The first item on the agenda was the waiver of the CIS for Tract 52, Rustlewood, Countryside. The Planning Director stated his preference to the Committee for two entrances/exits from this or any other development rather than the one shown on the plans. Traffic Engineering stated that they are looking into this situa- tion and that it would be advantageous ~o have an entrance/exit onto 580. The Fire Department would like to have two entrances/ exits for emergency situations. Mr. Bosworth stated that they could provide a subsurface that would adequately support emergency vehicles but that they were trying to avoid through traffic into this development. Traffic Engineering further stated that more than one entrance/exit would be desirable but not a requirement. Engineering requested easements for sewers) etc. be obtained early; Mr. Kerwin stated that the requested easements were already in the fin,a! site plans. The Environmental Planner questioned the urban run off situation. Mr. John Hill provided a sketch showing the storage area for run, off. The lake formed from this run off will be l~ acres (1 acre required size), water will pass over grassy area before entrance into lake. It will then drain into the Curlew Creek'Basin. The Planning Director then inquired about the number of trees to be removed for this lake. Mr. Hill answered that the lake is situated in such a way as to negate removal of trees. Mr. Pinnell stated that trees would actually be added to this area. Mr. Bosworth stated that the final drawings are not ready as of yet but that few trees would be removed; final site plans and roadways are yet to be determined. Parks and Recreation Director was concerned about tree removal. Pat Tracy stated that he was in favor of the waiver. Utilities Director also stated that he was in favor of the :"':- ~ ',' ~ l , "\'.. Mr. Hill gave a description of the sewer and drainage. He alsu stated that they will provide necessary easements. There will also be four fire hydrants in this development. Utilities Director reminded the developer that gas is accessible to this proposed development. A motion was made by Mr. Kenton, seconded by Mr. Henderson, to grant the waiver of CIS. At this point, the Planning Director again stated his objection to allowing the development to be built with only one entrance/exit. Mr. Boswell stated that they had no objection to an emergency type entrance into the development. Engineering again stated that they could see no reason for the debate about one or more entrances to this development. Another motion was made to accept CIS waiver con- tigent upon site plan review and approval by Traffic Engineering. Motion second-and passed. Planning Director registered objection. The second item on the agenda was the review of the St. Petersburg Times and Evening Independent CIS. The Planning Director has no , questions or comments. Engineering has no problems with this development, water and sewer and drainage are there. Building department has no problems. Traffic Engineering stated that the parking lot plan is being modified and they have been working with the architect on this. Parks and Recreation and Pat Tracy have no, problems with this development. Utilities questioned the photo 'lab waste, and.was satisfied with the 1;0 answer given by Mr. Williams. Fire Department had no comments. The Environmental Planner had no comments. Motion was made and seconded that the CIS be approved. Motio~ passed. Upon request of the Planning Director. the Pinewood Subdivision was next discussed in regards to waiver of CIS. Motion was made by Mr. Henderson. seconded by, Mr. Kenton. to grant the waiver of ,CIS contingent upon receiving easements.
