Mr Peterson was the engineer, and Mr. Barr was the applicant-owner for annexation. A discussion followed concerning the procedure involved in the preliminary plat approval, subsequent engineering that has been completed for the plat, and time of presentation of plat to the City Commission through the City Engineering Department. 'Mr. Bergmann noted that he is pursuing , clarification of procedure ~ith Mr. Battle. Mr. Spier made a motion, seconded by Hr. Harries, to recommend approval of the plat as proposed. Motion carried unanimously. Drawings were distributed for two rezoning requests which will be items for the April 14,1970 public hearing: (1) Lots 1 through 8, Block B,'Oak Hills, presently zoned R~IE, R-4D requested; and (2) Lot 48 and East 38.36' of Lot 49, Druid Hills, presently zoned R-ID, PRS requested. !, The following zoning ordinance amendment proposals were presented to the Board for reView and discussion: (1) (2) Establish Miminum Building Setbacks for B Zone Requirements for apartments when built in (a) B zone - R-4A - but with FAR = 4.0~ 70% maximum building coverage (b) HB zone - R~4A - with no variation Mobile Home Park setbacks along public streets M zone revisions (a) Purpose Bnd list of permitted uses (excluding residential and junk yards as defined ) . (10) (11) Mr. Kruse brought it to the attention of the Board that Mr. My1ander had recently , fallen and broken an arm. He also told of Mrs. David's accident and broken hip, 'l1te Board decided to send floweres and cards to each. Mr. Bergmann stated that the City Manager has requested that the Board give careful , consideration to creation of dead end streets in new subdivision approvals. It is possible that some, if connected, could provide a more desirable traffic pattern. Further studY,by staff will follow. Mr. Bergmann reported that staff has initiated rezoning of several properties, parti- cularly in manufacturing zoning in the CBD area, .,~ . ,...,. . As an open discussion item, Mr. Kruse and the Board pursued the state aid question and Clearwater's need for through~traffic expressways, possible routing, and financing.
