Bergmann, Planning Director, and Jack Wolle, Chief Planner *Absent first portion of meeting ~8ent: Mr. Schutzendo~f Public hearing was held at 1:30 PM prior to the regular meeting re application for rezoning of items to be included in an Ordinance amending the City Zoning Laws (City Commission Public Hearing - March 22, 1971). ~ape of hearing is on file in Planning Dept. Vice-Chairman ~ylander presided over first portion of the meeting. Minutes of February 16, 1971 were approved as written on motion by Mr. Reade, seconded , by Mr. Harries. Planning & Zoning Board recommended as follows: 1. Lots 5, '6, 7, 8, Palm Bluff Sub". (Walker et 01) From R-IE (Single Family) to R-4C (Multi-family) \; , Motion was made by Mr. Reade, seconded by Mr. Harries, to recommend approval of above ~:,' \0 request. 'Motion carried unanimously. Controlled new apartment usage of larger tract > ...;,.;,I llJOuld upgrade and retain property values within area. Proposed Comprehensive Plan supports high densi~ residential in this area. Palm Bluff (50 ft. R/W)f if improved, may be ade- quate (and is necessary) for acces~ from Ft. Harrison. 2. Lots 32 and 33, Glenwood Estates Addn. (Walbolt) From R-IE (Single Family) to R-3A (Multi-family) MOtion was made by Mr. Butler, seconded by Mr. Harries, to recommend denial of R-3A and, in lieu thereof, recommend R-2, Duplex, as agreed to by applicant. Vote was 4 "no", 2 Hayen. MOtion defeated. Discussion ensued and motion was then made by Mr. Reade, seconded by Mr. Spier, to recommend denial of above request for R-3A, and as amended verbally at the public hearing for R-2, and that the present zoning, R~lE, be retained. Motion carried unanimously. Neighborhood' is Single Family only and if rezoned would constitute spot zoning. Such rezoning may set precedent and is not desirable. Proposed Comprehensive plan supports density be10~ Duplex in this area. 3. Lots 1 to 10 incl., Block D and Lots 1 to 10 incl., Block E, Edenvil1e Sub. (H.L.M.) From R-1E (Single Family) to R-4D (Multi-family) Motibn was made by Mr. Spier, seconded by Mr. Galloway, to recommend denial without prejudice of above request. Motion carried unanimously. Applicant had amended his request to R-3C at the public hearing. Parcel abuts low density residential on three sides and ~~~, '0" does not have adequate access at this time. Chairman Kruse arrived at 4:25 PM and Vice-Chairman relinquished the chair. 11. Add R-3 use district to Section 26-11 (6) and add sub-paragraph (d) to limit height of fences and walls other than retaining walls when built within the front building setback of a residential zorn . .
