McCants and Schutzendorf Also present: Mr. Charles, Finton; Bessrs. Kenton, Rensndo and McFate (Housing Redevelopment) Public hearing was held at 1:30 PM prior to the regular moeting t'e application for annexation ond zoning followed by a public hearing for the purpose of considering items to be included in an Ordinance amending the City Zoning Lows, Appendix A, . Topes of public hearings arc on file in ~lanning Dept. Planning and Zoning Board recommended os follows: Annexation & Zoning: Lot 16, Knights Acres, together with abutting street (Fish) Request: RS-60, Single Family Motion was made by Mr, Reade, seconded by Mr. Kruse, to recommend approval of above request. Motion carried unanimously. Request is in compliance ~ith the Comprehensive Plan and standards of platting and building requirements of the abutting area. Rezonin~: Lots 1, 5, 6, 7, 9, 11 qnd Lots 21 to 32 inclusive, Block C, Greenwood Park Sub, (Clearwater Housing Authority et al) Request: From RM-l2 (Duplex-Apt.) and RM-54A (High Density Multi-family) To RPD (Residential Planned Development) Motion was made by Mr. Reade, seconded by Mr. Cummings, to recommend approval of above request for RPD but not the site plan os submitted. Motion carried unanimously. Board felt that approval should be subject to ~evi~ion of the plan submitted to provide mvre open space. ,Planning staff stated that Clearwater Housing Authority has been very in- volved with the neighborhood in establishing a plan for housing that could be within the price 'range or a low income group. The RPD zoning pe~its zero lot line and cluster , development, thus making better use of lot area. Phase I of the plan provides an op- portunity to develop this concept on a small scale and set the limits of feasibility for the remaining sites. Total site is 1.58 acres an~ upon Corrunission receipt of re- quest, was accepted for RPD based upon location and rehabilitation of the project. (Project is less than 4 acres as required in the zone.) , Official Thoroughfare Plan for the City of Clearwater (Cont'd. from 9/4/74) Discussion ensued re Official Thoroughfare Plan, Motion was made by Mr. Hall, seconded by'Mrs. Phifer, to recommend approval of above Plan with amendments as recommended by City Engineer and oth~r departments who reviewed it. Motion carried unanimously. The Traffic and Parking Committee related traffic circulation needs with City and County Comprehensive planning and area transportation needs, culminating in the Major thorough- fare Plan for the Clearwater planning area. Such plan has been reviewed by all proper departments in the City. Revisions reco~ncnded by the Engineering Deportment reflect actual rights of way obtained by plat or limitations on current extensions, either existing orplanricd. ~ Minutes of the Planning & 7.oning Iloord .
