02/16/1971 r ,.J MINUTES THE PLANNING & ZONING COARD City of Clearwater, Florida North Conference Room February 16, 1971 - 2:45 PM " ' ,'~ Members present: Chairman Kruse, Vice Chairman Nylander, nutler, Galloway, Harries, Morris, Reade, Schutzcndorf nnd Spier; Paul Rettig, Engineering Dept.; Paul A. Bergmann, Planning Director, and Jack \ololle, Chief Planner Also present: John Lankford (St. Petersburg Times) Public hearing was held at 1:30 PM prior to the regular meeting re application for annexation and zoning followed by public hearing re application' for rezoning of item to be included in an Ordinance amending the City Zoning Laws. Tspmof hearings arc on file in Planning Dept. , Planning & Zoning Board recommended as follows: Annexation & Zoning: 1. Lot 11, Block B, Virginia Grove Terrace, 5th Addn."together with abutting street (White) Request: R-In, Single Family ......4 " Motion was made by Mr. Reade, seconded by Mr. Mylandcr, to rccownend approval of above ,request. Motion carried unanimously. Zoning requested is in accordance with usage of site and abutting area. . Rezoning: ,/ 1. Begin at NW corner of SE 1/4 of SW 1/4, Section 15-29-15, run E"295.l6 ft., S 295.16 ft., W 295.16 ft., N 295.16 ft. to P.O.B. less rights of way for Greenwood Ave. and Druip Rd. (Wilson) From R-4 (Multi-family) to B (Business) Considerable discussion ensued re above request. Planning & Zoning Board had made a study of above property previously and Mr. Wolle read that portion of the Minutes of November 5, 1968 into the record. City Commission denied Mr. Wilson's request without prejudice at that time. A memorandum dated November 15, 1968 went forward to the City Commission which conveyed the intent to keep Greenwood as a commuter street, free from generating more unnecessary business traffic congestion than that already caused by shopping center. (Court stated property should have rehearing and zoned something other than R-4 but not necessari 1y business.) Motion was made by Mr. Reade, seconded by Mr. Mylander; to recommend denial of above request and, in lieu thereof, recommend PRS. Motion carried. Messrs. Galloway, Morris and Butler abstained. FRS would permit the highes~ and best use of the property and the site is large enough to accommodate and p~ofit by multi-family development or pro- 'fessional services. Business usage is not needed at this intersection and the few small businesses which are on Greenwood are non-conforming and, in time, will discontinue. " , Greenwood'is needed as a commuter artery. Present plan and future need is for 50 ft. S 1/2 R/W for Druid Rd. and 40 ft.
