Motion was made by Mr. Butler, seconded by Mr. Reade to recommend plat approval of the above request. Motion carried unanimously. Director commented on the Countywide Environmental Impact Study. Conunent on the Beach and Shoreline Program was postponed until the next roeeting, November 21~ 1972. Mr. Bergmann introduced Messrs. Fowler~ Brown~ Alexander and Sells of the CAe. Maps, drawings and aerial photographs were displayed. The basic concept of this work is to redevelop downtown Clearwater to get the people down there. Presently~ the people cannot participate within the downtown area. It is for 'automobiles, not people. Commercial enterprise is dying out. A proposed loop road would take the traffic out of the do\~town area and make it possible for families~ groups and individuals to shop with pleasure. What was proposed: "Bring green spaces back into the city. Tree line ,the streets. Refurbish existing trees. Open a public square across from Peace Memorial Presbyterian Church; place where band concerts can be held. Fill to bulkhea.d so that the public will have a park on the south bayfront. '. Establish a community downtown. High-rise apartment building opposite the park with parking underneath. Civic complex where people can 'participate j,n art classesJ photography shows~ etc. . Bui~d a convention center; there are plenty of accommodations on the beach and on Fort Harrison. With the factories gone~ there will be and the right-of-way can be used for a no need for freight trains transit system. Financing would be done~ hopefullYJ by private initiative. They would try to ga{n the confidence of those people who own the downtown buildings and form a corporation to develop the area. ~t could be quite profitable, as we~l as . handsome, and be an asset to the city. Land values are still increasing and ,'someday the owners will realize that the highest use for a. bui Iding is not in a warehouse, etc., and could be put to better use. Slides were shown depicting Clearwater as it exists - with slow traffic, decay, areas to be developcd~ need for sign ordinance and needed tree canopy, :too many parking areas and a gtaat sea of asphalt. Pictures of areas in other states were then shown with tree-lined walkways~ outside cafes and street planting.
