Public hearing was held at 1:30 PM prior to the regular meeting re application for
onne:;ation and zoning followed by a public hearing for the purpose of considering
items to be included in an Ordinance amending the City Zoning Laws, Appendix A,
Clearwater City Code.
Tapes of public hearings are on file in Planning Dept.
On motion by Mr. Reade, seconded by Mr. Cummings, minutes of September 5, 1973 and
October 2, 1973 were approved as written. On motion by Mr. Kruse, seconded by

Mr. Cummings, minutes of September 18, 1973 were approved as corrected.
Planning and Zoning Board recommended as follows.
Annexation & Zonin~:
1.' Lot l3 and Lot 12 less the E 291.61 ft. of the N 189.89 ft. of
Clearwat~L Industrial Park, together with abutting streets (City)
Reques t: HL, Ligh t Hanufac turing
Motion was made by Mr. Reade, seconded by Mr. Kruse, to recommend approval of above
request. Motion cartied unanimously. Zoning requested is in accordance with the
Comprehensive Plan and with use intended for the property; also, as with re~trictions
established by the City.
Rezoning:
1. Lots 6 to 9 inel., Block 19, Resub of Blocks 13 and 19, Milton Park Sub. (Jones)'
Request: From RM-54A (High Density Multi-family) to PS (Professional Services)
l-Iotion was made by 1>fr. Reade, seconded by Hr. Kruse, to recommend approval of above
request, subject to covenant restricting usage to Sec. 20.02 (3), (4) and (5) (a) of
the Zoning Code. Motion carried unanimously. Comprehensive Plan indicates, a public
or semi-public use. However, park usage need has. been translated to more intense use
of Ed Wright Park for a neighborhood center. Present zoning recognizes medical usage
as a special exception. Present request and reccmrnendation recognizes further ex-
pansion of the limited professional usage as more desirable than multi-family based
on location ,and traffic generation to and throug& the intersection.
2. w 439 ft. of Lot 10, Clearwater Industrial Park (City)
Request: From l' (Public) to }~ (Light Manufacturing)
Motion was made by Mr. Kruse, seconded by Mr. Rleode, to recommend approval of above

2. Report was given re Building Permit requests. City Commission reviewed
staff re~ommendations and approved same.
Planning Director expanded upon the report concerning Building Permit reques~s and
future .processing of ~hem.
Mr. Bergmann announced'that the 23rd Annual Conference of the Florida Planning &
, Zoning Association will be held at the Hilton Hotel, Tallahassee, December 5 - 8, 1973.
The theme of the conference will be "Planning and Zoning Process Revisited.1I Several
Board members are planning to attend.
