr. Wilson stated the City has already developed a 7 acre park nnd 2 acres recently
donated by U. S. Homes glves the City a combined 9 acre park. The route through
the park site bisects this 9 acre parcel. Woodgntc residents were probably more
actively Involved In the planning of this existing pnrk than any other Association.
Many residents participated In each of the planning meettngs.
This week Parks and Recreation Department received a letter from the Home Owners
Association of Woodgate Estates stating they had met Clnd are now making recommenda-
t ions as to what they wou 1 d l' kc to have done w f th the add it I ona 1 2 ac res.
Hr. WIlson saId his department Is considerIng a Neighborhood Recreation Center, a
parking lot, and some additional recreational fact11tlcs. The Home Owners
AssocIation has expressed a keen Interest In a swimming pool for the area.
Hr. WIlson1s main concern with the llnc going through the park Is that it does
not preclude any development. He feels that because the home owners have been so
actIvely Involved that a presentation by Florida Power to their Association. show-
ing them the alternatives and giving them an opportunity for Input, would
definitely be in order.

Mr. Battle emphasized that neither this CommIttee nor the Home Owners Association
would have the final decision in the matter; rather, It will be the decision of
the City Manager.

A Florida Power representative stated they had contacted the home owners, and
there Is somc concern regardIng one of the routes coming along the back way.
Those home owners immedIately affected by the line are the ones expressing concern.
However, they have not expressed concern rega~dln9 the park property. Florida
Power will get back to them on this subject.

Mr. Wilson questioned whether there was any possibility of the pole being located
on the north property line. Florida Power stated they might be able to do this
but would have to change the whole route along the property line at the Ramada
Inn. Discussion ensued concerning the two guy wlres. Mr. Wilson stated he did
not want the guy wires going to the west but proposed that guy wires to the north
would not create too much of a problem for the park usage.

Mr. Campbell observed that there did not seem to be any trees in the way of the
line. However, he did question the line as It runs along U. S. 19 by Countryside
Hall, as to whether Florida Pmrer had placed the linc1s position exactly on the
ground at that point. The response was in the affirmative. Mr. Campbell asked
if.there would be the necessity for any tree removal. Florida Power did not feel
there would be, except for one possible baby tree at Countryside Plaza which
might Interfere with pole location. Hr. Campbell iJsked how high the lowest \\lire
on their service line would be. The representative stated that the total height
of poles is lOS feet and that preliminary design along Highway 19 shows that
wl~es will be approximately 48 feet above the ground at the lowest point.
Nr. Meerlans questioned whether Florida Power required any clear distance between
the poles and the parking, and they assured him they did not. Also, he que~tio~ed
hO\\I close the poles woul_~ be to the pavement along State Route 580 and U. S. 19.

und mewing it over. I~r. Peddy questioned why they could not operute the two
circuits with a single pole by doing the SDn~ thing. They stated that the problem
they are trying to solve by rf::-routlng Is to move u. circuit out of a direct
corrIdor so that It Is physically removed and sepa."ated. They said the problem
Is that that corridor today is our only source of supply Into Plnellas County and
It does not meet the load that we have In Pinellas County. The solution they
have come up with is two-fold; namely, routing one of the existing lines out of
the present corridor and also building the new western route.
Mr. Peddy commented that In using the route going through the park from Florida
Power's existing easement, they are asking for lq feet from the center line to
the north and 16 feet to the south_ Yet, he noted, they come to an abrupt halt
at Woodgate Subdivision. What is the reason? Florlda Power replied that they
'will have the pole face another dIrection while It is over that route. The power
,11 ne waul d be over the road I n the Sidney Cohen/Top of the \%rl d area and the
pole would back up to the Woodgate Addition's back lot line. The pole would not
be on the property line, but back up to It. Once it gets beyond the end of the
existing easement, then the line Is changed by placing the insulators on the
other side of the pole so that the line will continue straight. The pole in
,effect is changed over to the other side. 50, the pole virtually moves over 20
feet. The reason Florida Power does not r-equi re an easement in the Woodgate Area
is 'that this power line Is over the street. The 30 feet they are requesting
from Sidney Cohen will be sufficient because there is existing 12 feet of easement
in the \{oodgate a rea.
Question arose concerning possible dangers involved in a line on a playing field.
Florida Power assured the Committee that they must comply with national electric
safety codes, as well as have all proper clearances within a local area.
Mr. Peddy stated he saw no need for granting an easement within a park area if
it Is not absolutely necessary.
Hr. Rettig said he wanted FforJda Power to be aware that there are exlstln'g water
lInes and a well in the existing park and easement. As long as there would be n6
interference by Florlda Power1s construction, there would be no problem. They
statcd,that prior to laying the poles, they would try to make contacts with
indIviduals involved to be certain they would not tap fnto them. If they must,
Florida Power would relocate. They would submit drawings of locations.

Mr. Healey wondered what the relationshIp is between this re-route and the western
route, and Florida Power's representative said that In one aspect it is the same.
They ,both solve the same problem, which is getting Independent sources of trans-
mission, separated physIcally from other sources, Into prnellas County. The

Mr. Campbell stated he agreed wIth Mr. Healey that, from a layman's standpoint,
he does not sec any advantages to re~routlng. Also, he did not see how It would
outweigh the cost. Florida Power reiterated their statement ,that they want to
Insure adequate supply of power to Pine11as County for any dIsaster that mIght
occur, such as prolonged blackouts.
