Public hearing was held at 1:30 PM prior to the regular meeting for the purpose of con-
sidering items to be included in an Ordinance amending the City Zoning Laws, Appendix A,
Clearwater City Code.
Tapes of public hearings are on file in Planning Dept.
Motion was duly made and seconded to approve minutes of October 16, 1973 as written.
Planning and Zoning Board recommended as follows.
1. Amend Sections 13.04(7), l4.04(7) and 15.04(7) pertaining to height
limits in RM-34, RM-44 and RM-54~ High Density Multi-Family Use Districts
by deleting "No maximum" and inserting "150 feet."
MOtion was made by Mr. Reade~ seconded by Mr. Cummdngs, to recommend approval of above.
Upon vote being taken, it was defeated 5-3; therefore, the Board denied the proposal.
Planning and Zoning Board felt that other controls ~ould suffice to maintain'suf-
ficient setbacks and open space and that the 150 ft. proposed was arbitrary; also that
'with no limitation the resulting design may give greater open space.
2. A. Amend Se~tion 20.02 Professional Services District, Permitted uses
and structures, (1) by adding "if located in an area zoned PS prior
to (date of amending ordinance)t."
B. Amend Section 20.02(2) by adding "if located in an area zoned PS prior
to (date of amending ordinance)."
c. Amend Section 20.02(5) (b) by adding to first paragraph "or 400 sq. ft.,
whichever is the lesser," and adding footnote reading "No sign shall
be displayed outside the building advertising this retail service to
the public."
D. Delete Section 20.02(6) pertaining to other professional services.
MOtion was made by Mr. Reade, seconded by Mr. Schutzendorf~ to recommend approval of
(2) (A), (B), (C) and (D) above. Motion carried unanimously.
3. Amend Section '22.03, Professional Services District, Special Exceptions, to
include multiple dwellings, townhouse development, retail within structure,
. . and other professional services.
Motion was duly made and seconded to recommend approval of above proposed changes.
MOtion carried unanimously.

s. A. Amend Section 31.02, Travel Parks~ definitions, by deleting "and a body
length not exceeding thirty-two (32) feet" from definition of Travel
Trailer.
B. Amend Section 33.08(2) relating to Off-Street Parking Requirements,
Storage and Parking of trailers, etc. by deleting the words "twenty-
four (24) feet in length, ar."
Motion was made by Mr. Cummings~ seconded by Mr. Reade, to recommend approval of above
proposed changes. Motion carried unanimously. This recognizes greater length af travel
trailer models; still restricted to 8 ft. width which excludes a mobile home.

6. Amend the following subsections of Section 34.07, Administration and Enforce-
ment, Procedure for amending Zoning Ordinance:
First paragraph - delete the words "Pursuant to the authority granted under
,'. Chapter 176 of the Florida Statutes~ 1961.1l

Motion was made by Mr. Reade, seconded by Mr. Schutzendorf, to recommend approval of
above proposed change. Motion carried unanimously.
Subsection (2) to provide density limits for application in accordance with
Comprehensive Plan.

Motion was made by Mr. Morris, seconded by Mr. Cummdngs, to recommend approval of the
proposal as amended to read as follows: "Applications shall be filed in triplicate with
the City Clerk and shall set forth the reasons and grounds for said request and shall
not exceed the density as identified on the City Coml?rehensive Plan." Motion carried
unanimously.

Subsection (3) to provide for applications to be transmitted to City
Commdssion for acceptance and referral to proper deparcnents for public
hearings.
MOtion was made by Mr. Morris) seconded by Mr. Reade, to recommend approval of the
proposed amendment to read as follows: "The City Clerk shall forthwith transmit a
copy of each application to the City Commission for acceptance and referral to the
proper city departments for appropriate action and public hearing." Motion carried un ani..;
mously.
Subsection (4) to provide for Planning Dnd Zoning Board to make recommendation
to Commission within 10 days after Planning and Zoning public hearing and add
"substantially" after "be" in Subsection (4) (b).

Motion was made by Mr. Kruse, seconded by Mr. Reade~ to recommend first sentence to
read as follows: "The Planning and Zoning Board shall make its recommendation to the
City Commission within 10 days after the final and completed Planning and Zoning
public hearing." Motion carried unanimously.
