I' Chairman Haeseker noted for the record that Parks and Recreati.on Department had no representative present and had no comments on any items on the agenda. Resource Development Committee membership was discussed. Mr. Healey summarized the contents of his memorandum to the City Manager as follows: (1) include the Energy Officer; (2) consider removing citizen members; and (3) having Mike Kenton ,speak for'environmental concerns, including those of the Land Resources Specialist ,(Mike Campbell). Discussion ensued. Mr. Kenton expressed concern that with his ,removal there would be no water quality expert on the Committee. ..t " f October r-: r- , , Minutes of the Resource Development Committee ~ October 26, 1979 Page #2 Mr. Healey stated the Planning Department has been considering changes to Sec. 34.01 of the Zoning Ordinance which sets forth the requirements for the CIS. Among the changes requested to be considered are: (1) change to threshold for projects re- quiring a CIS; and (2) greater flexibility in providing for waiver of the requirement for a CIS. Mr. Henderson suggested location of the bluff area be included as basis for requiring CIS. Mr. Rettig suggested a synopsis to hiRhli~ht each project, and Choirman Haeseker suggested a mini-version with aelectivA portions of CIS. Mr.'Healey will forward copies of proposed revisions to CIS to the Comnittee members for their review. (Continued) Burger King, Burger King Corporation (Owner); lo~ated on the northwest corner of Gulf-to-Bay and Arcturas Street Revised Preliminary Site Plan I: Mr. MeerUns stated that the State's access policy has overriden what was proposed by the City Traffic Engineer, resulting in two curb cuts with 3-ft. tapered radius on each one. He commented that the revised plan did not show easement area for traffic signals. He also noted the sidewalk should be shown on the final plan when revised. Existing points of access will be removed and curbs and landscaping placed in ac- cordance to the Code. .:,1. Applicant agreed to the above. Mr. Healey expressed concern with parking and setbacks. He commented that the relationship to adjoining property entrance and exit to the south shows a point of intersection with Chi Chi's Restaurant. This requireo adjustment to their plan. TIle City Manager has indicated it will not be necessary to plat the property. Mr. Mitchell of Public Storage told the Committee he had been informed (through Mr. George Ruppel) that the property would not require platting; also, easement would not be required across the rear of the property. Mr. Renderson gave the Engineering Department's comments wllich are attached. He encouraged the Committee to recommend the easement at the east property line be retained to permit access to adjoining properties. Mr. Kenton noted under landscape requirements that the minimum tree size should be eight (8) feet and not five (5) feet as indicated. Further, he does not concur with rezoning and emphasized the site plan should provide for building setbacks. Mr. Meerians stated the parking layout does not show dimensions. Applicant stated minimum space size would be 10 x 22 feet. Applicant stated he will agree to all suggestions except setbacks. Mr. Healey stated point of access to south is in conflict with the plan approved for Chi Chi's. Mr. Mitchell agree in principle and stated he had been in touch with Chi Chits Restaurant and will recontact them. Motion was made by Mr. Henderson, seconded by Mr. Rettig, to approve the revised preliminary site plan, subject to including recommendation to the City Commission that 24~ft. easement be provided along the eaat portion of the property; also subject to' looping water system as discussed; and subject to water main easements being pro- vided. Clearwater Villas Development Company (Owners); located on the east side of Old Coachman Road across street from St. Petersburg Junior College Community Impact Statement Mr. Rettig noted that on Page 9, Water Supply, notation should be looped by 811 line, not 6". He also questioned location of Tract 'B 1 inasmuch as it does not appear on . ' the plan. Applicant stated location was east of property at its southeast corner, slightly over one acre insfze and may not be included in the project. Mr. Rettig stated it should he noted on the plan. Mr. Healey stated the plan does not identify the sewer plant which will service the project. He indicated the market section was satisfactory but there was no informa- tion provided on tax impact. Applicant stated this has been calculated and will be shown. J, Messrs. Buhmeyer and Tripp had no comments. Mr. Meerians stated the plan, as shown, has been revised to provide a 3D-ft. entrance. He also noted that the landscape value of existing vegetation was not provided. Applicant stated the site plan was prepared to save trees and that they are an im~ portant part of the development. Mr. Henderson commented on the drainage and flood control elements) stating that this portion of the statement is satisfactory for the purposes it serves at this stage. Sanitary sewer will go to the East Plant. At this point in the meeting, the Committee excused the applicant in order to review the present administrative sewer moratorium applicable to the East Plant. Motion was made by Mr. Rettig, seconded by 101r. Kenton, to approve the Community Impact Statement with the following stipulations: (1) tax impact to be provided; (2) location of Tract 'n' to be noted; and (3) traffic generation figurcs to be corrected. Motion carried unanimously. Preliminary Site Plan Mr. Buhmeyer stated that, as shown on the plan, hydrant location is not acceptable. Applicant agreed to relocate. Mr. Rettig stated the water main location as shown will need to be revised. In ad- dition, easement is needed over water main up to point where hydrant and meter are located. Hr. Rettig also requested another B" valve. Applicant agreed. Dumpsters should be located after consultation with Sanitation Superintendent to avoid any problems with access and backing up. Mr. Healey commented on several points. He quewtioned whether the entry way across Florida Power will be a right-of-way easement. Applicant stated two are available to the property but only one will be utili~ed in the plan. He also inquired concerning the relationship of Tract IB' to the property and the lack of acccss to it. He was informed by the applicant property could be disposed of for some other use or utili~ed for recreation. Concerning the parking, he stated the aisles are slightly offset, making it somewhat awkward. Also of concern is the fact that the density would he above what the proposed land use plan ,calls for in the Residential/Office category. Mr. Hesley inquired if the provision for retention ponds would require a plan change and Mr. .Henderson assured him the final construction plans would not be approved without adequate retention. Mr. Henderson gave the Engineering Department's comments which are attached. He commented on the fact that Tract 'B' is a landlocked parcel and, as such, could not be sold other than to an adjoining property owner due to no access being provided. Mr. Kenton commented that the run-off during construction will be handled through an administrative review process. It is his belief that the trees can be saved at the edge of the building. He noted the retention ponds arc not identified and that there is a density problem as previously noted. Mr. John Rooks was asked by Mr. Henderson to address the drainage provisions. (Developer); located on Clearwater Beach west of Mandalay Avenue and north of Marianne Street Community Impact Statement Messrs. Rettig, Buhmeyer and Ayres had no comments. " , .,. . Mr. Healey stated there were a number of considerations, including the density factor concerning the ancillary facilities. The shops proposed are in addition to what the Code provides for and he questioned how the applicant proposed to account for retail services in addition to the 'hotel. Concerning Section K - Architecture, Mr. Healey expressed concern regarding the apparent need for variance to the waterfront vista and building height requirements. There is a substantial deviation from the Code which requires more careful consideration and we need to know to what extent it affects the view and architectural compatibility. ' AppliDtnt responded that adequate parking area is provided for the retail uses and that the shops are not a necessary part of the hotel but will contribute to revitalization of the area. , " Mr. Meerians made notation on Page 9 - D - showing access from Marianne and egress to Mandalay and the fact that it would be difficult to control these one-way provisions for traffic movement. t ' ,c. Mr. Healey inquired if there would be specific accommodations for public transit such as buses, limousine services, etc. on the property. Applicant stated this was not addressed in the plan but could be accommodated on the street or from an internal loading zone provided on-site. d ( , (' . Motion was made by Mr. Hoaley, seconded by Mr. Kenton, to continue this item to allow the applicant time to submit addendum that would include: (1) information Mr. Kenton needs to locate and identify impact on removal of vegetation; (2) iden" tification and evaluation of any variances required from the Code; (3) idcntifcation of provisions, on and off-sitc, to accommodate public transit; (4) expansion of sections under architecture, with particular reference to shadow effect; and (5) identify floor area, land area and related requirements attributable to retail shops. Motion carried unanimously. Preliminary Site Plan Mr. Buhmeyer stated hydrant needs to be relocated as it is too close to the building. Applicant agreed. Also, additional hydrant at exit road on northeast corner of building on Mandalay. Mr. Bubmeyer stated line will not be permitted under building and he preferred it be looped. Applicant replied he was getting into t he area of I running ,the line behind the seawall if this were the case. Mr. Rettig commented he needs an easement for the water main up to the hydrant and that the retail shops should be individually metered. Mr. Healey stated additional l2-ft. right-of-way proposed to he dedicated needs to be.assessed with respect to specific utilization and treatment. He also felt that the off-set portions of both Papaya and Marianne Streets could be considered for dedication to provide expanded public access to the beach and waterfront. He re- iterated that there are major deviations from the Code being sought regarding building height and waterfront vista requirements. ,Mr. Henderson stated percolation of water through the use of perforated pipe is a satisfactory method of , storm-water disposition and that drainage details will be re- checked at time of construction plans. He further commented that a sidewalk is not indicated on the plan and will be required to be installed. He 