M. in the Mayor's ConIerencl~ Room, City Hall, by Chairman Betty Haeseker. Copies of the ininutes of the Resource De velopment Conunittee meetings of December 8 and December 17 were distributed at this time.. The minutes will be submitted for approval at the ,meeting of January 12, 1979. ;, Prelin:inary Site Plan Review - Proposed Apartment Building Located Between Gulf View Boulevard and Coronado Drive. The question was raised by the Committee as to whether the required ~',land for open-space use is available. Mr. Haddox felt he was in excess of the , ,'8,0,80 square feet required. , . ~ Zonin~ Enforcement Officer: No conunents. Parks &c Recreation Director: No comments. Fire Ma.rshall: No comments. Land Resources Specialist: No comments. .l Assistant Traffic En$tineer: Would prefer to see the 1 ZO-foot drive from. one pa.rking lot to the other widened. Mr. Haddox noted that the drive was more than adequate"for one-way traffic and it had been approved by Keith Crawford, Traffic Engineer. However, he agreed to expand it to 24 feet. ' Utilities Director: Expressed concern with fixed dumpster location. Mr. Haddox will contact Sanitation Superintendent John Selover {or his advice as to the location. Plannin~ Director: Requested further clarification on open-space land. After clarification was given by Mr. Haddox, no cormnents. Ream. Wilson moved for approval of the preliminary site plan. Assistant Public Works Director: Stated concerns regarding current and proposed ownership or private etreet and utility easements; also the possibility of the City eventually being required 'to maintain them should proposed land sales be completed. He could not support the C. I. S. for that reason. Mr. Lloveras will bring the committee a solution to this problem, or 6S an alternative, legal docwnents obviating the need for concern. Mr. Henderson expressed further concern with the sanitary sewer. The City does not agree that the present arrangement is a good one. He suggested it could be improved by going direcUy into the existing sanitary sewer line. The developer is willing to comply with that solution. Mr. Henderson moved that the C.I. S. be continued. The motion was seconded and carried unanimously. Site Plan: Zoning Enforcement Officer: Mentioned a problem with set backs which the Planning Director will address. '" Parks &: Recreation Director: No comments. Fire Marshal: Reported there are no accesses for fire prevention. There is no way the Fire Department can set a. piece of equipment in the . development and make effective rescues as the equipment cannot be : 'positioned close enough. There are no fire lanes on the lot. He requested the developer get with the firefighting forces to'make the necessary changes , in the site plan. It is unacceptable as submitted. , ~and Resources Specialist: There are some landscaping problemsl specifically along State Road 699 a.nd along Harbourage Court. He suggested the developer a.nd John Richter of the Planning Department iron out the problems. Assistant Public' Works Directqr: Expressed concern about ingress and egress in Harbourage Court. The plan appears to have met all other enginee~ng requirements~ . .Assistant Traffic Engineer: Agreed with Mr. Henderson that it would be better if drives were located across from each other. He stated there were no real problems, however. He requested a copy of the plan for parldng underneath the building. The developer indicated a copy of this plan had been forwal'ded to the City but apparently was never received. Another copy will be provided. PlanninR: Director: Stated that the developer is short oC the required set ba.cks on each of the lot lines. The plan shows 30 feet, but should be 33 feet. The Planning Department has allowed the developer to treat the deflign as two narrow parcels to assist in set back requirements. Even that intersects the structural part of the wall. The developer stated that the wing wall begins at 8 feet and does not violate the set back. According to the 'Zoning Enforcement Officer, wing walls are acceptable if they are not c~nstructed closer than six feet from ground level. Mr. Healey expressed more concern about the set back from the street which has not been met in the northernmost building. He stated that he felt he could support treatment as two narrow, separate parcels as stated earlier providing the street meets certain guideUnes for public streets. Mr. Healey questioned an area, admittedly outside his scope of expertise, concerning whether the swirmning pool met the Coastal Construe.. tion Code. He asked that it be cleared through the Marine Advisory Board. c( . 'j' ' Mr. Healey advised that part of the sidewalk is on the property.
