Chairman Haeseker called the special Resource Development Com-
'rnittee meeting of September 21, 1979, to order at 10:00 a.m.
in the, Operations Center Conference Room.
, She stated that the Committee would be examining the site
plan, and in particular, the traffic flow, parking lots and
roads. The plan had been enlarged and the scale was 1/50
rather thanl/64. She reminded the Committee that the site of
the building had been approved previously.,

Ream Wilson said that the maintenance was not critical and
that he found the plan to be satisfactory.
'Mike Kenton discussed trees on the east side of the site.
The 'eight-inch diameter,oaks could be moved, however, the
thirty-inch diameter pine trees could not. He and Keith
Crawford discussed the tree locations in relation to parking.
':Mike Kenton said that with minor modifications to the plan
that the tree concerns could be worked out.
Keith Crawford discussed the planter strips which would mean
the sacrifice of parking area. In looking at the plan, he
determin~d that there were 546 parking spaces. He stated
,that some parking may need to be in the north park area. If
the Center were filled to capacity (2000 people), 500 parking

spaces would not be enough. He noted that the parking lot
sketch was made without a tree survey and that the site plan
had been blown up to match the tree survey.
Mr. Crawford said that based on other auditoriums, 900 spaces
,would be adequate.
Cecil Henderson stated that the Committee needed to determine
the number of spaces that would be needed. Because the building
had been moved to the west, there were fewer parking spaces.

Ream Wilson suggested putting 500 spaces on the west side for
parking and then drawing in 200 more spaces in the southwest
corner of the future park area. Mr. Crawford stated that the
area Mr. Wilson was referring to was originally meant to be
used for overflow parking.
Mr. Crawford wanted to meet the Code requirement of 666 parking
spaces. He changed his original determination of 546 spaces to
600 spaces.
Mike Kenton said there were 315 feet on the middle right of
,way. The center aisle dividers were eight feet wide and he
thought that they could be less wide.
Mr. Crawford pointed out that the installation of the dividers
had reduced the number of parking spaces. He said the aisles
would have to be five feet wide to protect the light poles.
Don Williams asked Mike Kenton to color-code the priority of
the trees and Mr. Kenton agreed to do so. Mr. Kenton said
that the thirty-inch diameter pine tree would buffer the
shadow effect.
In discussing the use of grassed in parking, ,
Mr. Williams asked how much the grade aroufid the trees could
be altered and Mr. Kenton answered that it would depend on the
material -- coarse sand or gravel would be very porus. It would
be necessary to look at the root zone of the tree, percolation,
and tree size. A good arrangement would be to put drain tile
in first and then gravel or some porous material.
Cecil Henderson suggested that Code parking requirements be met,
and later~ if it were found that more parking was needed that
additional parking be installed.

Mr. Crawford stated if standard lighting were used, planters
could be eliminated. Don Williams, in'discussing the center
aisles, said he would speak with the consulting engineer to
find out what kind of arrangement would be required to develop
lighting on the center aisles. Charles Rutenberg and Al
ijoffman definitely did want the aisles and not a mass of open
pavement. He determined that removing three feet from each strip
would add twenty-four feet that could be used for parking.

Keith Crawford discussed circulation. He suggested having reserved
spaces for S~\e persons at a possible cost of $150 a year.
On the west lot, the coordination of light and the trees needs
to be worked out. The circulation was satisfactory. He wanted
one driveway only, but under light traffic conditions, both
driveways could be used for entry.
Mike Kenton pointed out that there would be a possible loss of'
10 or 15 more parking spaces in order to save trees. He will
meet with Don Williams and Keith Crawford to identify and work
out the minor changes.
Cecil Henderson moved to meet the Code requirements with 700 paved
parlting spaces. Parking would be expanded with grass parking on
'the.area available for that purpose. Grass parking would be
stabilized and graded to drain. Mike Kenton seconded the
motion which carried unanimously.
. Hank St. Jean suggested that RDC minutes indicate the date of
the site plan being reviewed. This plan was dated September 14,
1979, and was enlarged on September 16, 1979.
George Buhmeyer moved that the preliminary site plan for the
Performing Arts Center show a fire hydrant that had not been
indicated on the plan, tap on stub for future development, turn
hydrant on the east side to face the roadway, and show the size
of the'water line. Hank st. Jean seconded the motion which car-
ried unanimously.
Cecil Henderson moved to approve the preliminary site plan for
the Performing Arts Center with the modifications as discussed,
'on the final construction plans; these to include provisions to
save trees, and to provide adequate protection and optimum loca-
tion for lighting. Keith Crawford seconded the motion.
Motion carried unanimously.
