It Frank Bush, Planning Analyst, then presented the Developers/Builders Procedures Manual \~hich will be used by the City of Clearwater and describes, in detail~ City requirements which must be Illl1t by developers and huildcrs. This is to advise you that I have been requested by numerous interested pa.rties to give a written opinion on the Financial Disclosure Act. I wish'to emphasize th~t in giving this opinion that there are no Attorney General's opinions on the same nor will any be forthcoming inasmuch as the Attorney General's o~fice advised me that all opinions concerning the Act will be given by the Ethics Commission who were recently appointed and who will begin their duties on July 1, 1974. The pertinent parts of the Act are as follows:. 1. 1 wish to advise that all forms that are necessary to he filed will be furnished by the Ethics Commission itself and those for.ins ~ill not be available for some, time. . ., z. The Act does. not require any public oifieel' as described in the Act, who is in office at the present time, to file any statements until May 15, 1975. 3. The Act requires anyone ,who is appointed on or after July 1, '1974, to file financial diSclosure within thirt.y (30) days a.fter hi~ or her appointinent. 4. The Act req\lires anyone announcing for' public' office to file Ilnancial disclosure within ten (10) days after the last date to qualify as a candidate. '5. The disclosure shall be filed with the' Clerk of the Circuit Court in the case o~ municipal officers. 6. The 'Act has no penal provisions in it whatsoever. It provides merely that "I the of!icer, employee or candidate shall be dismissed {rom en'lployment or removed from office or removed from the ba.llot. (;';O",!,-, ~ ~lir.' /..:.
