Meeting was called to order at 10:10 a.m. in the Mayor's Conference
Room, City Hall. by Mr. Renando.
Item 1 - Island Estates Villas - Review of CIS

Mr. Henderson mentioned that the ten foot easement on the north
side of the property does not appear to have been dedicated to
the City. and that this would need to be taken care of.
Mr. Rettig referred to a six-inch water main which was shown on
the plans) indicating that which ever mains were to be used -
it was required that the system be looped.
Mr. Blanton and Mr. Alexander (the latter via a phone' call with
the message forwarded to the Committee) raised the question
of the use of pilings on this project since construction was to
take place on filled land,. They were assured by Island Estates
Villas representatives that pilings were to be used.
Mr. Kenton made note of the water retention facility proposed,
and the desirability of considering water quality effects in such
a project. No further comments were offered by the Committee.
Mr. Henderson made a motion to recommend acceptance of the CIS,
noting that work has yet to be done to finish the design for the
water'system. The motion was seconded by Mr. Buhmeyer and passed
unanimously by the Committee.
Mr. Healey commented at length on the above questions descriqing
proposed changes in the waiver process which would give the
Committee 'greater flexibility in the matter of waivers.

Following discussion he was requested by Mr. Renando to place
the recommendations in ordinance form to be submitted to the
City Commission for their approval.
Mr. Paroby suggested an administrative directive be issued
p.ertaining to. in-house proj ects and the need for Community
Impac.t Statements. He said. "We need to make a conscientious'
self analysis as to the standards we impose on others." ,He
mentioned ~the need to be concerned with the economic impact
on citizens which the submission o~ a CIS imposes. Mr.
Renando stated that he would like to see approval granted by
the City Manager. with the City Commission revieWing only
upon their request to do so. This would save time for the
developers, Mr. Renando pointed out.
Mr. Henderson mentioned that if the City prepares a CIS for
a project in which many departments will participate,that
the Committee will ,end up reviewing each other's work; and
he questioned whether the Committee would be able to remain
objective in such 'a case.
Meeting was adjourned at 10:35 a.m.
