The meeting was called to order at 10:00 AM by Vice-Chairman W. D. Renando. The purpose of tbe meeting was to review the Community Impact Statement sub- mitted by U. S. Home of Florida, Inc. (Countryside Annexation II). The Countryside Annexation II application proposes to expand the existing 1.406-acre Countryside development to approximately 1.822 acreSj 345 acres adjacent to the north perimeter to Curlew Road referred to as the North Addition, and 71 acres along the south perimeter referred to as the South Addition. Traffic Engineer Keith Crawford stated there was a problem with the streets to th~ north (minor problems of street alignment). Mr. King stated that U. S. Home could go along totally with the recommendations of the Traffic Consultant. '{:';: " . i'l ~',:: . Considerable discussion ensued concerning four-laning Landmark Drive. Mr. Renando stated that if U. S. Home deve1o~ the northwest corner as proposed, all traffic leaving Countryside will have to exit on S. R. 586. Policy is to provide stubs into adjoining properties. Further, he stated that 66th Street should go straight and according to the line-up. (If MCMullen-Booth Road is improved and U. S. 19 upgraded, then they would use either Me-Mu11en-Booth Road or U. S~ 19~) U. S. Home will four-lane up to Northside Drive. Mr. Riley stated that Landmark Drive will be paved, .with curbs. but only two lanes (on the north. piece) . Countryside Blvd. will be the same. Four lane stops at Landmark Drive. (This drive was originally set up as 80 ft. right of way (collector road). Mr. King stated that there doesn~t need to be any access to this road. Fact was brought out that in 1972 U. '5. City Engineer Cecil Henderson recommended building two lanes on the other side and add later. He stated that it is the City's position the road'shou1d be built now not wait until traffic volume designates it. (Examples cited were Belcher Road and Union Street.) /:\i: :'" '.'< U. S. Home will get together with Traffic Engineer and City Engineer re final site plan. Englneeri~g needs to know right-of-way needs to annex adjacent properties. Re Parks and Recreation item, Mr~ King stated that already the two acres off Wind- gate are in the processing of being landscaped and construction of playground equipment is underway. It wan stated that they are on the north corner and should be looped. This will be accoDlplished. At SODle point tn the future, there will be another connection. Mr. Renando stated that the water line up t,o North Drive is going out and looping back. Fact was brought up concerning the State Law requiring ramping of sidewalks to be used by the handicapped. Mr. King stated that miami curbs are being built to comply with said law. However, it was noted that the slopes seem a bLt too Bteepin accordance to the requirements. Mr. Renando made the following comments: (1) 10 U. S. Home pumping water out of West Lake? No. ,',.' (2) Out of the holding pond? No. (It was noted that there had been a complaint from Pollution Control that they are polluting Curlew Creek.) (3) Too much Commercial acreage. .l. (4) Too much request for Commercial acreage. ': " , , , Planning Department has problems with the market analysis of Commercial zoning request; also, annexations and rezonings. Mr. Renando stated his comments con- cerning the Economic Report. Further, he stated that Planning Staff Economist commented that th~e are not sufficient dollars to support the people and the request amount of Commercial zoning should not be granted. Mr. King stated that U. S. Home had paid Gladstone & Associates $45,000 for this Economic Study and it would justify 6'50,000 sq. ft. They are requesting nowhere near that amount. An'appointment will be made with their Economist and the Planning Staff's. Mr. Renando suggested that if a small amount of Commercial acreage is effected, it might be an acre or 80, perhaps at the corner of Tract 54 (intersection); also, intersection of Tract 56. At an intersection, one has the possibility of buffering. .Mr. King stated it would be considered in Tract 54 (something comparable to a 7/11). High School will be right next to Tract 54. Also suggested was some change from PS', ProfesBi~nal Services, to Commercial zoning. " . .t' -' . ~: . ';:.", '.~:'. ,. ~'.
