Motion 'was made and seconded Co recommend denial of (2) above. Motion carried unani-
mously. The Board concluded that (1) the proposed change is contrary to the Land Use
Plan and the City's Comprehensive Plan; (2) the. area is cvcr~zoned Hulti-family as a
result of forces outside of City control. The change is out of scale with the needs of
the neighborhood (The City tract to the NE, zoned R-4B) is to be rezoned to PUD-R at a
density of 9 'plus units per acre.); (3) ,the large scale proposed change will adversely
',a{fcct Single Family property values and influence the established char~cter of the area.
Recent Single Family development has occurred' to the north and west and to the southwest;

mously. Board reviewed plan and recognized that (1) residential preliminary plan for
~oning requ.i-rcment indicated and comm'i ts area principally to Duplex development. Low
density is in accordance with the Comprehensive Plan; (2) type development should help
critical housing need for large family occupancy; and (3) development is in proximity
to existing school and transit and probable future shopping. Final plan will permit
