The meeting was called to order at 10:10 a.m. in the Mayorts
Conference Room, City Hall, by Mr. Renando.
Item 1 - Sunset Point Nursing Center - Review of CIS and Site Plan
The Traffic Engineering and Parks & Recreation Departments had
no comment, nor did Mr. Alexander. Mr. Tracy commented regarding
. the landscaping for this project, stating that a hedge would be
required between the parking area and the undeveloped residential
property to the east and that this will be addressed when construc-
tion plans are submitted. He also mentioned the need for a tree
permit for removal of any myrtle or chinaberry trees over 4" D.B.H.
Mr. King, Fire Department representative, had no comment. Mr.
Healey, Chief Planner, made some comments relative to this project
which-were then summed up by Mr. Renando stating that the CIS is
adequate, but its acceptance in support of a plan and zoning dis-
trict change was questionable. Mr. Renando at this ti~e reminded
those present that according to the new procedure, the site plan
will not be submitted to the Planning and Zoning Bonrd, but will
pass directly to the City Commission following correction of any
deficiencies pointed out by the Resource Development Committee.
Comments submitted by George L. Buhmeyer, Fire Marshal, were read
by Mr. Renando: The water main must be 8" to t~e first fire
hydrant and 6u to the north fire hydrant 'and there will be one
additional fire hydrant required. Comment submitted by the
Utilities Director was th~n read - he stated that all fire lines
require a detector check with by-pass meter which necessitates
an easement for such fire line and/or fire hydrant. Mr. Renando

addressed the Sunset Point Nursing Center representat'ives,
stating that if the changes indicated could be made before
the next RDC meeting on August 11th, then the CIS could go
directly to the City Commission. He did make clear that the
ROC does not have anything to do with zoning.
A motion was made by Mr. Henderson to continue this considera-
tion until the next meeting. This was seconded by Mr. King
and passed unanimously.

Mr. Henderson made no comment. Mr~ Meerians, Traffic Engineering,
referring to the plan. stated that two vehicles waiting to exit
would completely block the intersection. Parks and Recreation
had no comment. Mr. Tracy mentioned that the survey was lacking
sizes on various trees. Mr. Renando read the Utilities Director's
comment that each building shall have a separate water meter and
easements are required for water mains up to the meter locations
and/or fire hydrants. The Fire Department representative stated
the need for two new fire hydrants and the relocation westward
of another onej also the need for an 8" water main. Mr. Healey
stated he was reluctant to approve the CIS because it does not
address the criteria of the Ordinance. He would support applica-
tion to the City Commission to waive the CIS as it applies to
,this area and to consider the site plan separately. Mr. Bodziak,
U.S. Home, agreed that all changes mentioned could be corrected
before the next RDC meeting in two weeks, so that the site plan
and CIS can go forward to the City Commission.
A motion was made by Mr. King to continue the item subject to
changes to the CIS and site plan to the next ROC meetingj this
was seconded by Mr. Alexander and passed with two negative votes
cast by Messrs. Renando and Kenton. Mr. Renando stated that the
staff would try to get permission from the City Commission for the
CIS to be waived when there is a master plan. Site plans will
however, be required on each tract.
Item 3 - Hi~hland Qenter - Preliminary Plan Review in Coniunction
with Annexation
This annexation has been approved subject to approval of the
site plan by the Resource Development Committee.
Mr. Henderson, Engineering Department, reminded Mr. Smoyer that
the drainage plan required by the City must be designed by a
registered engineeri also that there is a flooding problem in
the area which will require additional storage area be set aside
for water when heavy rainfalls occur. It was also pointed out
that the City still does not have a legal description of this
property or proof of ownership. Mr. Smoyer assured the Committee
that this would be forthcoming by Tuesday, August 1st.

. The Traffic Engineer stated that there were several items
which needed attention and suggeste~ that Mr. Smoyer discuss
them in detail at a time separate from this meeting. No
comment was made by Mr. Wilson; however, the City Forester
commented on the need .to make sure that trees be retained
and suggested that Mr. Smoyer discuss the matter at another
time with him in order that the requirements would be clearly
understood. Mr. Renando read comments submitted by the
Utilities Director which mentioned the City regulation that
each store have a separate water meter, that the minimum
size. for a water main is 4" and mains must be in an easement
or ROW; also that the dumpster location shown is not good
and must be approved by the Sanitation Superintendent.
The Fire Department representative stated that there is a
problem with availability of water in the event of a fire;
that an 8" main is recommended and that a hydrant can be located
. north or south of the building. Vacation of three parking
'spaces was mentioned ,in order to provide fire, access. The
Planning Department is basically concerned with the property,
in relationship to. homes to the north and the overall workability
of the. site plan. Mr. Kenton had no comment.

Mr. Renando suggested continuation of the project until the
'next.RDe meeting, and the Connnittee concurred.
