Public hearing was held at 1:30 FM prior to the regular meeting re application for
annexation and zoning followed by a public hearing for the purpose of considering
an item to be included in an Ordinance amending the City Zoning Laws, Appendix A,
Clearwater City Code.

Clearwater City Code (Cont'd. from August 21. 1973):

1. Establishment of Article XXIV, a new use district classification to be
known as UC - Urban Center; providing for the intent, application and
general requirements, peonitted and prohibited uses, area and'dimension
regulations and requirements~ parking regulati(;ms, .and procedures for

Motion was made by Mr. Reade, seconded by Mr. Butler, to recommend approval of above
Urban Center Zone, as amended and written. Motion carried unanimously. Principal
changes were reduction in minimum area requirement from 40 acres to 20 acres
(Sec. 24.03A) and reduction of distance or depth of area from 300 ft. to lOa ft. for
the 44' maximum density area at the perimeter of the zone (Sec. 24.09A). The reduced
perimeter depth was to further allow for mixed use and encourage redevelopment. The

300 ft. requirement was proven on excessive depth upon testing over several sites.
Mr. M. E. Palmer and Mr. Ctlarle9 Galloway from the Clearwater Downtown Development
Board expressed their thoughts concerning the Urban Center Zone and gave their
approval of it 8S a springboard for future redevelopment of the downtown area.
Motion was made by Mr. Butler, seconded by Hr. Schutzendorf, to recommend approval of
dne preliminary plat for Highland Oaks Estates, 2nd Addition. Motion carried unani-
mously. (Plat is for Single Family homes.)
Motion was made by Mr. Butler, seconded by Mr. Schutzendorf, to recommend approval of
replat Clearwater Industrial Park but to amend that the west pr.operty line, 33 ft.
easement, be a half right-of-way easement as well as a utility easement; further,
to instruct staff to proceed to further implement the linkage of Sunnydale to Calumet
on this section. Motion carried unanimously.
Mike Kenton presented his thoughts concerning the 30-40 ft. scenic easement, .i. e.,
pedestrian promenade, along the water's edge. Environmental Planner also touched
an the various aspects of prohibiting cutting of trees within 200 ft. of the water's
edge. In conjunction with this same subject, the Planning Director discussed the
North Osceola Study and the bluffs area. Discussion ensued. It was the consensus
of the Planning and Zoning Board that a legal clarification is necessary and ad-
ditional time is required to uiron out" problems. "
