Public hearing was held at 1:30 PM prior to the regular meeting re application for
. annexation and zoning followed by a public hearing for the purpose of considering item
to be included in an Ordinance amending the City 'Zoning Laws~ Appendix A.

Planning and Zoning Board recommended as follows:
Annexation & ZoninR:
1. Lot 31, Block A~ Eastwood Ter~ace) 3rd Addn., together with ~butting
street (Wright)
Request: RM-24, Medium Density Multi-family

Motion was made by Mr. Kruse~ seconded by Mr. Reade, to recommend denial of above
request and, in lieu thereof, recommend RS-75, Single Family. Motion carried
unanimously. West and south of subject property is single family zoned and used.
Said property had previously been denied annexation with high density zoning.
Activity to the north and east from the apartments and Jr. College limits privac}
and quietness of existing single family owriers' usage. Additional apartment US2~e
would further impinge on neighborhood character and single family environment.
Rezoning:
1. The SE 1/4 of SE 1/4 of NW l/4~ Sec. 1-29-15, less S 250 ft. of'E 250 ft.

Request: From CSC (Shopping Center District)
To RM-12 (Duplex-Apt.)

Motion was made by Mrs. Phifer, seconded by Mr. Kruse, to recommend denial of
above request and re~ommend that the CSC zone be continued not in excess of
two (2) years; that they (applicant) be allowed to retain the CSC zoning as the
Planning and Zoning Board recommended before on September 17, 1974. Motion carried
unanimously. Support for the extension is as follows: (1) Such previous ~oning
was granted.in accordance with the City and County Comprehensive Plans; also, com-
mercial use of a corner would be considered by the City Commission per a recent
Comprehensive Plan update public hearing; (2) Development in the area has slackened
over the past year because of building and economic sctbacks. Such deferment of
residential development in the area does not remove the validity of the CSC zoning
but only delays the demand; (3) To deny the ~se of the CSC property would put the
owner to undue loss of value. However~ single family development has procecded in
good faith on that property to the north and~Bt; (4) Th~ present City zoning
recognized thel,County zoning around the intersection and service station usage nt
this corner. It provides (tbrough the CSC plan requirement) adequate buffering and
arrangement of parking to be compatible to the single family development. Design
review will assure proper control over access and traffic increases; (5) Although

Considerable discussion ensued in which concern was expressed relative to broadening
powers of the 1'1nel188 Planning Council. Motion was made by Mr. Hall, seconded by
Mrs. Phifer, that at the earliest convenient date the Planning Director arrange for
Bome representative of'the Plnellas Planning Council to speak beforo U8 (Planning &
Zoning Board) and have the Council describe their functions, etc. Motion carried
unanimously.
Planning Director explained that a map will be published in the newspaper depicting
,areas affected by the proposed code deletions along with a simple statement, i. e,.
contact' Planning Department for further information, etc.

Announcement was made that B Community Impact Statement becomes part of the approval
for the Yacht Club.
Mr. BergmBttn stated that a citizen's complaint WBS received re notice of action on
Devnsni. Which was continued to December 3~ 1974. Planning & Zoning Board meeting:
New voting procedure will correct this.
Planning Director reported on Blackburn Bros. withdrawal and' subsequent public
hearing on same in Safety Harbor. Clearwater's concern was reported~ i. e., fire,
conflicts with the County policies regar~ing commercial usage, etc. ,For 4 or ,5 years
this area has been within the service area.
Announcement was made of the change in date for the Planning & Zoning Board Christmas
luncheon. It will be held at 12 Noon, December 11. 1974. at the Holiday Inn on the
Beach. .