'indica~ed additional right..of-way access to the beach area was desirable and noted that the proposed entrance from Marianne Street would omit several parking spaces. Mr. Kenton stated there is adequate space to meet the landscape code and the coastal conttruction control line has been complied with. Applicant acknowledged that vegetation will be removed by permit only. Mr. Ayres had no comments. Mr. Meerians noted his preference that both access points be located on Mandalay and eliminate tbe one on Marianne as it will generate traffic problems in tbe parking lot. lIe also commented that angular stalls underneath building cannot be utilized as it is impossible to make turns. Mr. Healey asked if the parking to be removed were being replaced elsowhere. Ar- plinnt stated that a new lot wIll accommodate staff displaced.. Mr. Rettig inquired if the quality of sewage will be domestic and Mr. Kenton stated several complaints had been received of super-heated water entering the boy from this approximate location. TIle applicant assured them there had not been any discharge into the storm sewer. Mr. Henderson stated the applicant is changing drainage patterns and they arc re- quired to treat it as a new site and not take what they have currently draining from site and consider that the natural state. Applicant stated they hnve added green space and that essentially the roof of the new building has replaced the parking area. Percolation is slightly increased and not calculated based on n natural state. Mr. Kenton commented that the 7211 storm water line is the worst situation water quality wise and that the developer failed to furnish information on air and noise standards. A letter should be forwarded stating they see no excessive emission or noise generation. He further commented the two existing trees on the property must be protected. Applicant assured them there would be no emissions and the only noise would emanate from vehicular traffic. Mr. Ayres made note of Page 8, #4 - Energy Conservation Code, stating it must be met. Applicant noted this was an oversight. Mr. Buhmeyer noted parking spaces may be blocking access to water system for fire fighting purposes. Mr. Henderson expressed concern about drainage and placing the proposed bUilding over the existing storm sewer inasmuch as the system has a limited life. Applicant said a study had been done regarding feasibility of moving line. Cost and HSA requireme~t that facility must be attached to the hospital dictate location. Considerable discussion ensued concerning building over the storm sewer line. Mr. Henderson commented he would like to have Mr. Battleta input as no staff member would have given approval to put the line under the building. MOtion was made by Mr. Henderson, seconded by Mr. Healey, to approve the community impact statement, contingent upon discussiog with Mr. Battlc the details of storm sewer/building location approval in addition to receiving a letter re air and noise pollution. Mr. Meertans commented parking space is 9 x 19 feet and that 24-ft. aisle for vehicles to beck out of space for maneuvering is required. lIe also noted the traffic island separator needs to be changed. Mr. Kenton stated a variance is required from the Board of Adjustment and Appeal on Zoning re any deviation from landscaping requirement. Applicant noted he has a revokable perm~t to park in the right-of-way at present and proposed layout would be an improvement over existing aituation. At this point, Mr. Ayres left and Mr. St. Jean took his place. Motion was made by Mr. Healey, seconded by Mr. Rettig, to approve the preliminary site plan contingent upon plan to be revised to address entry w~,parking and landscaping, with revised plan be submitted to the Traffic Engineer and Mike Kenton for their joint approval prior to submission to the City Commission. If it does not meet with Traffic Engineer's and Assistant Public Works Director/Environmental then it will come back to the full Committee. Motion carried with Mr. St. Jean in abstention and Mr. voting "no." R. 102 and ,Landmark Drive Preliminary Site Plan Mr. Rettig had no comments other than questioning the provisions for refuse and disposal. Applicant stated dumpster location will be on the access drive off Landma'rk Dr! ve. Mr. Healey commented on several points. He stated a 5-ft. landscaping buffer should be located between parking lot and the public right-of-way. The drainage swale cannot be counted for both ~etention and landscaptng purposes. ,In addition, applicant should confirm with the owoer(Rutenberg) arrangements for filing subdivision plat. Assuming it is a requirement, process should be initiated. 'I Mr. Meeriens commented that a sidewalk will be required on both streets and should be noted on the plan. Parking is satisfactory. Mr. St. Jean, stated he cannot give approval for a bUilding permit until property has been platted and recorded. Mr. Kenton noted a 24-inch pine tree should be saved. Mr. Henderson stated we have had poor experience using combination landscape buffer and retention area and cited Drew Street Plaza as an example. Further, he sug- gested providing space to be set aside for drainage retention and the best place to locate it would be where the outfall is at west side of property. Rather'than redesign the drainage, applicant responded he would prefer to increase the area between the right-of-way and the parking lot to provide for both drainage and landscaping.
