Home Corporation The meeting began at 10:10 a.m. iri the Mayor's Conference Room with the distribution of the minutes of the previous meeting. These will be reviewed by the Committee members and acted upon at the next RDC mee ting. U. S'. Home - CIS' Errata Sheet Since, the errata sheet to the CIS for this tract corrected the deficiencies noted by the various departments, a motion was made by Mr. Kenton to Tecommend approval of the CIS. This was seconded by Marshal Buhmeyer and carried unanimously. Regarding the site plan, Messrs. Wilson, Rettig, Buhmeyer, Alexander, Kenton,' and,Paroby stated there were no problems. Mr. Henderson raised the subject of maintenance of the retention" areas and hoped that the homeowners in this tract would be "made aware of their responsibility through their Homeowner's Association. Mr. Healey commented (1) regarding the 5' setback on Building No.5 to the effect that it does not scale out and that it should be checked; (2) there is a small difference in the total setback on Building No. 36, but that he (Mr. Healey)'would support a waiver in this case; and (3) that he had a question as to the method of measuring lot coverage and open space - citing Lot No. 33 as an example. Mr. McAuliffe requested conditional approval based on compliance with suggestions made by Mr. Healey or con- verting the project to condominiums and thereby eliminating individual lots. Mr. Kenton stated he hoped the City Forester would not be handicapped by approval of this site plan - so that minor changes may take place' to allow enforcement of the tree ordinance. He was assured by U.S. Home representatives and RDC members that these minor changes could take place following site plan approval. Mr. Paroby made a motion to recommend site plan approval subject to accommodatfon pf the setback and lot coverage/ open space problems outlined by the Planning Director, and resolu- tion of a problem relating to straightening of an access road. Mr. Rettig seconded the motion and it carried unanimously. ~ Wilson stated that since the revised vegetation statement had been delivered to the City Forester, the CIS could now go forward to the City Commission with recommendation for approval. With reference to the Site Plan, Messrs.. Henderson, Meerians, Wilson, Buhmeyer, Alexander, Kenton, Healey and Paroby made no comment. Mr. Rettig inquired as to how Building No. 22 was to be served with water., Mr. Mazur said service was to come from the water line in front of Building 20 and be extended. Mr. Rettig made comment regarding the need for an easement to accom- plish this water service and the requirement for a meter in front of each building. The U.S. Home representative acknowledged these requirements. A motion to recommend approval of the Site Plan for Tract 4 was made by Mr. Kenton, and seconded by Mr. Buhmeyer, carrying unanimously. Item 3 - Tract 60, Countryside, U.S. Home - Subdivision Plat Review continuea. Mr. Mazur submitted a revised subdivision plat showing changes to the drainage system. Mr. Wilson stated that the Parks and Recreation Department had no problems with the Subdivision Plat. Mr. Henderson commented that he had no problems but that the Engineering Depart- ment would expect u.s. Home to give concrete facts that the drainage area as proposed will, in fact, do what it is supposed to. Mr. Healey reminded the U.S. Home representatives that approval at this time does not constitute approval of construction plans. Mr. Paroby emphasized to the Committee the need to bring problems for- ward at this stage before the plans reached the City Commission. A, tentative meeting to discuss monetary contribution by u.s. Home for park or related development improvements to recognize off-site retention on Tract 61 'was set for Thursday, September 14th (time to be arranged) with U.S. Home representatives, the Planning Director, Parks & Recreation Director, and Assistant City Manager Paroby at- tending. Minutes of RDC Meeting - 9/8/78 Page Three Mr. Rettig then made a motion to recommend approval of the Subdivision Plat for Tract 60. This was seconded by Mr.. Alexander and carried unanimously. Item 4 - Shady Oak Fa~ Subdi~ision (formerly Water Oaks Farms) CIS Review. ~ There was no representative of this project at the meeting. Several Committee members mentioned problems which must be corrected re- garding,the Community Impact Statement. A motion was then made by Ream Wilson to continue this it'em and to notify the developer. This was seconded by Michael Kenton and carried unanimously. A letter ~ll be sent to the applicant by the Planning Department informing him of the existing discrepancies (copy to be attached to these minutes). Item 5 - Highland' Center - Continued for discussion. The applicant was not present. Mr. Healey informed the Committee that the City Manager has written a letter to the County requesting that construction be stopped on this project, and that the County had issued a stop-order on the construction as of September 8th. Mr. Kenton suggested a meeting between 'the City and County to formulate steps to be taken to prevent this situation from arising in the future. ~;. .' !': Item 6 - Protection o'f CamQhor' Tr'ee adjacen't 'to Perkins Cake and Steak Site. Mr. Wilson stated that Mr. Rupple, owner of the property on which the camphor tree stands, is very receptive to whatever protection measures the City would like to employ. Mr. Wilson stated his preference for fencing and noted that approximately 300 feet of fencing would be needed to encircle the tree. Following discussion, the consensus was that a split rail fence would be the preference of the Committee. !.. Item 7 - Fee Schedule - CIS, Site Plan, Subdivision Plat - for discussi'on. ' ":!h :.. ' ,,' Mr. Henderson mentioned the need for incorporating the cost of , messenger service, as well as telephone expense when calculating the amount that it costs each department to review each of the above. He stated that it costs the Engineering Department an estimated ,$27.80 to review a Community Impact Statement. Marshal Buhmeyer estimated $10.00 to review each of the documents by the Fire Department, while Mrs. Loyd estimated the Planning Department figures to be $67.15 per CIS, $52.47 per Site Plan review, and $50.:25 ,per Subdivision Plat. Only the Engineering Department figures , ~eflect ,messenger and phone costs. Messrs. Meerians arid Wilson will submit co~t estimates for their respective departments at a later date. ' It was mentioned that Clearwater at present has no fee ,for Site, Plan review. 'Mr. ~enderson commented that the prepara~ tion' and submission of a Community' Impact Statement has often 'resulted in a saving of both time and money for the developer, ~s.~ell as being beneficial to the City.
