Members present: Chairman Morris, Mrs. Evers, Messrs. Cunmings, Kruse, McCants and
Schutzendorfj Dill Shepard, Engineering Department; Paul A.
Bergmann, Planning Director; and Jack I. Wolle, Chief Planner
Also present: Mark Sablcmon (Clearwater Sun) and Charles Finton
Absent: Mrs. Phifer, Messrs. Hall and Schutzendorf
Mayor Hougen convened the Planning and Zoning Doard meeting at '1:30 PM for the purpose
of conducting an election for permanent Chairman and Vic,cMCha1rman of sald Board. Motion
was made by Mr. K~u8e, seconded by Mr. Rende, to nominate Frank Morris as permanent
Chairman of the Planning and 7.oning Board. Motim~ carried unanimously. Mayo~ Hougen
then relinquished the chair to Chairman Morris. Motion was made by Mr. McCants, seconded
by Mr. Cummings, to nominate Mr. Reade n~ permancnt Vice-Chairman of the Planning and
7.on1ng Board. Motion carried unanimously.
Public hearing was held at 1:45 PM prior to the regular meeting for the purpose of
considering items to be included in an Ordinance amending the City Zoning Laws, Appendix A,
City of Clearwater.
Tapes of public hearings are on file in Planning Dept.

On motion by Mr. Cummings, seconded by Mr. McCants, minutes of August 6, 1974 were
approved as written.

request. Motion carried unanimously. Planning Department initiated such rezoning in
conformance with recent City Commission request to" consider rezoning properties within 500 ft.
of Day to a zone in conformance with present usage and with City and County Comprehensive
Plans.

Hotion was duly made and seconded to recommend approval,of above ....equest. Motion
carried unanimously. Rezoning was initiated by recent Commission direction to the
Planning Department to consider rczoning spot-zoned propertics within 500 ft. of waterfront
a zone conforming to its present land UBC. Reccnt City Comprehensive Plan amendments
set such maximum average density in the N. Osceola area at 18 units per acre. County
Land Use Plan would recogni~e medium density use -- up to lS or 16 dwelling units
per acre.

Motion was made nnd duly seconded to recommend denial of above request and, in lieu
thereof, recommend RM-16, Medium Density Multi-family. Area to the south and Edgewater
strip in Clearwater have sections of active motel and apartment usage. County Compre-
hensive Plan indicates medium density (maximum 15 dwelling units and allows 10% variance. )

Motion was made by Mr. Krus~, seconded by Mr. Cummings, to recommend approval of (4) (A)
and (D) above. MOtion carried unanimously. Recommended zoning changes recognize co-
ordination of City and County. Comprehensive Plans which show this property in a high
density category -- the new maximum density to be 30 units per acre. Recommendation also
considers step-down zoning from property to the north and is related to direction by
Commission to 'consider rezoning property within 500 ~t~.of the waterfront to 'a category com-
mensurate with its present usage.
